Background

Kachin is Myanmar’s second largest State, covering 89,039km2 divided into 18 townships with a population of 1.689 million. Myitkyina is the capital city of the State.  Kachin is in a state of protracted crisis, characterised by ongoing armed conflict, political grievances and competing interests over natural resources. It is home to over 97,000 Internally Displaced People (IDP) as a result of ongoing armed conflict between Tatmadaw and Kachin Independence Army (KIA). IDPs live in over 136 IDP camps, a majority of whom are women and children. Kachin, though rich in natural resources, remain one of the poorest states, with higher than average poverty level of 28.6% compared to the national average of 25.6%.

In 2018, the Government of Myanmar (GoM) developed a National Strategy for the Closure of IDP Camps with the aim of closing all IDP camps in the country. UNDP as a member of the UN Core Group on IDP Camp Closure Strategy provided technical input to the strategy in line with international standards on Durable Solutions.

UNDP Myanmar’s Programme Priorities for 2018 to 2022 focuses to support individuals and communities that are "furthest behind" and affected by conflict and disasters; further, UNDP and UNHCR in their capacities as global cluster lead agencies on “early recovery and protection” are tasked with providing necessary technical expertise to the United Nations Resident Coordinator to support the development and implementation of Durable Solutions program.

To this regard, UNDP is developing the Kachin Area Based Programme (KABP) to support and ensure the nexus between humanitarian, peace and sustainable development in Kachin, and a comprehensive and Durable Solutions approach to the issue of displacement. UNDP will work in close partnership with GoM, Kachin State Government, UNHCR and other UN agencies, INGOs, and Local NGOs and CSOs on: strengthening local governance institutions for equitable, gender sensitive public service delivery; enhancing capacities of different stakeholders to uphold human rights, improved access to justice and gender equality;  and empowering vulnerable groups including women and youth and IDPs for better livelihood opportunities, and inclusive growth and development. 

UNDP’s Social and Environmental Standards (SES) underpin its commitment to mainstream social and environmental sustainability, and requires UNDP Programmes and Projects adhere to the objectives and requirements of the SES. And its Social and Environmental Screening Procedure (SESP) tool supports screening and identification of potential social and environmental risks from the earliest stages of Programme/Project preparation and iteratively throughout the programme/project cycle, and issues are considered and integrated into the programmes concept and design.

To strengthen social and environmental sustainability, quality assurance and risk management of the KABP, UNDP would like to conduct pre-screening of SESP of the Concept of the KABP, and iteratively during the Programme Design, including formulation of Environmental Social Management Framework (ESMF) guiding to avoid adverse impacts, minimize, mitigate, and manage adverse impacts where avoidance is not possible of all potential social and environmental risks rated as ‘Moderate Risk’ and ‘High Risk’.
