Background

Civil Society and charity organizations in Ethiopia had been functioning under a restrictive legal regime for the past decade. This was recently recognized and changed by the Ethiopian government. The previous legislation (Proclamation no. 621/09) had significantly changed the manner in which civil society organizations registered the activities they were allowed to engage in and where and how they received the funds with which they discharged the missions of their organizations. The new Proclamation no. 1113/2019 reverses most of these rules and is expected to transform the civil society landscape in the country. The Ethiopian government has been applauded for this effort not only because the new law is expected to change the working environment for CSOs but also as the preparation of the law followed a participatory approach.

The revised CSO law lifted the funding constraints under the repealed law and it allows all organization, local and international, to work on human rights-related issues. The new law also gave emphasis to dealing with issues related to specific group, whereby, it states CSOs should mainstream gender, children, elderly and people living with disability issues in undertaking their activities. However, the law imposes on organizations which already registered under the previous law to re-register again. This means that civil society organizations have to re-register in line with the new proclamation along with the many new organizations that are expected to join them. This includes organizations working on women or women led associations working on various social, political and economic issues. This poses a question as to how many of these organizations are functional, re-registered, ready to re-register and continue serving and advocating for women’s rights.

Given the circumstances, the task of mapping Civic Society Organizations working for Women will be undertaken to identify their status with regard to function, re-registration, thematic area, geographic area and other related indicators. 

Therefore, this TOR is prepared to guide the work and recruitment of a consultant to undertake the task under consideration.

Duties and Responsibilities

The principal tasks under the consultancy will be the following:

  1. Explore the standing status of CSOs-  Identify CSOs who finalized the re-registration process, still under process and couldn’t meet the criteria to be re-registered
  2.  Categorized the active CSOs based on their thematic/focus area and share the compiled list of CSOs with their standing status - currently active/re -registered CSOS be it local or international CSOs
  3. List the CSOs – whose registration process in on-progress/pending (explain the reason if possible)
  4. Identify – existing/active/functional Networks and Consortiums

Required Skills and Experience

Education

  • Advanced degree or equivalent in Social Science and related fields
  • Comprehensive and documented knowledge of issues related to CSOs

Expierence

  • 3-5 years of work experience research.
  • Extensive and demonstrated experience in data collection, analysis and report writing
  • Previous experience working under similar assignments 

Language 

  • Excellent knowledge of research related work.
  • Full command of Microsoft applications, particularly Excel, and other relevant software.
  • Good communication skill
