Background

In May 2018, the UN General Assembly passed a resolution that mandated the UN Secretary General to design and implement a reform agenda that would see successful implementation and achievement of agenda 2030. This resolution set stage for a reform process that aims to position the United Nations Development Systems (UNDS) to deliver on the 2030 agenda by cutting back on work duplication and improving resource management and program effectiveness. Since then, and under the overall oversight of the Secretary General, the UN has increased its efforts to improve coordination in planning, implementation, monitoring and reporting of its work across the globe.

To standardize its operations the UN Development Coordination Office (DCO) has developed tools to demonstrate its commitment to improving coordination of services delivery and information sharing among implementing UN agencies working in member states. UN INFO is an online planning, monitoring and reporting platform that will bring value addition to the coordination efforts, sharing and use of information through the UN joint efforts. The implementation of the UN INFO is part of the UNDS efforts to improve coherence, transparency and accountability to better address the needs and priorities of member states.

On this background the United Nations Country Team (UNCT) in South Sudan has prioritized the adoption of the UN INFO as a platform. It’s successful roll-out and implementation will mark one of the UNCT’s key milestones in its 2019 work plan and cost shared budget.

Duties and Responsibilities

The consultant will be responsible for the following deliverables:

  • Initial population of output level indicators and activities as well as baselines and annual targets for the UNCF 2019-2021 and BOS with input from the relevant RGs and OMT working groups. (30%)
  • Support the Results Groups in preparing annual reports in the UNINFO platform and in undertaking data entry on the UNINFO platform during the annual work planning for the UNCF and BOS. Help ensure that all reporting and planning timelines are met in accordance with UNCT decisions, and provide data quality assurance, including to ensure that the elements of Gender, Human Rights and Sustaining peace makers are clearly articulated, tracked and reported on the UNINFO platform. (40%)
  • Provide bi-weekly updates on the progress of the rollout and implementation of the UNINFO to the M&E Working group and review on the effectiveness and efficiency of the UNINFO in reporting, knowledge sharing and make recommendations for future improvements. (30%).

Required Skills and Experience

Education:

  • Master’s degree in Computer Science, Statistics, Mathematics, Economics or a related technical field.

Experience:

  • At least 2 years of building and populating online database platforms in a development context is required.
  • Experience with large data sets, data mining, clustering and forecasting using statistical software packages is highly desirable.

Languages:

  • Excellent written and spoken English.

Financial proposal

  • Realistic budget and in line with UN consultancy rates
  • Indicating complete budget breakdown including professional fees, and daily subsistence allowance.

Evaluation of Applicants

  • Technical Criteria - 70% of total evaluation:
  • Previous experience with UN INFO or other SDG/MDG based tools and frameworks for development data management: max 15 points
  • Experiences with building and populating online database platforms in a development context: max 30 points
  • Experience with analysis of large data sets, data mining, clustering and forecasting using statistical software packages: max 10 points
  • Experience with presenting and explaining complex data to different stakeholder groups in presentations as well as written reports, using infographics and visual tools: max 15 points
  • Financial Criteria - 30% of total evaluation

Contract Award:

  • Having reviewed applications received, Please note that only shortlisted candidates will be contacted.
  • Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
  • Financial Evaluation - Total 30% (30 points)
  • The following formula will be used to evaluate financial proposal:
  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated
  • Contract Award:
  • Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
