Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary - General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the center of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.

The Spotlight Initiative in Papua New Guinea will be implemented through four Recipient UN Organisations (RUNOs -- UN Women, UNFPA, UNDP and UNICEF) with a focus on addressing intimate partner violence and domestic violence. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The Resident Coordinator has overall management of the Initiative with UN Women providing the technical coherence of the Initiative. The overall vision of the Spotlight Initiative in PNG is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable PNG. This contributes to implementation of PNG’s National Strategy to Prevent and Respond to Gender Based Violence (2016-2025), with attention to holistic prevention and responses to violence against women and girls.

Reporting to the UN Women Deputy Country Representative, with support from the P3 Spotlight Technical Specialist, the Programme Manager is responsible for managing and implementing UN Women’s components of the Spotlight Initiative portfolio. The Programme Manager will manage and oversee the delivery of the UN Women components of the Spotlight Initiative programme by initiating and managing activities; building capacity of local partners; monitoring results achieved during implementation; ensuring appropriate application of systems and procedures. The Programme Manager will oversee and support the Civil Society Hub which will build capacity of Civil Society partners within the Spotlight Initiative. The Programme Manager works closely with the P3 Specialist based in the Resident Coordinators office, providing technical back stopping as needed. This entails working closely to support the other Recipient UN Organisations (UNDP, UNICEF and UNFPA), Implementing partners, the EU and other donors, civil society and Government officials to ensure a coordinated and successful implementation of UN Women’s activities under Spotlight.     

Duties and Responsibilities

1. Manage the Spotlight Initiative Programme on behalf of UN Women

  • Manage the overall Spotlight Initiative work plan development and implementation according to Strategic Note/ programme document; Ensure timely implementation
  • Lead the implementation of a results-based management and accountability approach to programme management
  • Lead programme formulation, oversight and quality assurance
  • Lead the development of UN Women specific annual programme delivery targets, allocate budget
  • Write reports as required
  • Liaise with the Programme Specialist in the Spotlight Technical Unit , national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed; Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the Technical Specialist, Programme Coordinator and UN Women Country Representative;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2. Lead technical assistance and capacity development for UN Women on spotlight to programme stakeholders

  • Manage the overall UN Women implementation of technical advice and guidance
  • Provide technical assistance to local partners supporting programme implementation
  • Develop and implement technical tools, and initiatives 
  • Provide a forum for exchanging experiences; consolidate lessons learned and key outcomes of workshops, webinars and other meetings/events
  • Analyze emerging needs; follow up on technical issues and challenges emerging
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.
  1. Guide coordination with national partners and other stakeholders
  • Coordinate relationships with national partners to support implementation and expansion of the Spotlight Initiative, raise potential problems and provide solutions;
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

3. Coordinate the monitoring and reporting on the Spotlight Initiative

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from Spotlight Initiative programme activities and results to Programme reporting.

4. Manage financial resources and supervise staff

  • Supervise and manage a team of professional and administrative staff, review performance and mentor/ coach staff;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

5. Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

6. Advocate and facilitate knowledge building and management and communication

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines;
  • Represent UN Women in meetings and policy dialogues on issues related to Spotlight Initiative as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education Qualifications: 

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience: 

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Intimate partner and family violence against women and girls;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English and written English is a requirement,
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of the UN Official working language is an asset.
