Background

UNDP in partnership with Ministry of New and Renewable Energy, Government of India, funded by Global Environment Facility, is implementing “Scale Up Access to Clean Energy for Rural Productive Uses”. The project aims to demonstrate and develop the market for Renewable Energy Technology Packages for Rural Livelihoods (RETPRLs) in three selected states—Assam, Odisha and Madhya Pradesh. It focusses on access to clean energy for rural livelihoods.  To obtain a reliable electric supply, many rural livelihood enterprises turn to expense-to-operate diesel generators. Biomass fuels are also becoming expensive. Renewable energy can provide a more affordable and reliable alternative to diesel generators and inefficient biomass for rural livelihood enterprises. The RETPRLS will be developed into carefully integrated packages and then demonstrated, replicated and scaled up by the project.

The RETPRLs include: solar lighting systems; solar and/or biomass waste–powered micro grids for common facilities; solar irrigation pumps; improved commercial biomass cook-stoves; poultry-litter-based biogas plants; poultry-litter-based briquetting units; solar dryers for vegetables, spices and fish; solar-powered milk chillers; and cold rooms for storage of horticultural produce. The target livelihood sectors include poultry, fisheries, dairy, horticulture, khadi (homespun cloth) and silk weaving, bamboo, and commercial cooking (e.g. tea stalls, sweet shops and street food vendors).

Assam Energy Development Agency (AEDA), Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) and Odisha Renewable Energy Development Agency (OREDA) are the respective state nodal agencies (SNA) for Assam, Madhya Pradesh and Odisha for promotion of Renewable Energy in the state. Further, Assam State Rural Livelihood Mission, Madhya Pradesh State Rural Livelihood Mission and Odisha Livelihood Mission are state livelihood missions which are supporting livelihood promotion in the state.

Three Technical Officer-Livelihood are required one each for Assam, Madhya Pradesh and Odisha and location wise requirement is given below:

Duties and Responsibilities

The Technical Officer-Livelihood will work closely with Technical Officer-Energy and will be reporting to concerned officer in the State Nodal Agency and/or State Rural Livelihood Mission.

 The Technical Officer-Livelihood will perform the following key task/ responsibilities.

  • Coordination of the livelihood aspects of all project activities.
  • Maintain an ongoing updated knowledge and interaction with the key livelihoods counterparts whose activities are relevant to project activities.
  • Coordinate the livelihood aspects of the RETPRL applications packages development and deployment in the project including close coordination with local agencies.
  • Coordinate the livelihoods aspects of the RETPRL supply and service providers involved in the project.
  • Coordinate the conduct of the livelihoods aspects of policy and regulatory project aspects of the project RETPRL aspects.
  • Coordinate the assessment, development and deployment of the livelihood aspects of the financial and other support for project RETPRL applications.
  • Organize the livelihoods aspects of the development, launch and management of the project website, publications, communications and knowledge management under the project.
  • Oversee the design, delivery and evaluation of the livelihood aspects of awareness and training programme.

Required Skills and Experience

Educational Qualification and Experience:

Essential

  • Professionals having PG Diploma in Rural Management/ Business Management from a recognized University or equivalent or Bachelor's Degree in Civil/ Mechanical/ Production/ Electrical/ Electronics Environmental/ Renewable Energy/ Rural Engineering or and;
  • Minimum of 5 years experience in Design/ Development/ Establishment of Rural Micro-Enterprises or in implementation of livelihood activities or in planning and implementation of Off-grid Renewable Energy Programmes/ Projects in rural areas etc.

Language Requirements:

Bi-lingual (Hindi and English), excellent inter–disciplinary, writing and communication skills.

Payment

The consolidated fee payable will be Rs. 50,000 per month (This is the consolidated amount and no other benefits will be given)
