Background

UNDP Afghanistan Mission Statement

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years, UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

 

Organizational context:

Local Governance Project-Afghanistan (LoGo) is building upon the lessons from UNDP’s Afghanistan Sub-National Governance Programme (ASGP). Through LoGo project, the Independent Directorate of Local Governance (IDLG) and UNDP will jointly address the top three priorities of IDLG which are: 1) service delivery; 2) accountability; and 3) clear functions and mandates. The project builds on a new theory of change aimed at improving service delivery by enhancing the accountability and transparency of the local governments to the women and men of Afghanistan and building the capacity of the local governments to plan, budget and monitor service delivery effectively with the ultimate aim of increasing the legitimacy of the government and the trust between the state and society.

 

The GIRoA, with UNDP support, will focus on the following areas:

  1. Subnational state institutions, (Provincial Governor Offices, District Governor Offices, Provincial Sector and Technical Services department, Provincial Council, Provincial Development Committees, Moustafiats, Department of Economy), enhance their capacities in outreach, planning, monitoring and budgeting for accountable and transparent service delivery. 
  2. Municipalities deliver services in a more accountable and participatory manner
  3. Accountability of local governance enhanced through civil society oversight organizations/groups
  4. Central level government institutions develop and implement policy guidelines which improve local government accountability and service delivery.

 

The project will work with the relevant government ministries that cover subnational planning and budgeting, monitoring and evaluation and representative bodies as well as civil society.  These include the Independent Directorate of Local Governance (IDLG), the Ministry of Economy (MoEc), and the Ministry of Finance (MoF) and ensuring complementarity with the other programmes, especially USAID, GIZ, UN Habitat and the World Bank.  Under the direct supervision of the project manager, the Civil Society Specialist, provides technical support and guidance on LoGo’s work with CSO and through CSO at the communities.

Duties and Responsibilities

Scope of Work and Deliverables:

Under the overall guidance of the Project Manager and the direct supervision of Operations Specialist, the National Consultant Operation Support to LOGO in the overall management of project services, administers and executes processes and transactions ensuring high quality and accuracy of work. The Project Consultant to LOGO promotes a client, quality and results-orientated approach.

 

The National Consultant Operations Support works in close collaboration with the LOGO Operations Specialist, to exchange information and ensure consistent service delivery.

 

The National Consultant Operation Support to LOGO will be responsible for the following but not restricted to key functions to achieve desired results:

 

Summary of key functions:

  • LOGO Assets Unit is operating as per UNDP/IP rules, regulations and policies;
  • LOGO Asset Management;
  • Development and updating Documentation and Filing.

 

LOGO asset management is established/updated as per UNDP rules, regulations and policies and procedures

  • Ensures that the LOGO Operation Unit becomes fully compliant in Asset Management activities to UNDP rules, regulations, policies and procedures;
  • Assists LOGO Operation Unit to follow the Standard Operation Procedures (SOP) of asset management.

 

LOGO Asset Management and Assets Database is Updated

  • Ensures the LOGO Operations Unit adheres to asset management procedures in the UNDP;
  • Develop and update the implementation of LOGO asset lists to be incorporated into the UNDP asset management database;
  • Assist LOGO Operation Unit in the implementation and daily updating and recording of LOGO assets in the database;
  • Oversees the updating inventory and reconciliation with Master List extracted from database;
  • Supports and works in close collaboration with all LOGO department on collection of data for implementation of database entries, recording and registration;
  • Assists the LOGO staff to consolidate the Implementing partners and responsible partners assets List including the location and custodians of the assets;
  • Ensures IP’s perform Receive & Inspection procedures including the application of barcodes and the recording of serial numbers and register it in the database;
  • Assists with the monitoring of the safety and security of the assets with Asset Management Office-UNDP.
  • Advises and assists the LOGO to prepare reports on any damaged materials found in warehouse.
  • Supports LOGO Operation Unit in disposal of damaged assets and material in line with UNDP policy;
  • Assists LOGO Operation Unit in recording filling for damaged, lost, handover and retrieval assets.
  • Advises the LOGO Operation Unit in the correct management and maintaining of functional files and reference library.
  • Conduct the recording of all new and used assets in asset database and Tagging all assets in the offices;

 

Development, Populating and updating Project Documentation and Filing.

  • Facilitating fast retrieval of the necessary information that the LOGO Project needs for programmatic and administrative purposes;
  • Facilitating the continuation within the administration through the identification and protection of the project files;
  • Establishing a processing, filing and archiving system for the project files;
  • Proposing an electronic filing for project files;
  • Providing the Project with a common practice for filing and easy retrieval of files;
  • Safeguarding the stable and authentic institutional database;
  • Optimizing the work space.

 

ADDITIONAL SUPPORT

  • Following up coordination and correspondence with LOGO Project IPs/RPs;
  • Provide analysis to specific consultation meetings.

 

Expected Outputs, Deliverables, Timelines:

 

The National Consultant Asset Management to ECC consultant will:

  1.  LOGO Project Asset are tracked, tagged and Database is updated
  2. Efficient filing and archiving system is established and equipped with technical means allowing the filing and easy retrieval of the staff records
  3. Submit monthly and ad-hoc reports during the consultancy period.

SCHEDULE OF PAYMENT:

Payments shall be done monthly based on actual days worked, upon verification of completion of specific reports and approval by the consultant’s supervisor and a timesheet according to UNDP procurement formats for individual contractors.

 

Deliverable 1: 43% of total contract value

Deliverable 2: 42% of total contract value

Deliverable 3: 15 % of total contract value

 

 

WORKING ARRANGEMENTS

 

Institutional Arrangements:

  1. The National Consultant will be reporting to the office daily during office working hours, directly reporting to the Operations Specialist, LOGO;
  2. The National Consultant will submit a monthly report to her/his supervisor on activities of support during this period;
  3. The LOGO will provide the consultant with office space, IT equipment (mobile phone, sim card & laptop) as well as security equipment (Handheld Radio, PPE) and office transportation;

 

Duration of the Work:

The National Consultant Operational Support to LOGO shall work for maximum 35 working days (2 Months) on 5 days a week, 40 hours max per week.

 

Duty Station:

Kabul, Afghanistan.

Required Skills and Experience

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

 

Education:         

  • High School certificate or Bachelor’s degree in Business Administration, Public Administration or related field.

 

Experience:

  • With high school certificate 8 years of experience and with bachelor’s degree 6 years of experience is required at the national or international level in administration or program support service;
  •  Experience in the usage of computers and office software packages (MS Word, Excel etc.). Experience in handling of web-based management systems.

 

Language Requirements

  • Excellent knowledge of Dari/Pashtu and English is required.

 

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

 

The contractor shall submit a price proposal as below:

  • Daily Fee – The National Consultant shall propose an all-inclusive daily fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, and transportation costs) that could be incurred by the consultant in completing the assignment are already factored into the daily fee submitted in the proposal.
  • The number of working days for which the daily fee shall be payable under the contract is 35 working days’ maximum;

 

EVALUATION METHOD AND CRITERIA

National Consultant Operational Support to LOGO will be evaluated based on the following methodology:

 

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

 

* Technical Criteria weight 70%

* Financial Criteria weight 30%

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

a) Technical Proposal (40 marks)

  • Technical Approach & Methodology (20 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.
  • Interview (20 marks) to be eligible for the consultancy job as Operation Support, the shortlisted applicants shall be invited for an interview based on competencies related to the TOR.

 

b) Qualification/Education and Experience (30 marks) [evaluation of CV for shortlisting]

  • Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A technical approach & methodology, on how they will approach and complete the assignment as indicated above.
