Background

The UN RCO will conduct the annual peacebuilding perceptions survey (2019) in Sri Lanka in its attempt to monitor the perception trends related to Transitional Justice and Reconciliation. This survey informs the M&E indicators of the Peacebuilding Priority Plan and the projects under the Peacebuilding portfolio.

 

An independent research firms will administer the above survey and share the final data sets disaggregated by a number of required parameters. Thus, an international GIS expert is sought to support the UN with innovative visual presentation of results and analysis through graphs and maps etc.

 

Scope and Objectives

The international consultant will be home based  but work in close partnership with the UN RCO, Survey Expert and the independent research firm.

 

The scope of work will include the following

  • Define how GIS data is to be collected by the independent research firm, ensuring GIS data is collected and the final data sets disaggegates the data by household based on GIS.
  • Create maps linked to the  GIS data, ensuirng that the priority maps (as advised by the UN RCO) are prepared upon receiving the finalised data sets
  • Create graphs for every question in the survey
  • In consultation with the UN RCO, prepare the final presentation of survey results including key graphs and maps
  • Liaise with the Survey Expert working with the UN to provide the maps and graphs required as inputs to the final report

 

The consultant will be provided with the following background material for undertaking the assignment:

  • Briefing with the UN RCO;
  • Draft questionnaire;
  • Example of maps and graphs prepared for similar earlier surveys
  • Final data sets in excel disaggregated by ethnicity, geography, gender and GIS;

 

 

Duties and Responsibilities

  1. Define how GIS data is to be collected by the research firm and coordinate with them remotely to ensure that data is collected appropriately
  2. Create maps linked to the GIS data, ensuirng that the priority maps (as advised by the UN) are prepared within 5 days of receiving the finalised data sets
  3. Create graphs for every question
  4. In consultation with the UN RCO, prepare the final presentation and provide inputs to the report

 

Timeframe

The envisaged time frame  of the consultancy is a total of 07 days between 25 October to 31 December 2019

Competencies

The Consultant Profile

 

The prospective consultant should as a minimum have the following functional and technical competencies;

 

•           Proven experience working with GIS in the development sector

•           Strong analytical skills

•           Good design/graphics skills

•           Communicates clearly in written and spoken English

•           Works well as part of a team, even when working remotely

•           Provides constructive and helpful inputs and feedback

•           Proven delivery of high quality results, in a timely manner

•           Ability to plan own work and use time efficiently, manage conflicting priorities and work under pressure of tight and conflicting deadlines

Required Skills and Experience

Education:

  • Bachelor’s degree in social sciences; and
  • Professional qualification/certification in GIS

 

Experience:

  • At least ten years of proven experience of GIS working;
  • Completed at least three social science research projects using GIS, where a focus on Sri Lanka would be an asset
  • Worked on developing maps for perception surveys in developing countries using GIS       
  • Prior experience working with the United Nations

 

Languages:

  • Excellent written English language skills

Financial Proposal

 

All Inclusive Lump Sum Fee: USD (___________) at Daily rate of USD (__________) for twenty five days; Amount in words: (USD_____________________________________________________________________________)

 

Please use the Annex 2 of the Offerors Letter to UNDP Confirming Interest and Availability to furnish the financial proposal.

 

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel that deemed necessary to carry out the work of the TOR outside the duty station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

For an Individual Contractor who is of 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

Payment for Services

 

Payments will be based on daily fee quoted upon achieving milestones (mentioned below) certified by the Reconciliation and Development Advisor, RCO.

 

Payments must be supported by a duly completed time sheet.

 

Note: The consultant is requested to log the number of days that he/she works using; IC Timesheet, whilst keeping the Reconciliation and Development Advisor regularly updated and to invoice UNDP accordingly at the conculsion of each milestone.

 

Milestones for payments:

a)         Completion of graphs and maps for the survey  (estimated approx. 07 days)
