Background

UN Women is committed to contribute to the ecological sustainability and reduction of adverse environmental impact (e.g. use of non-toxic substances, recycled raw materials, energy-efficient equipment, reduced carbon emission, etc.) in all its internal and external operations, including in the procurement. While the latter is guided by the UN Procurement Practitioner’s Handbook (2017), the ecological sustainability and adverse environmental impact of UN Women physical premises (worldwide), requires individual assessment and follow up adjustments to ensure the best possible environmental and ecological results. In order to ensure this, UN Women Country Office is seeking to hire a national expert to conduct the assessment, provide recommendations, and prepare a “greening plan” for UN Women Country Office based in Tbilisi.

Duties and Responsibilities

Under the overall guidance and in close cooperation with the UN Women Operation Manger the expert will as a minimum assess and provide recommendations for the improved energy efficiency and environmental impact of:

  • Office physical space (lightning, AC and heating, air quality, etc.);
  • Kitchen equipment and utilities, etc.;
  • Other technical equipment such as computers, monitors, printers, scanners, etc.;
  • Stationary and paper used in the office;
  • Office printing practice;
  • Communication practice, including with the outside partners (video conferencing, etc.);
  • Energy efficiency;
  • Recycling, including recycling of batteries, toners, etc.;
  • Use of office cars.

Deliverables:

  • Complete assessment plan of items under ecological sustainability and reduction of adverse environmental impact of the office operations (2 working days);
  • Findings and recommendations (2 working days);
  • Draft plan for improving/ “greening” the Office Operations (2 working days);
  • Final Plan for improving/ “greening” the Office Operations in English (4 days).

Required Skills and Experience

Education:

  • Advanced University degree (at least Master’s) in environmental and/or related disciplines

Experience: 

  • At least five years of experience working on issues related to environmental sustainability
  • Proved experience of providing services similar to those described in this Terms of Reference

Language:

  • Fluency in Georgian and good knowledge of English

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced University degree (at least Master’s) in environmental and/or related disciplines
  • At least five years of experience working on issues related to environmental sustainability
  • Fluency in Georgian and English;

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (at least Masters) in environmental/ related disciplines (max 30 points)
  • At least five years of experience working on issues relate to these ToR (max 100 points)
  • Proved experience of providing similar services to other partners (max 100 points)
  • Proved experience of preparing environmental plans for office spaces (max 90 points)
  • Fluency in Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Operation Manager

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Operations Manager that the services have been satisfactorily performed as specified below:

  • After submitting draft plan – 50%
  • After submission and the approval of the final plan by UN Women Operation Manager – 50%
