A.        Project Title:                          Renewable Energy Project Analyst (DREAMS)

 

B.        Project Description  

i. Goal: “reduce GHG emissions from the power sector, the objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project.”

ii. Outcome indicators: “Direct emissions reductions will be 205,181 tonnes of CO2eq hand. 20,000 sitio-based households will have access to RE sources.

iii. Components and Expected outcomes:

DREAMS has 4 components.

iv. Stakeholders for the project.

The project is being implemented by the Department of Energy (DOE). DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project is being implemented by the Renewable Energy Management Bureau (REMB).

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation.

A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day to day operations of the DREAMS Project Management Office. The PMO is located at the office of the DOE in Taguig, Metro Manila. 

Duties and Responsibilities

C.        Scope of Work

The IC will contribute his/her technical expertise in the coordination and conduct of studies/researches , facilitation of technical fora, monitoring of priority/urgent projects, production of policy papers/documents and other activities that will contribute to the accomplishment of strategic plan of the Renewable Energy Management Bureau (REMB) and in support of the attainment of the stated outcomes of the DREAMS project in particular.

 

D.        Expected Outputs and Deliverables

The level of effort is 100 working days starting not later than (NLT) 16 September 2019 until 30th January 2020. The IC will provide direct technical and operational support to the Office of the National Project Director (NPD).

The actual schedule of the deliverables of the Independent Contractor (IC) will be based on an approved work plan. It is anticipated that the IC will assist in the conduct of two to three (2- 3) research projects/technical policy studies during this period. The studies and the activities will be contained in an Inception Plan.

E.         Institutional Arrangement

The IC will report directly to the NPD for his/her assignments and instructions on the priority activities that need to be undertaken during the duration of this contract. He/She will be provided a dedicated working space at the DOE-REMB office. The IC is expected to have his/her own computer or word processing equipment equipped with Windows and other commonly used word processing software.

 

F.         Duration of the Work

The IC will work will be apportioned over a period 100 work-days upon signing of contract. The IC is expected to report at least 4 days a week at the REMB office except on holidays or as may be advised/approved by the NPD.

 

G.        Duty Station

The IC will be based in Manila. There will be occasional travels to attend forum, workshops or field visits of existing projects.

 

H.          Scope of Price Proposal and Schedule of Payments

This is a lump sum/all-inclusive approach. However, duty travels outside of Metro Manila that may be required (cost of transport, meals and accommodation) will be covered by the PMU.

Educational

  • Minimum: Graduate of relevant Engineering courses and Law and/or Completed MA Economics.

Experience

  • Minimum 3 years of experience in the design, actual conduct and analysis of research/policy studies, preparation of policy briefs and technical papers related to the power/energy sector
  • Special skills: experience in organizing and facilitating meetings/discussions involving Senior Managers in government and private sector and skilled in the use of different software and communication strategies, e.g. infographics, web-based research, to develop and disseminate communication materials for public and expert-level discussions at local and international fora
  • Area/s of specialization: policy studies, technical research, economic analysis and with relevant trainings in the field of renewable energy

Language

  • excellent fluency in spoken and written English

 

Evaluation Method and Criteria

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV. The Technical evaluation is weighted a max. of 70%.

The Financial Proposal that will be evaluated through submission of the Offeror's Letter to UNDP Confirming Insterest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):
