UNDP works with developing countries in Asia Pacific to improve how sustainable development policies and programmes are designed and implemented. We help develop the capacity of governments to formulate strategies and public policies that promote human development, reduce poverty and achieve the Sustainable Development Goals (SDGs).

 

UNDP responds to requests from countries to adapt the 2030 Agenda for Sustainable Development, with the SDGs at its core, to national, sub-national and local conditions and realities, incorporating regional and global perspectives. It offers support to both national and local governments in localizing, mainstreaming, and accelerating SDGs implementation as well as works to influence national policy-making with a view to creating an enabling environment for action at local and regional levels.

Duties and Responsibilities

OBJECTIVES OF THE ASSIGNMENT

The overall objective of the assignment is to strengthen the effectiveness and impact of UNDP’s support to the 2030 Agenda in China through the provision of high-quality development economic analysis. Under the overall supervision of the Resident Representative/Deputy Resident Representative of China Office, and with guidance and coordination of the Asia Pacific Chief Economist, the Development Advisor will provide China UNDP Office with high-quality economic analysis;  policy advice to facilitate the integration of the 2030 Agenda and the SDGs into the UNDP Country Programme & national development systems; quality assurance of intellectual knowledge products & publication; undertaking research; drafting of speeches and briefing notes.  S/he will collaborate with programme colleagues and work as part of the larger research team consisting of the National Economist, Researcher & the RBAP Asia Pacific Chief Economist.

SCOPE OF WORK

The consultant will provide analytical support, policy advice, and quality assurance to UNDP’s projects, programmes and policy engagements in China in areas including:

  1. Analysis of economic, social and political economy issues relevant to the successful implementation of the country programme;
  2. Analysis and formulation of the 2021-2025 UNDP Country Programme document;
  3. Quality assurance of UNDP knowledge products, policy briefs, and publications;
  4. Leading the drafting of research papers, policy briefs and publications;
  5. Contributing or leading the drafting of speeches, policy positions and briefing notes for senior management policy and programmatic engagement;
  6. Assisting in the identification and analysis of issues that impact upon multiple SDG Goals and targets;
  7. Expert analysis and policy advice in specific sectors of relevance including [poverty, inequality, gender, SDG financing, environment, climate change, risk-informed development, urbanization, demographics, etc.]
  8. Support the formulation and implementation of national projects and programmes on SDGs in China, including strengthening institutional capacities to implement the SDGs at national and local levels, strengthening data and statistical capacities and/or engagement of civil society and the private sector in SDG achievement.

 

 

Specific tasks will be outlined in quarterly work plans to be agreed between the Consultant and the Supervisor, in consultation with the Asia Pacific Chief Economist.  Concrete indicative deliverables for the 6 months include:

 

  1. Policy analysis on behalf of UNDP for the Common Country Assessment of United Nations Sustainable Development Cooperation Framework;
  2. Formulation of the Country Programme Document under the guidance of senior management
  3. Quality assurance of five research papers under “Assessing and Managing Risks along the Belt and Road” project and technical input and oversight into drafting of a chapeau paper for this project.
  4. Quality assurance of SDG Investor Map pilot research work in China.
  5. Supporting the Asia Pacific Chief Economist in his quality assurance role of China office publications

Competencies

DURATION OF ASSIGNMENT, DUTY STATION AND CONDITIONS GOVERNING THE ASSIGNMENT

The assignment will be for a period of 6 months, with possible extension, starting as soon as possible.

REQUIREMENTS

  • An advanced degree (Master’s or equivalent) in development economics and preferably, with a focus in public finance.   
  • A proven track record in providing high-quality, development-relevant analysis and policy advice in areas such as development planning, public financial management, macroeconomics, SDG financing, microeconomics or poverty reduction.
  • Prior experience in the Asia-Pacific region required.  Experience in China or countries at similar levels of development would be an advantage.
  • Language skills: written and spoken proficiency in English, and proven ability to produce high-quality written outputs in English; proficiency in Chinese is highly desired
  • A desire to work with and gain the confidence and respect of people with different language, national and cultural backgrounds.
  • Respect for the principles of the United Nations Charter and the UNDP Statement of Purpose.

Required Skills and Experience

PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant will work under the primary supervision of Resident Representative   with technical oversight and quality assurance by the Asia-Pacific Team Leader, Inclusive Growth and Sustainable Development, Bangkok Regional Hub.  S/he will work in close collaboration with other staff of the country office and policy advisors of the Bangkok Regional Hub, as well as other Development Economists on assignment in the Asia-Pacific Region.

Evaluation Criteria

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  • Technical evaluation - 70%; (includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
  • Financial Evaluation - 30%.
