As a party to the United Nations Framework Convention on Climate Change (UNFCCC), Bosnia and Herzegovina (B&H) has undertaken important steps towards understanding and addressing climate change issues. It is increasingly recognized not only by the Government and scientific community, but also by its citizens that climate change is an issue of key strategic importance. B&H has put great emphasis on climate change as one of the most significant development challenges facing the country. The importance of adaptation was clearly reflected in its Second National Communications and Climate Change Adaptation and Low Emission Development Strategy (CCA LEDs), adopted in 2013. In 2015, B&H submitted its Intended Nationally Determined Contributions (INDC), as part of the negotiations leading to the historic Paris Agreement, which it signed in April 2016.

Authorities of Bosnia and Herzegovina and key domestic stakeholders realize the increasing threat posed to them and the development of the country by climate change and the need of adapting to it in order to avoid or minimize negative consequences.  The government is motivated to support and implement the national adaptation planning (NAP) process as adaptation issues are becoming very important for the country’s further development.

The overall project’s objective is to support the Government of Bosnia and Herzegovina to advance the national adaptation planning process. Green Climate Fund (GCF) resources will be used to enable the government to integrate climate change related risks, coping strategies and opportunities into ongoing development planning and budgeting processes. The project will advance adaptation planning in B&H with a focus on most vulnerable sectors such as water management, agriculture, forestry etc., upgrading the knowledge base for adaptation, prioritizing adaptation interventions for the medium term, building institutional capacities for integrating climate change adaptation and demonstrating innovative ways of financing adaptation at the sub-national/local government level.

The overall objective of this assignment is to develop a framework for an effective monitoring and evaluation (M&E) system for climate change (CC) adaptation activities.

Duties and Responsibilities

The consultant should work in close consultation with and under the guidance and supervision of the UNDP project manager. Specifically, his\her responsibilities are focused to developing a framework for an effective M&E system for CC adaptation processes. This system will build upon existing monitoring mechanisms and will be strengthened to monitor economic analysis of direct and indirect benefits of investments. This activity is to include, but not limiting to, the following:

  • Assessing the current national policy and regulatory frameworks with an aim to identify gaps as well as entry points for embedding domestic M&E system, with focus on adaptation to climate change.
  • Exploring potential requirements, including legal and administrative requirements for establishment of M&E in the context of the EU accession status of the country;
  • Analyzing current and envisaged sector-level M&E needs (water management, agriculture, forestry, environment, spatial planning and hydro-energy sectors) with the aim of integration with envisaged M&E system.
  • Proposing the most appropriate Conceptual Framework for M&E, which will include the following, among the other: 
    • Identification and collection of all relevant data, sources, and methodologies;
    • Data processing and quality control model (s) i.e. roles and responsibilities of entities in charge of implementing, measuring, reporting and verifying adaptation actions in respective sectors;
    • Performance indicators to measure progress in implementation of adaptation actions,
    • Procedures for reporting and collecting performance indicator data;
    • Procedures for data communication and dissemination
    • Propose governance structure for the suggested M&E framework.
    • Specific information on technical and methodological details related to M&E infrastructure analyzed and related capacity building needs and training programme for such an M&E system identified
    • Propose a pathway describing all steps for implementation of the proposed Framework, including responsible entities, a timeframe, and related costs to the extent possible;
    • Identify and present several best practices in M&E of climate change adaptation actions applicable for the country;

Present the findings and recommendations from the proposed Conceptual Framework for M&E of Adaptation Actions to relevant stakeholders.

Develop technical guidelines for M&E activities including baselines, goals and standard indicators to monitor and evaluate adaptation projects in B&H (considering already defined protocol on data flow between sectors relevant for integrated water management and climate change)

Develop a capacity building plan and undertake capacity building on M&E (series of workshops on reporting, monitoring and evaluating (including legal framework, defined protocols and development of M&E tools) based on the technical guidelines

All of the above listed tasks shall be performed under the supervision of Project Manager in cooperation with other project staff.

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in natural / engineering sciences;

Experience:

  • Minimum 10 years of professional experience in the relevant field of climate change;
  • Experience in working on monitoring and evaluation activities;
  • Good knowledge and understanding of reporting requirements towards UNFCCC and European Environment Agency;

Languages Requirements:

  • Excellent knowledge of English language

Other Requirements:

  • Familiarity with policy development process;
  • Knowledge of project management cycle;
  • Familiarity with UN system and the UNDP rules, procedures and regulations would be advantage.

Individual consultants will be evaluated based on the following methodology:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
