Background

The UNDP Sustainable Land Management in the Qaraoun Catchment (SLMQ) Project aims at embedding sustainability considerations in land use planning and development activities in the Qaraoun Catchment.  The project is funded by the Global Environment Facility (GEF) and is implemented in partnership with the Ministry of Environment in Lebanon.  The project is intended to reshape land and natural resource management to (i) alleviate land degradation, (ii) maintain existing ecosystem services and (iii) improve livelihoods in the Qaraoun Catchment.

The project objectives will be achieved by developing institutional tools upstream at national level which will provide the Ministry of the Environment (MoE) and the Ministry of Agriculture (MoA) as well as related agencies such as the Council for Development and Reconstruction (CDR), the Ministry of Interior and Municipalities, the Bekaa Governorate, and District Administrations and Municipalities in the districts of Zahle, Rachaya, and West Bekaa with the know-how, means and mechanisms for promoting sustainable land use as in the best interest of the land owners, farmers and communities as well as the nation.

The implementation of the proposed project will have an immediate environmental benefit, through the increased management efficiency of arable land and rangelands and the expansion of the area under forests through land use plans, buffer zones, and riparian strips. It will also contribute to the restoration of natural productivity and conservation of the habitats of various plant and animal species and valuable ecosystems and will secure migratory bird pathways. 

It is in this context that the SLMQ project is seeking the services of a Land Use Monitoring and Management expert to support the project in the production of a handbook for land use/ecological/biodiversity monitoring at the central and local levels.

This assignment is expected to bridge between the draft strategic masterplan of the Governorate of Bekaa along with detailed urban plans prepared in the framework of the SLMQ project and the Land Use Information Management System (LUIMS) planned based on this assignment.  The consultant is also expected to assess the capacities of local institutions to use the planned system and propose policy/regulatory recommendations as needed regarding the integration of land use monitoring provisions.  The consultant shall coordinate with the Ministry of Public Works and Transportation – Directorate General of Urban Planning throughout this assignment.

Duties and Responsibilities

The tasks mentioned below shall be performed in close cooperation with the UNDP/SLMQ team and where necessary, in coordination with the Directorate General of Urban Planning. It is understood that the Consultant shall perform all the services/work as necessary to fulfill the objectives of the Consultancy Contract.

The requested services shall build on previous work undertaken by the project, namely on the strategic masterplan for the Bekaa Governorate and detailed urban plans, including underlying diagnostic assessment.  It shall also build on previous work by external partners such as academic and research institutions and urban observatories in order to update land use policies repository and propose recommendations to embed monitoring requirements.

The Tasks involved will cover the followings:

Task 1. Development of a handbook for land use/ecological/biodiversity monitoring

Task 2. Assess the capabilities of central and local administrations and local authorities to operate the planned Land Use Information Management System

Task 3. Prepare a policy manual integrating SLM principles and monitoring in the planning processes

Competencies

Functional Competencies:

  • Proficiency in Arabic, English, and French

Corporate Competencies:

  • Demonstrable analytical skills, such as an extensive list of publications, etc.;
  • Excellent interpersonal and communication skills as well as ability to establish and maintain good relationship with stakeholders;
  • Excellent analytical, and facilitation skills; and
  • Ability to meet deadlines and prioritize multiple tasks.

Required Skills and Experience

I. Academic Qualifications:

Masters degree in Urban planning/Urbanism or Architecture.

II. Years of experience:

A minimum of 15 years of proven relevant experience in urban planning, strategic and territorial planning or similar projects.

III. Technical experience:

  • International experience is highly recommended.
  • Experience in providing quality comprehensive analytical reports showing clear knowledge, understanding of the project needs.
  • Experience in facilitating participatory workshops in the context of participatory urban planning.
  • Knowledge and understanding of the current land use systems in Lebanon, their organization and management, namely within the central and local authorities.
