Background

Government of Odisha has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of Scheduled Tribes (STs) constituting 22.85% of its total population as their human development indicators with regards to health, education, gender and other indices are well below the state and national average.

The ST & SC Development, Minorities, Backward Classes Welfare Department, Government of Odisha being the nodal Department for overall policy, planning and coordination of programs for development of STs, has been pursuing the agenda of inclusive growth to address the critical gaps in development of STs.  Various schemes and programs are being implemented by the government that would ensure food security and improves livelihood opportunities and overall quality of life of the tribal population based on the sustainable and equitable use of natural resources.

Specific interventions are being implemented including implementation of protective legislations - the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the Scheduled Castes and Tribes (Prevention of Atrocities) Act, Panchayats (Extension to Scheduled Areas) Act. Notwithstanding numerous developmental interventions, the STs continue to face developmental deficits with respect to health, education, livelihood, development infrastructure as well as other socio-economic indices, many of which are well below the national average. The implementation of FRA, especially the Community Forest Rights which has the potential to secure rights and livelihoods of forest dwelling communities has been uneven within the state.

UNDP is providing technical assistance to the ST & SC Development, Minorities, Backward Classes Welfare Department, Government of Odisha to fast track implementation of FRA.  The support includes strengthening institutional capacity through establishment of FRA Cell, development of tools and mechanism for implementation and monitoring and training and capacity building of the Act implementation agencies.

The Data Analyst (Forest Rights Act) will work under the overall supervision and direction of the Principal Secretary, ST & SC Development, Minorities, Backward Classes Welfare Department, Government of Odisha or her/his designate and in close collaboration with the UNDP National and State Team.

Duties and Responsibilities

  • Technical support to the ST & SC Development, Minorities, Backward Classes Welfare Department, Government of Odisha to monitor the implementation of Forest Rights Act across the state;
  • Assist in development of mechanisms, systems, data generation & analysis tools for tracking and monitoring the implementation of Forest Rights Act 2006;
  • Prepare comprehensive monitoring framework to collect districts specific status of FRA implementation at each administrative level;
  • Assist in development, roll-out and management of Web-based FRA MIS for real-time tracking of Forest Rights Act implementation
  • Assist in compilation, analysis and presentation of state and district specific progress report on Act implementation;
  • Any other task assigned by the supervisor.

Education

  • Master’s degree or equivalent in Social Sciences, Development Management, Rural Development, Social Work, public policy, Sociology from institutions of repute.

Professional Experience:

  • Minimum 5 years of experience in designing and/or supporting monitoring of programmes/projects;
  • Experience of working on the protective legislation for tribal communities (Forest Rights Act, PESA etc.);
  • Sound understanding of tribal development related schemes and legislations;
  • Demonstrable experience in reporting & documentation;
  • Demonstrated experience in compilation, analysis and presentation of data
  • Experience in project design and reporting;
  • Excellent analytical, communication, interpersonal and presentation skills.    

Language Requirement

Excellent knowledge of written and spoken English, Hindi and Oriya is essential

Submission of Proposal 

Payment Scheduled:

  • On Monthly basis on certification of timesheet
  • Consultant will be entitled for 2 days leave per month (non-encashable).

  • Interview:                                           40 marks.

The award of the contract shall be made to the candidates scoring the highest combined marks based on the above criteria.
