Background

This position is in the Office for the Coordination of Humanitarian Affairs (OCHA) in Gaziantep - Turkey. OCHA Syria in Turkey office serve as a hub to Whole of Syria crisis operation with 30 staff for country office and 14 staff for country based pooled fund (Syria Cross-border Humanitarian Fund).

The main office is based in Gaziantep and there is a small Liaison Office in Ankara (4 staff).

OCHA also extend the IT service to a sister agency UNMM (UN Monitoring Mechanism) in Gaziantep, who has separate server than OCHA, thus ICT Analyst tasks include to provide supports to UNMM on ad-hoc basis on internet connection and liaise with DFS IT teams.

Duties and Responsibilities

Under the overall guidance and supervision of the Deputy Head of Office and the Head of Administration Unit, the ICT Analyst serves as the principal officer in the Country Office for managing the overall technology infrastructure for the office including planning, implementation, and management of the software applications and hardware infrastructure that support operations, liaising as relevant with technology service providers.

The ICT Analyst responsible for identifying the needs of IT needs (software/hardware), maintain inventory of equipment, conduct regular disposal, data enrichment in the system for new equipment/obsolete equipment.

ICT Analyst actively keep abreast on the development of recent technology, actively engaged to community practices of ICT officer in OCHA globally as well as within UN agencies in Turkey.

1. Ensure effective, reliable network administration focusing on achievement of the following results:

  • Management of the server room.
  • Manage server, computers, hardware and Internet infrastructure
  • Update network and systems to ensure that they are secure and using the most current technology
  • Make sure the local Microsoft Outlook server functions properly with close cooperation with HQ ICT
  • Upgrade the server so that it matches the version used in HQ
  • Make sure Microsoft Outlook clients are upgraded to the latest version on all computers
  • Maintain security firewall system, maintain and update antivirus software, maintain back up update
  • Respond to ICT Support requests in a timely fashion to ensure minimum disruption
  • In charge for network monitoring services

2. Ensure high level professional supports with solution-oriented approach for hardware and software at all time with focusing on achievement of the following results:

  • Prepare hardware specifications for users align with ‘ One ICT Box”- standard conformity HQ
  • Liaise with vendors for maintenance, delivery of hardware, software, and other services
  • Make sure hardware is functional in the OCHA office
  • Support software selection and troubleshooting
  • Ensure printers are functioning, periodically maintained.
  • In charge for office and LAN management blueprint

3. Ensure high level professional support for ICT functioning with focusing on achievement of the following results:

  • Facilitation on remote connections for teleconferences using VTC/Webex/Skype-any connection using web-based streaming
  • Periodic upgrade of OS to all hardware
  • Ensure adequate stock supplies of ICT consumables (cartridges/non-standard IT equipment) by maintaining tracking of the usage and replenishment of stock with no disruption in operation
  • Established tracking system for hand-over of office equipment/loan to staff member, recovery of loan equipment
  • Maintain inventory of equipment, propose to head of Administrative unit for any disposal of obsolete office equipment
  • Establish guideline on the protocol of using office smart phone during mission outside the country/personal usage
  • Provide supports for tips on minor trouble shooting and advice on how to apply business apps

4. Ensure supports for IT and business continuity plan, disaster recovery and security related matters:

  • Update and circulate regularly Business Continuity Plan (BCP), and support for test it twice/year
  • Serve as alternate for agency security focal point through closely liaising with UNDSS and other agencies security focal point
  • Facilitate for arranging security briefing by UNDSS for new staff/surge mission
  • Regularly update staff resident address/contact detail to be shared with UNDSS
  • Tracking and monitor for any mandatory training of security related matters (BSAFE/SSAFE)

Required Skills and Experience

Education:

Bachelor’s degree in computer science, information science or a related field.

Experience:

2 years work experiences

Certification requirement:

Microsoft certified professional (MCP) or

Cisco Certified network Engineer (CCNE)

Language Requirements:

Proficiency in English. Working knowledge of other UN language desirable

Other:
