1. Background:

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. As part of the UN System-wide investments in this regard, and leveraging UN Women’s three-pronged mandate—supporting strengthened global norms and standards; promoting effective coordination, coherence and commitment across the United Nations System towards gender equality; and supporting Member States to translate global norms and standards into national policies and action— UN Women’s Strategic Plan 2018-2021 commits to increased national-level knowledge and strengthened national systems to monitor international, regional and national commitments to gender equality and the empowerment of women.

In support of the above, UN Women Country Office in Argentina, established in 2018, will develop the Country Gender Equality Profile (CGEP) for Argentina in close coordination with the UN System in the country and ECLAC, as well as within the context of preparation of the new United Nations Sustainable Development Cooperation Framework (UNSDCF) and as a key input into the Country Common Analysis (CCA).

The proposed assignment for the conduction of the Gender Country Profile is hereby commissioned as a tool to provide a timely and effective understanding of the operating context from a gender perspective to national and international partners. The exercise is also aimed at informing policy and programme development in response to the Government of Argentina’s priorities on gender equality and women’s empowerment. To this end, an expert will be hired to develop the Gender Country Profile in the country.

UN Women Argentina is seeking the services of an experienced international consultant to assist in development of CGEP for Argentina in line with the CGEP corporate principles, including go beyond only a quantitative analysis and include qualitative analysis framed around root causes and international norms and standards. The focus and nature of the qualitative analysis is to be driven by national needs and contexts and generate findings and recommendations.

Duties and Responsibilities

The focus and nature of the qualitative analysis is to be driven by national needs and contexts and generate findings and recommendations.

4. Duties and Responsibilities:

Under the overall guidance of the UN Women Argentina CO Programme Officer and in close cooperation with UN Women LAC RO, the International Consultant will lead the development of the CGEP for Argentina, which will include, but will not be limited to the following tasks:

  • Develop detailed methodology and annotated outline of the CGEP and the timeline of the CGEP elaboration, including national consultations with key partners and stakeholders;
  • Discuss and agree on the suggested methodology and outline for CGEP with UN Women and designated actors;
  • Compile all relevant studies and resource materials  on GEWE related issues, including national B+25 national review, national voluntary reports on SDGs, gender related assessments and brief and undertake their analysis as well as a desk review of other sources of information, including those provided by UN Women and partners, such as programme and policy documents; studies and research publications and peer reviewed research products developed by research institutes and academia on gender equality issues in the region, etc.;
  • Review national GEWE policies, plans and initiatives;
  • Collect and analyze statistical data on GEWE with a specific focus on sectoral and thematic priorities and issues (SDGs, unpaid work; employment and access to decent work, reproductive rights and health, education EVAW, participation in decision making, etc.). Disaggregation of data is imperative when possible;
  • Identify key achievements, challenges and gaps as well as recommendations to address them;
  • Draft CGEP and submit to UN Women for per review;
  • Facilitate national consultations to present, discuss and validate key findings of CGEP;
  • Finalize draft CGEP and its sectoral parts, based on findings of per review and national consultations;
  • Submit the final version of CGEP to UN Women and reference group for consideration and approval;

Qualifications Education:

  • Advanced (Masters) degree in international development or development studies with focus on gender/women’s rights, public administration or other social sciences fields relevant to the requirements of the TOR.  

 

Experience:

  • A minimum of 7 years of extensive experience that combines research and capacity development in the area of gender and economy and / or empowerment of women at national and international level is required;
  • Experience in statistical data analysis;
  • Demonstrated experience in facilitating multicultural training for adults.
  • At least 5 years of previous professional experience with development agencies and/or the United Nations is an asset.

 

Languages and other skills: 

  • Proficient in written and oral Spanish;
  • Computer literacy and ability to effectively use computers, including advance Excel skills and and/or knowledge of related analytical software (SPSS, Stata etc.) and standard applications for concise communication and development of complex written documentation;
  • Excellent analytical skills;
  • Knowledge of the socio-cultural, geopolitical, economic and environmental context of Argentina is an advantage.
  • Knowledge of the context of Latin America, particularly the Southern Cone is an advantage.

  • Financial Proposal: Specify a total lump sum amount for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum amount (per deliverable, all travel costs, per diem any other possible costs as relevant); 
  • Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) and examples of past publications on gender and women’s rights with relevant institutions should they be short-listed in consideration of the consultancy post.

 

  1. Management and financial arrangements

 

The contractor will report to and work under direct supervision of UN Women CO Programme Officer.

 

Payment will be disbursed in four installments upon submission and approval of deliverables and certification by UN Women Argentina CO that the services have been satisfactorily performed as specified below:

  • Deliverable 1 – 10% of contract amount
  • Deliverable 2 – 35% of contract amount
  • Deliverable 3 – 25% of contract amount
  • Deliverable 4 – 30% of contract amount
  1. Selection process

 

Applications will be evaluated according to the following criteria:

70% Technical evaluation (CV / P11): include a desk review and an interview.

30% Economic evaluation.

 

A committee will be formed to review the applications received. Those applications that reach 60% of the technical evaluation will be considered for the economic evaluation.
