Background

Currently UNDP Zimbabwe serves as the interim Principal Recipient (PR) of the 3-year Global Fund HIV Grant (2018-2020) and provides Fund Administrator Support Services to the Ministry of Health and Child Care (MoHCC), the PR for TB and Malaria grants. As part of its PR role, UNDP has implemented capacity development (CD) activities to strengthen the systems for health and national institutions. There has been a substantive investment in Capacity Development (CD) for Health in Zimbabwe over the period that UNDP has been an interim PR for Global Fund Grants. The diverse responses have been designed based on the needs and priorities of national implementing partners, national stakeholders and aligned to national strategies.

The first phase (2010-2011) of CD planning prioritized individual skills development to address the immediate capacity gaps at the time. The second (2012-2014) and the third (2015-2017) phases focused on functional capacities and system strengthening, including transformational leadership training, supply chain strengthening, Quality Assurance, financial management, Health Information Systems and Monitoring and Evaluation systems, etc for the MOHCC. These interventions contributed to the delivery of improved health to the people of Zimbabwe. 

The fourth and current phase of Capacity Development (2018 to 2020) is focusing on;

  • Providing strategic direction to health and HIV Civil Society Organizations (CSOs) in view of the changing landscape of the HIV epidemic and the emerging public health concerns. The support to health and HIV CSOs work is already underway with the completion of a Community Charter and Engagement Framework which are now being disseminated. A CSO mapping exercise and related CSO database and website are underway.
  • Strengthening systems and policies to support scale-up of Adolescence Girls and Young Women (AGYW) and Key Populations (KPs) programmes. AGYW is a new programme area for the GF and UNDP in Zimbabwe, a new CD assessment and planning process was designed for AGYW which was expanded to include KPs. The AGYW / KP CD Plan requires several Individual Consultants (ICs) to be mobilized (see Annex 2).
  • Strengthening the functional areas of two CSOs, implementing KPs programmes to efficiently manage the increase in volume of resources from the Global Fund and other partners.
  • Follow up CD activities for the MoHCC including developing ICT Policies, harmonizing Health Information Systems, Public Financial Management System (PFMS), Policy support, Human Resource capacity; Sustainability Plan for Solar for Health, Programme Evaluation and other systems within MoHCC

CD Individual Consultant

There are several TAs (TAs) included in the CD Plans to support the implementation of the CD Plans. The partners are required to submit the TORs for the various TAs to UNDP to enable the procurement of these TAs. Due to the delay in starting implementation of the current grant and the prevailing operating environment, the partners have been implementing accelerated plans to enable them catch with implementation and are unable to timely develop the TORs for the TAs. An Individual Consultant (IC) is therefore being sought to support the UNDP Project Management Unit (PMU) in the development of Terms of References (TORs) for recruitment of consultants to provide TA to the national partners managing and implementing the Global Fund grants.

Duties and Responsibilities

The Purpose and Scope;

The purpose of this consultancy is to develop 22, TORs and finalize 2 draft Terms of References approved under the Capacity Development budget for 2018 to 2020. See Annex 2 for the list of the Terms of References to be developed. The consultant is required to review the four Capacity Development 2018 to 2020 plans, so that he understands the background to the TORs, develop the TORs and support the selection and contracting process of the TAs. The consultant will engage and work closely with implementers of the plan and will have several meetings with several members.

Objectives;

The objective of this consultancy is to :

  • Review the Capacity Development 2018 to 2020 Annual plan to understand the background to the TOR
  • Review the draft 2 TORs already in place and finalize them.
  • Develop and finalize 22 TORs required for TAs.
  • Support the selection and contracting process of the TAs once the TORs are approved provide

Proposed Methodology

The Consultant will review the Capacity Development 2018 to 2020 Annual plan DIP to understand the background to the TORs. He/She will engage with and seek inputs from relevant partners -: NAC, MOHCC, NAC SRs and SSRs and NAC Partners - on each TOR. Draft the TORs, review together with all the relevant partners and UNDP prior to finalizing these TORs.

Duties and Responsibilities:

The Consultant will:

  • Work with and provide technical support to the five Implementing Partners (IPs) – NAC and its Partners, CSOs and MOHCC to develop new TORs for the recruitment of TAs, as reflected above; 
  • Liaise with the UNDP CD Team, PSM and Program to format the TORs for advertisement using UNDP procurement template
  • Support the technical evaluation (as an observer) and the evaluation report for the bits received for each of the TAs.

Reporting:

The Consultant will be directly supervised by the UNDP Zimbabwe PMU Capacity Development Officer on a day to day basis.

Evaluation

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

  • Relevance of education to the consultancy (10 points);
  • At least 10 years professional experience, with at least 5 years of experience in the programme management at managerial level is required; (10 points)
  • Relevant experience in providing consultancy / advisory services strengthening institutions and systems in high-pressure environments; (15 points)
  • Solid experience in developing Terms of references and technical proposals (20 points)
  • Experience of GF, UN and / or UNDP policies and procedures highly desirable (15 points)

Criteria for financial evaluation (30 points maximum):

p = y (µ/z), where, p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated

Payment Method:

  • Payment: All-inclusive Daily Fee
  • Payments will be based on the Certificate of Payments that will be submitted at each milestone;
  • Final payment upon performance evaluation from the direct supervisor.

Security: Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain parts of the country, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under https://trip.dss.un.org

All envisaged travel costs must be included in the financial proposal. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel.

The Candidate must provide a link to a website that they have been actively involved in the development and management of together with a description of their role.

The term ‘all-inclusive” implies that all costs (monthly professional fees, travel related expenses if applicable, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal

Required Skills and Experience

Education:

  • Master’s degree in Development Studies, Public Health, Social Sciences, Public Administration or any development related field.

Experience

  • At least 10 years professional experience, with at least 5 years of experience in the programme management at managerial level is required;
  • Relevant experience in providing consultancy / advisory services strengthening institutions and systems in high-pressure environments;
  • Solid experience in developing Terms of References and technical proposals is essential;
  • Strong IT skills;
  • Experience of Global Fund, UN and / or UNDP policies and procedures highly desirable;
  • Strong experience of programme partnership and collaboration with national institutions is highly desirable.
