Background

The UNDP Resilience and Sustainable Development (RSD) team currently has a portfolio of 38 projects with a budget of USD$138m in relation to climate change, disaster risk management, environment and energy. Within this portfolio there is a strong emphasis on coastal zone management and in particular the Tuvalu Green Climate Fund (GCF) project has a focus on coastal adaptation. The Tuvalu Coastal Adaptation project (TCAP) is a USD$36m project to build coastal resilience which is an urgent national priority for Tuvalu.  This project will address the financial and capacity constraints at all levels – from technical to community awareness. In addition to this project, the RSD team is developing project (e.g. Tonga Coastal Adaptation project) and implementing projects (e.g. TCAP and Kiribati LDCF2 project) which require coastal adaptation technical inputs. This consultancy will support the design and implementation of RSD projects that has coastal adaptation components.

  • An LTA is a mutual arrangement between UNDP and the individual to provide the required services at established fee or provisions. The LTA will be established for one year and renewable for up to three years linked to satisfactory performance of the individual consultant. UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements.

  • It is expected the consultant to be engaged for maximum 100 working days per year up to 3 years starting from November 2019 to November 2022.

  • UNDP does not warrant that any quantity of services shall be contracted during the term of this Agreement. A specific Term of Reference (TOR) outlining the deliverables shall be provided, and an Individual Contract would be issued to the consultant, detailing the time frame.

  • Once the LTA is signed, if there is a specific service required, the focal person in the UNDP hiring unit would contact the Consultant and upon positive confirmation in the availability for the assignment, acceptance of the Term of reference, cost and travel arrangement, UNDP will issue an Individual Contract. Price in the order will be based on daily fee included in the LTA.After contract has been agreed between the two parties, no further costs would be reimbursed by UNDP unless there is prior written authorization by UNDP.

  • Once the services are completed and have been approved by the hiring unit, the Consultant will provide the following for payment purposes:

    • a) complete invoice indicating the completed deliverables;

    • b) supporting documentation (bills/vouchers) for reimbursements of travel costs if applicable;

    • c) copy of the UNDP contract for the consultancy.

Payments will be made upon satisfactory achieved deliverables under each assignment and submission of time sheet in accordance with number of days worked. Final payment shall require a signed performance evaluation of the consultant

Duties and Responsibilities

Under the direct supervision of the Team Leader - Resilience and Sustainable Development Team, a Long-Term Agreement (LTA) CTA position is required to support aspects of the design and implementation of coastal adaptation work in the Pacific (e.g. TCAP). The selected candidate is expected to assist on a needs basis for both scheduled tasks and on an ad hoc basis depending on need. The candidate will assist with technical problem solving, assist with review and development of technical documents, ensure international best practice is used and commit to complete specific technical tasks. For example, within TCAP (e.g. develop the National coastal monitoring system and train local counter parts to use and analyze data from this system). The position will also support, and train personnel as required.

 

 

Expected Outputs and Deliverables associated with TCAP

 

TCAP Infrastructure design

Work with the TCAP Engineer and PMU to ensure the designs for coastal infrastructure are appropriate to need and provide effective protection to the target communities. Assist with problem solving and ensure best practice methods are implemented and that these sensitive atoll coastal environments are not unnecessarily disturbed by works.

 

National Coastal Hazards Assessment

Assist with oversight and review of work with the TCAP PMU and contracted agency (SPC) for the Coastal Hazards Assessment. Review ongoing work to ensure it aligns to national priorities and the TCAP FP and work closely with SPC to produce the National synthesis document.

 

Coastal Monitoring

Work with the PMU and local stakeholders to develop a national coastal monitoring platform which can be used to assess environmental change and assist with the identification of shoreline hazards. Incorporate this work into the wave hazards mapping to be completed by SPC and ensure local counterparts are able to use and maintain the system. Provide ongoing expertise regarding the analysis of system outputs. 

 

Other tasks as required

UNDP is currently developing a Coastal Adaptation proposal on behalf of the Tonga government and submitting to the Green Climate Fund. It is expected that the Coastal Adaptation Specialist will support the Tonga GCF project during design and implementation.

 

Further the UNDP Pacific Office in Fiji receives adhoc requests for support on coastal adaptation work. The Coastal Adaptation advisor would be on call to support these requests including but not limited to: regional technical consultations, project conceptualization and project implementation

 

Undertake any other tasks deemed appropriate by the Country Office Resilience and Sustainable Development Team Leader. 

Competencies

Minimum of 10 years’ experience working on coastal hazards and coastal management in coral atoll environments and Small Island Developing States (SIDS);

Specific expertise in reef mediated shoreline processes and climate change impacts;

Specific experience in coastal adaptation to climate change;

Must be familiar with Pacific Island environment and culture, especially Pacific atolls;

Possess excellent communication skills both written and oral. Must be able to communicate both scientific and technical information effectively;

Required Skills and Experience

At least a PhD in tropical coastal sciences + degree or master’s in general coastal management;
