Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; supports implementation of the Jordan National Action Plan for Implementation of UNSCR 1325 and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office is implementing its Strategic Note for the period 2018-2022 and is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination and normative work.

Reporting to the Recovery Specialist, the Women’s Leadership and Participation Specialist provides technical guidance and support on mainstreaming women’s leadership and participation in all areas of work, with a particular focus on implementation of women, peace and security and humanitarian programming.  She/he works in close collaboration with programme colleagues, government officials, and civil society ensuring successful UN Women programme implementation. 

Duties and Responsibilities

       1. Design and develop strategies in the area of women’s leadership and participation across programmes

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to women’s leadership and participation.

       2. Provide technical assistance and capacity development to relevant partners

  • Manage the implementation of technical advice and guidance. Develop and implement technical tools, and initiatives;
  • Build and manage relationships with national partners to support implementation and expansion of the women’s leadership and participation;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

       3. Establish and strengthen strategic partnerships with key stakeholders

  • Build and maintain alliances and strategic partnerships for the advancement of women’s leadership and participation;
  • Produce periodic updates and briefs on country situation to be used by stakeholders.

      4. Contribute to inter-agency coordination on women’s leadership and participation to achieve coherence and alignment     

         of UN Women programmes with other partners in the country

  • Provide technical support to the Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the approach is harmonized and aligned with other in-country efforts.

      5. Lead the development of relevant knowledge products

  • Provide policy recommendations and guidance to strategic planning and positioning on women’s leadership and participation;
  • Work closely with and provide advice to national bodies and interagency groups that influence national policies related to women’s leadership and participation and where necessary represent UN Women;
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on women’s leadership and participation; 
  • Identify promising practices, technical expertise, and strategic opportunities in women’s leadership and participation.

Required Skills and Experience

Education and certification:

  • A first-level university degree in human rights, international relations, political science, economics, business, or another related field is required.

Experience:

  • At least 10 years of progressively responsible experience in designing and implementing programmes and advocating for women’s leadership and participation;
  • Experience in programme, policy analysis, and strategic planning;
  • Experience working with, and building partnerships with government and civil society organizations;
  • Experience working with the UN.

Language Requirements: 

  • Fluency in English and Arabic is required;
