Background:

The objective of this project is to transform Kazakhstan’s markets to energy efficient appliances and equipment, thereby reducing electricity consumption and GHG emissions. The project which started in August 2017 has been going for approximately two years and it has a GEF budget of $3.5 million USD. The project has a target of 4.7 TwH of lifetime energy savings and some 4.33 million USD of lifetime direct CO2 reductions.

Long-term mission of UNDP/GEF Project is to achieve energy efficiency and GHG emission reduction by transforming market in Kazakhstan towards use of energy efficient appliances and equipment. The project is aimed at achievement of following main results:   

  • Transformation of appliances and equipment market in Kazakhstan through working-out and introduction of standards, labelling, norms, and related institutional development.  
  • New and efficient regime of tests, certification, and dissemination of information to support EESL introduction implemented by laboratories properly equipped, certified, and having trained staff.
  • Establishing new operational possibilities among manufacturers and other participants of supply chains to use energy efficient appliances and equipment in order to answer new EESL.

These results shall allow for market transformation and its direction towards all types of appliances and equipment which will finally lead to solution of the development task, that is reduction of GHG as a result of appliances and equipment use in Kazakhstan in accordance with the baseline.

The project consists of integrated activities placed under the following four components:

  1. Development and adoption of EESL
  2. Monitoring, verification, and enforcement
  3. Boosting demand for energy efficient appliances and equipment
  4. Ensuring supply of products compliant with EESL.

Duties and Responsibilities

International advisory and planning support to all elements of the Project, the specific technical contributions and oversight to selected components. As well to provide advisory and technical assistance to support implementation and further development of the Project.

Scope of work:

Under the overall supervision of the Project Manager the CTA will have the following specific duties:

  • Provide technical expertise and strategic guidance to all project components, assuming quality control of interventions, and support the Project Manager in coordination of the implementation of planned activities as stipulated in the project document/work plan;
  • Support introduction of the required changes to the project design and associated changes to the Project Document and the Project Results Framework based on the outcomes of evaluations; provide recommendations for the necessary changes in the Project Document that will serve as a basis for the following Project revision;
  • Promote project implementation through provision of policy advice, technical expertise, support for drafting of new legislation and regulations, and participation in the working groups and high-level meetings with the key project stakeholders
  • Work closely with the Project Manager in coordinating and facilitating inputs of government agencies, partner organizations, scientific and research institutions, subcontractors, and national and international experts in a timely and effective manner;
  • Review key reports of national and international consultants and prepare comments to these reports;
  • Provide strategic advice on the overall project implementation strategy to the Project Manager;
  • Provide strategic advice on the best strategy to upgrade national testing laboratories on appliances in order to be able to test against new technical standards for energy-efficient appliances;
  • Support the Project Manager in the preparation and implementation of project evaluations including the mid-term review (MTR) and the final evaluation (FE);
  • Support the Project Manager in reporting to the Project Board on the progress of project implementation, achievement of project results and impact in accordance with the project’s logical framework matrix;
  • Support the PMU in project-related meetings, as might be required;
  • Support Project Manager in establishing co-operation with international project partners and with other projects that are par;

Competencies

  • Demonstrated analytical skills and experience in preparing technical and/or policy-relevant reports and papers; and excellent presentation skills and experience in conducting stakeholders’ consultations;
  • Team-oriented with the ability to work in a multi-cultural environment;
  • Good communication skills and ability to cooperate;

Required Skills and Experience

Education:

  • Master’s degree in Energy, Economics, Environmental Sciences or a closely related field

Experience:

  • At minimum 10 years of experience in designing and/or advising technical assistance projects in the area of energy, preferably in renewable energy area, in the private sector (required) and with international organizations (preferred);
  • At least 7 years of experience working in the private sector on energy projects (preferably renewable energy projects) is required which includes experience with financing renewable energy projects and successful capital raising which includes successful experience in working with financial support mechanisms for renewable energy projects in the private sector (
  • As minimum 5 years of experience working with international institutions/organizations. Working experience within UN system would be an asset;
  • As minimum 5 years of experience and good knowledge of working on energy project in developing and/or transition economies, CIS countries;
  • Track record of effective communicating and working with multi-stakeholders, including high-level government officials, development partners, academics, private sector and communities;
  • Specific working experience in coordination at national/or regional level would be an asset

  Language requirements:

Fluency in spoken and written English and Russian (required)

  1. A duly drafted Offeror’s letter confirming interest and readiness for the assignment; Financial proposal, including the fixed total contract value, with a breakdown of costs in accordance with the UNDP template;
  2. Detailed personal CV, where previous work experience in similar projects should be included, as well as contact details (email and phone number) of the Offeror;
  3. Other documents certifying the work experience, expertise and skills (qualification improvement certificates\diplomas, awards, etc.)
  4. Brief description of why the individual considers him/herself as the most suitable for the assignment (Maximum 1000 Characters).
