Background

Objective:

The purpose of this procurement exercise is to contract an individual consultant who will manage the internal administration of the Finance Training Certification Programme vis-à-vis the students and their business units as well as to act as the focal point between the training provider.

Background

The objective of the Finance Training Certification Programme (FTCP) is to provide staff an opportunity to further develop their financial management knowledge and skills, including the use of international accounting standards, through their completion of a rigorous course of study and exams maintained by CIPFA, the world’s leading global body for Public Finance Management.

The FTCP provides a route to attain certifications that meet the qualification requirements established in the generic job profiles for finance positions.

FTCP is a rigorous and challenging Programme designed and certified by CIPFA the awarding professional body for CIPFA (Charted Institute of Public Finance Accountancy). Qualification in the Certificate, Diploma and Advanced Diploma is the global gold standard for professional Public Financial Management (PFM). Taken together and with successful completion of the final stages of CIPFA professional qualification, leads to the award of the CIPFA professional qualification in international Public Finance Management.

To manage the internal administration of the programme vis-à-vis the students and their business units as well as to act as the focal point between the training provider, UNDP is now seeking an interim consultant support to carry out the following tasks:

Duties and Responsibilities

  1. Management and administration of Certification and Professionalization Programme FTCP

               Success Criteria: 

  1. Responsible for enrollment and selection process;
  2. Serve as focal point for day-to-day facilitation and coordination of the programme with the Office of Finance and Resource Management (OFRM), staff participating the programme, Talent Development Managers and the vendors
  3. Regularly monitor (review, assess and track) the programme;
  4. Ensure reviews and closures of open cases pertaining to the certification programme;
  5. Data update, support surveys, analysis and reporting;
  6. Management of the Programme’s Invoicing and Cost Recovery

               Success Criteria:

  1. Reconcile, verify and ensure amounts match with the number of participants modules taken in Invoices before they are submitted to BMS-Operations Unit and to CIPFA for final invoicing;
  2. Keep track of fund utilization and to settle invoices in coordination with the Operations Unit in a timely manner;
  3. Administer internal cost-recovery mechanism for the programme
  4. Respond timely to BMS Operation Unit requests to finalize submission before the year-end financial closure;
  5. Monitor and track cost recovery for FTCP;
  6. Analyzing and reconciling account balances from different country offices and offices in HQ.  

Expected outputs and deliverables:

  1. Timely execution of the programme launches; both communication and operational preparations  
  2. Monitoring and maintenance of contracts management repository
  3. Establishing a mechanism for efficient budget and expenditure tracking for the programme
  4. Timely payment of invoices/certificate of payments received from vendors
  5. Ensure overall programme administration support is carried out in a seamless manner
  6. Timely and prompt management of various requests and inquiries from the FTCP inbox (within one business day)
  7. Successful management and communication of certification programmes in collaboration with vendor

Required Skills and Experience

Academic qualifications:

  • Bachelor’s degree in business administration, Finance, Economic Sciences, Social Sciences or any other related field required; Master’s degree would be an advantage.

Experience:

  • Minimum of 1 year of relevant work experience in management support, operations management, procurement, budgeting, programme management and communications is required.
  • Familiarity with UN rules and regulations in various operational areas (finance, procurement, travel, etc.)
  • Previous work within the UN system an advantage
  • MS Office- specifically MS Excel, Experience in Atlas / Oracle, experience in SharePoint and PowerBI a distinct advantage

Language:

  • Fluency in written and spoken English is required;

Working knowledge of another UN language would be an asset

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references;

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Being responsive/compliant/acceptable; and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Criteria 1. Skills in Microsoft Suites and databases Weight = 14%; Maximum Points: 10;
  • Criteria 2. Experience in management support, procurement, budget and finance management and programme management and communication Weight = 14 %; Maximum Points: 10;
  • Criteria 3. Experience with written communication with both internal and external stakeholders Weight = 14 %; Maximum Points: 10; and
  • Interview: Weight = 58 %; Maximum Points: 40.

Having reviewed applications received, UNDP will invite the top five shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of OFRM and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
