UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas include violence against women, economic empowerment, leadership and participation, peace and security and national planning and budgeting.

UN Women’s Multi Country Office, based in New Delhi, India, covers four countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that normative commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector and other relevant actors.

The Intergovernmental Processes team at UN WOMEN India MCO plays a central role to deliver on UN Women’s normative support functions and strengthens linkages between normative work and operational activities. It contributes to the Entity’s support for the development and strengthening of a comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, responds to new and emerging issues, challenges and opportunities and is applied through action by Governments and other stakeholders at all levels. The team also has special responsibility for the coordination of substantive servicing of intergovernmental and expert bodies as mandated in relevant legislative documents.

In this regard, UN Women will be placing a Consultant at the Ministry of Women and Child Development (MWCD) to support the Ministry with a focus on intergovernmental processes including CEDAW, Beijing Platform for Action and Declaration and Sustainable Development Goals. The Consultant will be placed in MWCD and will directly report to the Joint Secretary, MWCD, under the overall supervision of the Deputy Representative, UN WOMEN MCO. The Consultant will also meet with UN Women once a fortnight or when required to discuss work undertaken.

Duties and Responsibilities

Supports creation of strategic partnerships & initiatives on women’s empowerment and gender equality at MWCD:

  • Support Ministry’s monitoring of relevant intergovernmental processes (Beijing + 25, 75th Session of the UN General Assembly, Sixty-forth Commission on Status of Women) and developments on the sustainable development goals and the Post 2015 Agenda and provide thematic assistance as needed;
  • Support Ministry’s follow up of recommendations made by the CEDAW Committee of their concluding observations on the periodic Report of India and Commitments made Commission on Status of Women and Beijing in 25;
  • Follow up on capacity assessment on CEDAW and Beijing Platform for Action in MWCD;
  • Provide inputs to the Ministry’s participation and response to inter-governmental processes focused on gender equality such as ESCAP, Economic and Social Council (ECOSOC) Annual Meeting and UNGA;
  • Coordinate monthly meetings with UN Women and MWCD Joint Secretary. Ensure regular communications between UN Women and MWCD;
  • Support the Ministry’s engagement and follow up in bilateral and multilateral forums like the Women’s Empowerment Dialogue with the United States of America, the Women’s Forum within the India- Brazil- South Africa (IBSA) forum and the SAARC Gender Policy Advisory Group;
  • Provide assistance and technical support to any other tasks assigned by MWCD and UN Women;
  • Support UN Women with possible areas of collaboration and coordination with the Ministry on its Annual Work Plan.

Support & conducts research and analysis:

  • Analysis of documents/references from different departments from a gender perspective;
  • Analysis and research of information, preparation of substantive briefs on possible areas of cooperation & identification of new opportunities;
  • Prepare briefing notes and updates on gender issue;
  • Prepare periodic progress reports of the work undertaken by the Ministry;
  • Document evidence on achievements and challenges with respect to schemes and programmes aimed at empowerment of women.

Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Document and disseminate resources for initiatives under the such as case studies and best practices;
  • Assist in preparatory work for review meetings with Secretary and Ministers, including, preparation of resource materials, agenda papers, minutes etc;
  • Identification of sources of information related to policy-driven issues;
  • Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings on thematic areas & issues;
  • Professional growth through active learning.

Any other duties assigned by the Direct Supervisor in MWCD & the Deputy Representative in UN WOMEN.

Deliverables:

  • Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report  include templates &  plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UNW with an acknowledgement of UN Women’s support by the Ministry of Women and Child Development, GOI.

Required Skills and Experience

Education:

  • Master's degree in Social Science, Political Sciences, Public Administration, International Relations, Journalism, Gender Studies, or related field.

Experience:

  • Minimum 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web based management systems.

Language Requirements:

  • Fluency in English and working knowledge of Hindi.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Master's degree in Social Science, Political Sciences, Public Administration, International Relations, Journalism, Gender Studies, or related field. (5 points)
  • 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. (5 points)
  • Experience in the use of computers and office software packages and handling of web-based management systems. (5 points)
  • Fluency in English and working knowledge of Hindi. (5 points)

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview – 70%;
  • Written Test – 30%.

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
