Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya refugee crisis response. UN Women has developed a response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from humanitarian assistance and information for the most vulnerable and marginalized Rohingya women while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community, prevention and improved response to gender-based violence, and peace and social cohesion building between the refugees and host community. UN Women further works in Bangladeshi host communities in Cox’s Bazar to promote women’s socio-economic empowerment as a means for social cohesion, recovery and resilience building. Complementing this programme, UN Women is rolling out a new programme “Means to Lead: Empowering Rohingya refugee and host community women through leadership, learning and livelihood“ with the support from the Government of Sweden. The project enhances access of women to learning opportunities, livelihood and income generating activities through a three-pronged approach of leadership, learning and livelihoods and better service delivery. UN Women co-chairs the Gender in Humanitarian Action Working Group for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across the humanitarian coordination system and humanitarian agencies in Cox’s Bazar. The Sub-office in Cox’s Bazar was established in January 2018 to reinforce management of programmes in Cox’s Bazar district.

Reporting to the Gender and Humanitarian Action Programme Specialist (P3) with matrix supervision by the Head of Sub-Office, Cox’s Bazar (P4), the National Programme Officer - Women’s Empowerment and Governance supports the effective management of the Women’s Empowerment and Governance components of UN Women’s programmes of the Cox’s Bazar Sub-office by contributing in programme design, formulation, implementation, monitoring, reporting and evaluation. S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures, and develops enhancements if necessary.  She/he works in close collaboration with the programme and operations team of UN Women Dhaka Office, Government officials, multi and bi-lateral donors and civil society groups, and different sectors and working groups of the Inter-Sector Coordination Group to ensure successful UN Women programme implementation under her/his portfolio.     

Duties and Responsibilities

  1.  Contribute technically to the development of programme strategies in the area of Women’s Empowerment and Governance:
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

      2. Provide substantive technical support to the implementation and management of Women’s Empowerment and Governance
         projects in the
Rohingya and host community:

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

    3. Provide technical assistance and capacity development to project/programme partners for Women’s Empowerment and
       Governance:

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Maintain relationships with national partners to technically support implementation and expansion of the ending violence against women programme;
  • Identify opportunities for capacity building of partners and facilitate technical support and trainings to partners, and beneficiaries as needed.

   4.Provide technical inputs to the monitoring and reporting of the programme/ project related to Women’s Empowerment and
     Governance:

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

    5. Provide substantive technical inputs to the management of people and finances of the assigned programme for Women’s
        Empowerment and Governance

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Associates and Assistant where assigned.

   6. Provide substantive inputs to building partnerships and resource mobilization strategies for Women’s Empowerment and
      Governance

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

   7. Provide technical support to inter-agency coordination on Women’s Empowerment and Governance to achieve coherence and
       alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Programme Specialist and the Head of Sub-Office on inter-agency coordination related activities by drafting background reports and briefs.

   8.Contribute to inter-agency coordination on Gender Equality and Women’s Empowerment (GEWE) across the humanitarian and
     peace/security engagements of the UN and humanitarian partners at Cox’s Bazar:

  • Support the Programme Specialist and Head of Sub-Office in the Gender in Humanitarian Action inter-agency coordination related activities by providing inputs to background documents and briefs.
  • Participate in Cox’s Bazar level coordination structures and mechanisms assigned in order to support mainstreaming of gender and protection in the refugee response efforts
  • Support for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.

   9.Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to ending violence against women in the Rohingya and host community in Cox’s Bazar.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on ending violence against women in the context of the Rohingya refugee response and host community support.

Required Skills and Experience

Education and certification:    

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:   

  • At least 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the area of ending violence against women is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:    

  • Fluency in English and Bangla is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of Chittagonian is an asset.
