Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action. In September 2019, UN Women established its Peace Security Prevention and Resilience Unit to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across peace security and humanitarian action. The Humanitarian action with teams in Geneva and New York addressing country support for prevention, mitigation, preparedness, humanitarian norms and standards, coordination, and emergency management.

Under overall guidance of director of Peace Security Prevention and Resilience, New York Unit and under the supervision of Programme and Operations Specialist, the Programme Associate provides financial, programme, administrative and operational support for Humanitarian Action New York Unit. The programme and administrative support provided by the incumbent includes financial, budgetary, logistical and other operational support in high standards of quality, productivity and timeliness in the delivery of tasks in line with corporate principles, rules, policies and operational strategies. The Programme Associate works in close collaboration with the members of the HACRO New York Unit and other staff within the organization, for the effective and timely delivery of tasks in line with the HACRO work-plan.

Duties and Responsibilities

Provide budgetary planning, monitoring and financial administration:

  • Provide financial administrative and coordination support in the planning, expenditure tracking and audit of financial resources
  • Prepare materials, estimates and other documents to support budge review, planning and preparation;
  • Enter data to create projects in Atlas, prepare required budget revisions, revision of project award and project status, determine unutilized funds, operational and financial close of a project;
  • Ensure that all financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures;
  • Revise project awards and project status in ATLAS, determination of unutilized funds, operational and financial closure of a projects;
  • Provide continuous analysis and monitoring of financial situation, presentation of forecasts for development and management projects in close collaboration with the supervisor.

Provide programme and administrative support:

  • Provide programme and administrative support to the Humanitarian Action and Crises Response Office (HACRO) New York Unit;
  • Provide coordination, administrative and logistical to the unit in the implementation of the annual work-plan;
  • Collectand present information/data as required by the Unit;
  • Collect, review and organize information/data/briefing materials as required by the Chief;
  • Provide administrative, logistical and coordination support to ROs/Cos on budget allocation issues, and tracking use of resources as needed.

Provide Operational and Logistical support:

  • Provide administrative support related to hiring of consultants and other procurement related matters in close cooperation with the Division of Administrative and Management;
  • assist in the proper management of UN Women assets, facilities and logistical services, in close cooperation with the Administration and Management Division;
  • Make all necessary logistical arrangements for official travel missions at the request of the supervisor;
  • Process all travel arrangements in Atlas ensuring that appropriate entitlements calculation and other requirements are fulfilled.

Facilitate knowledge building and knowledge sharing:

  • Provide administrative support for effective knowledge management and sharing within the Programme Division and other units within HQs and field;
  • Share knowledge and experience related to programme and operations support as needed;
  • Synthesize lessons learned and best practices in operations related issues as needed;
  • Providecontributions to knowledge networks and communities of practice.

  • Timely and accurate support to events, workshops, and missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely recording of overall Humanitarian Unit finances;

Required Skills and Experience

Education:

  • Secondary education is required;
  • University Degree is an advantage, but not required;
  • Candidates who do not have a university degree or an accredited certification in a related field will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.

Languages:

  • Fluency in English, both oral and written, is required; 
  • Proficiency in other UN languages is an advantage.
