Background

As part of the Secretary-General’s (SG) Reform Agenda, a reinvigorated Resident Coordinator (RC) system is at the centre of a repositioned United Nations development system. The UN reform calls for strengthened and independent RC together with a new generation of aligned UNCTs to assist countries to deliver on the 2030 agenda.

 

The ambition and breadth of the Sustainable Development Goals make them simply unattainable without robust partnerships. The Secretary-General has emphasized the need to step up the scale of partnerships in the UN development system to accompany the 2030 agenda.

 

The SDG Action Campaign, conceptualised by the UN Communications Group (UNCG), was designed to create awareness and promote the SDGs to young people and their immediate communities, in partnership with the Ministry of Education, the Presidential Secretariat, the private sector and local communities. As part of the UN Communications Strategy 2018-2022, the RCO/UNCG envisages that the platform established for the SDG Action Campaign allows for greater and sustained advocacy around the SDGs with schools and communities.

 

SCOPE AND OBJECTIVES    

The focus of this consultancy is to leverage on the SDG Action Campaign to contribute to SDG advocacy with a range of stakholders, and to provide support to RCO/UNCT to develop and implement locally-tailored partnerships. 

 

Duties and Responsibilities

 Expected Outputs/Deliverables

  1. Begin preparations for the second phase of SDG Action Campaign to be rolled in 2020
  2. Develop partnerships towards SDG advocacy and resource mobilization
  3. Provide coordination support to UN communications and partnerships
  4. Support the RCO/UNCT engagements with the private sector
  5. Facilitate collaboration between the UN and the Global Compact Network
  6. Support the development, maintenance and sharing of knowledge and intelligence on partnerships and SDG advocacy

 

TIMEFRAME

The envisaged time frame of the Consultancy is 12 months ending no later than 31 December 2020.

CONSULTANT PROFILE     

  • Familiar with the work of UN Sri Lanka
  • Able to coordinate with external partners
  • Excellent coordination skills
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Excellent communication skills
  • Promotes the vision, missions and strategic goals of UN Sri Lanka
  • Good team player who has ability to maintain good relationships with UN and Government

Required Skills and Experience

  • Higher Education and/or enrolled in undergraduate degree in International Relations, Development or related field
  • 3 years relevant experience in development sector
  • Experience in communications including digital media
  • Prior experience working in the UN system will be an advantage
  • Fluency in English and working knowledge of a local language (Sinhala or Tamil)

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Monthly Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.
