Background

Strategic Planning, Partnerships and Communication (SPPC) Unit under the Programme Division ensures results-based management approach is suitably applied within UNDP CO programme life cycle. The unit fosters results based planning, monitors UNDP’s programme effectiveness, ensures results oriented reporting while leveraging data driven decision making throughout the process. It designs and executes effective communications strategy on UNDP results and activities; and builds resourceful partnerships with all UNDP stakeholders.

Specifically, SPPC integrates three functions on Communications, M&E and Information Management to support CO senior management, programme and project teams in the development of high quality substance-driven outreach; visibility of programme and project implementation; evidence-based development situation analysis; planning and programmatic compliance; implementation of M&E processes; reporting on development impact; formulation & maintenance of partnerships, and in multi-level resource mobilization embedding innovation in all three.

In close collaboration with UNDP Sudan Country Office Sustainable Livelihoods and Governance and Stabilization units, SPPC collects, processes, manages, produces diverse and extensive data sets to support situation/thematic mapping, project monitoring, activity coordination and nurtures innovative data collection processes. In particular, the current drastic context change and political transition of Sudan, needs substantial support during the transition period, including creation of datasets from variety of traditional and nontraditional sources, mapping and data visualization to support situation analysis that assist in designing emerging interventions with consideration to the national priorities and needs. With regards to this demand, Sudan CO needs mapping and information management expert support on a long-term basis that will contribute to a timely, high quality context analysis, development indicator monitoring and improved & efficient data collection promoting cost effective programme delivery, evidence-based decision making and enhancing UNDP positioning in key priority development areas during the transition period of the country.

Duties and Responsibilities

Scope of Services

  • Support UNDP Geospatial Data Cataloguing, Storage and Management
  • Support data processing, data mining and situation mapping in support of country office ongoing context analysis.
  • Support implementation of innovative tools to collect data required by the organization
  • Support UNDP context analysis intended for the transition period. 

Expected Activities

The IC’s expected activities include but not limited to: Support UNDP Geospatial Data Cataloguing, Storage and Management

  • Support review, cataloguing and inventory of existing vector, raster and associated data sets.
  • Support the geospatial data migration of UNDP Sudan from physical storage to cloud platform in close collaboration with ICT unit.
  • Support in preparation and maintenance of UNDP map inventory.
  • Prepare map templates for commonly requested maps in the office.

 Support data processing, data mining and situation mapping

  • Support extraction, entry, cleaning, and verification of datasets relevant for UNDP context analysis from open data portals.
  • Support processing and analysis of data and pattern identification.
  • Support trend, heat mapping and spatial analysis of the processed/analyzed data             
  • Provide support in compilation of up-to-date socioeconomic data and information from national (Ministry of Finance and Economic Planning, Central Bank of Sudan, Central Bureau of statistics, etc.),and international sources.

Support implementation of innovation tools 

  • Support data entry of UNDP 2019 4Ws data into UNCT 4Ws template form and web application
  • Support design of survey forms & training on open data tool kit for mobile-based survey tools (Kobo Collect Toolbox)

 Support UNDP context analysis intended for the transition period. 

  • Support data preparation for development situation brief and vulnerability analysis. Support the design of aggregation modality for the transitional analysis and mapping.
  • Support in designing the best way to present the findings of the transitional analysis to be used internally and externally.

 

Competencies

Minimum criteria for longlisting:

  • Diploma  degree; and
  • Sudanese nationality.

Institutional Arrangement:

The national consultant will be supervised by SP-IM Associate, and guided by SPPC coordinator and SP team. Each deliverable requires close communication and coordination with SP Associate and SPPC Coordinator.

Duration of Work:

The duration of this Individual Contract (IC) will be for maximum of 3 years, initially for one-year renewable for another two years based on the satisfactory performance and if there is a requirement of services by UNDP.

Anticipated Workdays during the LTA Period: It is anticipated that UNDP will require up to maximum of 120 working days of the IC’s Services during the entire LTA period. There will be several requests /assignments of different natures for which UNDP will make at least 2 days advance notice for the normal requests. For the urgent/ emergency ones, the consultant should be available for the assignment within 24 hours from the time of request made. 

Duty Station:

Khartoum, Sudan. If necessary, the consultant will be required to report to the SPPC Office at UNDP compound when required at office hours from 8:30 AM to 04:00 PM. The consultant might also be given the option of home-based assignment depending on the nature of request.

Schedule of Payments:

The payment to the IC will be paid at the end of each month based on the actual number of days spent as per the above benchmark after certification and approval of SPPC Coordinator.  The clearance of final products must be obtained by the persons identified in section E above. This contract price is fixed regardless of changes in the cost components. Duty travel to the field is expected within this contract in which per diem will be paid as per the UNDP policies.

Criteria for Selection of the Best Offer

The offers received from the candidates will be evaluated using combined scoring method. The combined scoring method assesses the offers with technical merits of the proposals – where the qualifications and methodology will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%.

Assessment of the Price Proposals (30 Points) or 30%:

The lowest priced bid from among the technically qualified offerors will obtain the full marks of 30 points in the price proposal. Price proposals of remaining qualified bidders will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a Bidder = Lowest Priced Bid (amount) / Bid of the Offeror (amount) X 30 (Full Marks)

Award of the Contract/Award Criterial:

The contract will be awarded to the candidate (bidder) whose proposal obtains the highest cumulative marks (points) when the marks obtained in technical and price proposals are aggregated together.

Qualifications of the Successful Individual Contractor

Education:

  • Minimum of diploma degree in computer science, information technology, GIS, geomatics, or any related fields.

Experience:

  • Minimum 5 years working experience including direct experience in information management  with extensive experience in data compilation, processing, cleaning, mapping analysis, and data visualization using industry standard GIS and graphic design softwares.
  • Minimum 3 years working experience in data extraction, mapping, trends & heat mapping and spatial analysis.
  • Minimum 3 years working experience in using IM & mapping tools (4Ws, M&E Info Management Systems, ArcGIS, MS Excel)
  • Minimum 1 years working experience in conducting training in IM tools
  • Experience of information mangement and mapping to support monitoring activities in early recovery, post conflict, development context is an asset.

Language:

  • Excellent English and Arabic writing and oral skills.

Technical Skills:

  • Very Good knowledge of MS Office (Excel, Access). Including very good experience in using pivot tables and generating charts in MS Excel.
  • Experience and knowledge of ArcGIS 9/10 is required.
  • Ability to think and work logically and work precisely with attention to detail.
  • Knowledge of Adobe Illustrator, Photoshop, MS Office - Word, PowerPoint, Tableau or Power BI for visualization, and other relevant applications.
  • Experience in delivering training and conducting capacity-building for field operation.
