Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Bangladesh, UN Women supports the government implement their commitments to international normative standards on gender equality and women’s human rights. The Country Programme focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change as well as other threats to peace and security.

UN Women Bangladesh office is rapidly growing and requires support for programme development and management, and inter-agency collaboration in a number of areas. This includes operational support for smooth start-up of new projects, and programme development and resource mobilization support, in particular for the Women’s Economic Empowerment programme. As the UN Country Team in Bangladesh is in the process of developing a new cooperation framework with the Government, additional capacity for UN Women to substantively contribute to inter-agency groups is also needed.  

Against this background, UN Women is seeking the services of a consultant with strong experience developing and managing programmes focusing on gender equality and women’s empowerment that will work closely with UN Women staff, and in some cases also provide capacity building support.

Objectives:

To support programme development, management and resource mobilization for expansion of UN Women’s programmes on Women’s Economic Empowerment

Duties and Responsibilities

Duties and Responsibilities:

The consultant will undertake the following:
1)    Support initiation of new economic empowerment projects:

  • Towards an innovative and effective approach for empowering women RMG workers in Bangladesh;
  • Enhancing social protection for female tea garden workers and their families in Sylhet Division with UNICEF, UNFPA, ILO;
  • Women Empowerment for Inclusive Growth (WING) project with UNDP and UNCDF.

2)    Development of a new economic empowerment programme focusing on promoting the rights of women working in the informal sector including:

  • Background research on the planned area of focus to contribute to the problem analysis and stakeholder analysis;
  • Donor mapping;
  • Development of a concept note and presentation material;
  • Arrangement and participation in stakeholder consultations.

3)    Review and finalize donor reports, and conduct one training in January 2020 for staff on preparation of donor reports;
4)    Participate in relevant inter-agency working groups for development of the new UN cooperation framework with the government.

Deliverable and Timeline:
Ist installment 66% by 30 December 2019:

  • Detailed implementation plan of the new economic empowerment projects;
  • Partner selection documents, TORs and agreements for the new projects;
  • Progress updates to share with donor for RMG project by end November;
  • Finalization of Donor reports due (one in December);
  • New Economic Empowerment programme concept note first draft and donor mapping.

Final installment 34% by 31 January 2020:

  • New Economic Empowerment programme concept note revised draft;
  • Donor engagement plan;
  • Progress updates to share with donor for RMG project;
  • Donor reporting training.

Respective deliverables and documents will be reviewed by UN Women before processing the payments. Payments will be disbursed each month against the deliverables recorded / progress report of the deliverables and the number of working days and certified by the WEE programme analyst.

Required Skills and Experience

Education:

  • Master’s degree in public policy, international development, international law or other social science field preferably with a focus on gender and women’s rights.

Experiences:

  • At least 6 years of international work experience supporting design and management of development programmes, with a significant part of it related to gender equality and women’s empowerment.
  • Experience with UN Women programme management and operations processes and experience of training and coaching staff on these processes.
  • Experience with UN inter-agency coordination work
  • Experience developing concept notes for resource mobilization

Language:

  • Excellent written and spoken English.
