The Renewable Energy for Rural livelihood (RERL) is a joint programme of the GoN / AEPC and UNDP/GEF. In continuation to UNDP's support to the energy sector and UN's commitment to wads ensuring universal access to modern energy services. UNDP Nepal as well as the GON/AEPC has agreed to extend the partnership in this sector to scale up decentralized energy systems for better linkages with the enterprise development and livelihood enhancement. The RERL will operate within the broader framework of National Rural Renewable Energy Programme (NRREP) of AEPC and aims to provide support particularly in mini hydro, large solar PV, productive endues and renewable energy financing contribute to economic, environmental and social benefits of the rural people by removing barriers that have hindered the wider use of renewable energy resources in rural Nepal.
Devoirs et responsabilités
- Maintain accurate financial and personnel records of the programme as required by GoN and UNDP.
- Supervise administrative and financial records of the staffs as needed.
- Assist NPM in all matters related to financial and administrative functions of the programme.
- Manage all correspondence related to administrative, financial and security matters.
- Maintain the inventory and keep records of all office equipment, furniture, fixing, and vehicle.
- Undertake physical verification of all assets and update records.
- Work as a resource person and trainer on administrative and financial management to train programme staffs, STAs and others stakeholders.
- Undertake all tasks related to the audit and financial management.
- Carry out additional support as requested by the NPM and as required to make this programme a success.
- Carry out all the administrative coordination with all districts activities.
- Provide support to NPM and STAs for financial planning and budget revisions.
- Monitor and update financial delivery and timely inform NPM and team to take corrective actions.
- Assist the NPM in preparing progress reports, situation reports and impact studies on periodic manner.
- In a timely manner, prepare annual work plan, budget revision, quarter work plan and financial reports to be submitted to UNDP.
- Provide support to NPM in the implementation of human resource development initiatives,
- Organize HRD related training, workshops, seminars and orientation to community people and staff of all key stakeholders on disaster risk reduction/management.
- Ensure GESI budgeting in Annual Work Plan.
- Ensure participation of women and members of marginalized groups in workshop training and Seminars.
The key Responsibilities of the assignment are:
- Proper fund management, ensure value for money.
- Financial reports to UNDP and partners.
- Capacity development of the Palikas in area of fund management and reporting.

Qualifications et expériences requises
Education:
- Completion of Master’s degree in accounting, finance, business administration or relevant subject or equivalent.
Experience:
- 5 years for Master’s degree of relevant work experience in financial management, accounting, etc. in a governmental or multilateral organization.
- Prior knowledge and experience of working with donor/partner agencies, projects.
- Experience and/or exposure of GoN planning, NIM Guideline budget and funding mechanism would be desired.
- Proven experience in financial management, proper maintenance of financial records and handling of audits and independent reviews.
- Ability to write financial reports, narratives, notes to satisfy UNDP, GoN and partners requirements.
Language requirements:
- Proven ability to prepare financial reports/narrative in English and Nepali.
Other requirements:
- Experience in usage of computers and office software packages (MS Word, Excel, accounting softwares etc.).
- Ability to visit remote parts of the programme Palikas on a regular basis.
