Background

The reform of the UN Development System in 2018 seeks to yield a UN development system that is more integrated, more focused on delivery on the ground, with clearer internal and external accountability for contributions to national needs, and with capacities, skillsets and resources better aligned to the 2030 Agenda.

At the country level, the 2019-2023 Partnership Framework for Sustainable Development (PFSD) represents the UN System’s commitment to provide strategic support to national aspirations to become a prosperous society where no one is poor or left behind.  It describes a focused set of areas where the majority of UN common resources will be jointly applied so that national sustainable development goals that have been severely challenged in the past can be pushed forward as far as possible.  The PFSD aligns with the 2017-2022 Philippine Development Plan, organizing its strategic support through a 2030 Agenda lens along three pillars - “people”, “prosperity and planet”, and “peace”.

PFSD results achievement hinges, among others, on the ability of the UN Country Team (UNCT) to effectively coordinate its resources and efforts to meet the PFSD strategic priorities. The PFSD’s implementation arrangements are organized in line with the Delivering as One strategy in the Philippines. Joint Philippine Government-UN management arrangements underpin the PFSD’s implementation. UN coordination mechanisms have also been set up to promote greater coherence in program delivery, within and across the three pillars.  The Office of the UN Resident Coordinator (RCO) provides active and direct facilitative support to the UN Resident Coordinator and the UN Country Team, and supports coordination of all inter-agency activities related to Delivering as One and the implementation of the PFSD. 

This activity seeks to design and support the implementation of a SharePoint collaboration platform that will enable documents and information to be accessed, used, and stored across all UN working groups under the PFSD to support joint planning, implementation, evaluation, and reporting of efforts to contribute to the achievement of PFSD strategic outcomes.

Duties and Responsibilities

UNDP currently provides support to UN RCO and will host the SharePoint collaboration platform. This activity will be undertaken by a consultant who will deliver on the following tasks:

Working closely with the UN RCO and UN CT members (including PFSD working groups):

Design SharePoint collaboration platform (including the templates, workflows, views, sites, applications) to address the identified collaboration and document/information requirements for PFSD implementation. This includes

  • Identification of core coordination activities and document/information required to support UN CT members
  • document management system to enable secure file storage and sharing, collaboration among different authors e.g. through subpages per focus area (pillar).  
  • system to enable efficient and effective information generation and use, e.g. to capture key documentation and agreements from meetings, enable data analysis and visualization (to generate dashboards and info graphics)
  • options for access across several types of devices e.g. desktop, mobile devices.
  1. Train RCO team and UN CT users as identified in the governance structures on SharePoint collaboration platform developed, its functionalities, use and governance arrangements. In addition, provide coaching and mentoring as needed on an ad-hoc basis.
  2. Conduct user acceptance testing and finalize the SharePoint collaboration platform and operations manual based on results of the user acceptance testing.
  3.  Provide other technical support as may be required.
  4. Build scope for the system to be able to interface and be consistent with requirements of other UN agency information systems, including a UN public site (e.g. UN INFO). 
  5. Guide and support content creation to populate the information system structure.
  6. Design governance arrangements for administration and content management that aligns and supports system implementation. This includes identifying operational protocols and management structures for information generation, access, analysis, and use (for ex. who can edit, approve documents)
  7. Implement relevant style and branding guidelines as needed

Expected Outputs and Deliverables

The number of person-days for this engagement is expected to total 3 months, exclusive of the time for reviewing the output.  Work is expected to commence December 2019. The Consultant is expected to produce the following outputs/deliverables during the period.

  • Sharepoint collaboration platform (including structure, templates, workflows, views, sites, applications) populated with content.
  • System guide/operations manual, including guidance on creating content and maximizing available functionalities and governance arrangements underpinning system implementation (administration and content management).
  • Training conducted with UN RCO team and UN CT users on SharePoint collaboration platform capabilities, use, and governance arrangements. This includes separate coaching and mentoring as needed.
  • User acceptance testing on SharePoint collaboration platform and system guide (users to undertake acceptance testing will be identified during the project period).
  • Technical support as may be required during the project period.

Institutional Arrangements

The Consultant will be under the overall supervision of the Resident Coordinator Office and work in close collaboration with the RCO focal point, UNDP IT analyst, and UN CT users. Outputs will be certified by the RCO focal point, in close coordination with the UNDP IT analyst.

At least once a week briefings (face to face and/or remote) will be provided to the RCO on the progress of work.  Day-to-day management will be ensured by the RCO, and will also provide logistical support (e.g. meetings with UN CT members, workspace in RCO) for the duration of the work.

Scope of Price Proposal and Schedule of Payments

The Consultant shall be required to submit a financial proposal based on an all-inclusive lump sum amount. The said amount shall be fixed regardless of the changes on the actual cost of the component included in the lump sum amount. Travel outside Metro Manila is not expected for this engagement.

Required Skills and Experience

Education

  • Minimum Bachelor’s Degree in Computer Science, Information Technology or related field experience

Work Experience

  • Minimum of 3yrs experience in IT- related function and/or a combination of 3 yrs’ experience in IT  Systems Analysis and Design and Sharepoint Application development and management.
  • Excellent understanding of and ability to work with core SharePoint Online features i.e. document libraries, lists, webparts, workflows, metadata, taxonomy, search.
  • Minimum 2 years experience with Office 365 and SharePoint Online site settings and configurations, including real experience in designing and building intranet pages, templates and workflows according to design specifications in SharePoint Online. 
  • Minimum 1 year experience in developing mobile applications from different mobile platforms like Windows Phone, IOS, and Android will be an asset.
  • Strong troubleshooting and overall problem solving skills, including troubleshooting, supporting, and/or administering SharePoint Online.

Language

  • Fluency in English, with excellent oral and written communication skills (can explain complex technical Web processes to non-technical people)

Criteria for Selection of Best Offer

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV and Interview. The Technical evaluation and is weighted a max. of 70% with passing score of minimum 70 points. The breakdown of technical evaluation is as follows:

  1. Duly accomplished Letter of Confirmation of Interest and Availability that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
