Background

This project will strengthen targeted policy, institutional, and technical capacities within the existing baseline of current capacity development efforts.  This project is in line with the GEF-6 CCCD Strategic Objectives 1, 2, 3, and 4.  The goal of this project is that Djibouti will be better enabled to meet and sustain global environmental priorities within the framework of national socio-economic development priorities.  The immediate objective of this project is to strengthen targeted national capacities to deliver and sustain global environmental outcomes by mainstreaming, monitoring, and decentralizing global environmental governance.  This requires the country to have the capacity to coordinate efforts, as well as be able to adopt best practices for integrating global environmental priorities into decentralized planning, decision-making, and reporting processes.  The project will be carried out via four linked components.  Component 1 calls for enhancing capacities to mainstream, develop, and apply policies and legislative frameworks for the cost-effective implementation of the three Rio Conventions.  Component 2 focuses on decentralization of global environment governance, specifically to strengthen targeted institutional arrangements for the cost-effective and streamlined application of better natural resource management practices that meet dual national socio-economic and global environmental objectives.  Component 3 will focus on setting up and initiating the early implementation of an environmental management information system for improving the country’s monitoring and assessment of global environmental impacts and trends.  Activities under Component 4 are a suite of knowledge management exercises that set out to improve environmental attitudes and values for the global environment.  The project will take an adaptive collaborative management (ACM) approach to implementation, which calls for stakeholders to take an early and proactive role in the mainstreaming exercises, as well as to help identify and solve unexpected implementation barriers and challenges.  By taking an ACM approach, project activities and outputs can be more legitimately modified and adapted to maintain timely and cost-effective project performance and delivery.

UNDP Djibouti is seeking the services of a environmental consultant to set up a information system on environmental management. It will map and analyse the institutional gaps and requirements for the implementation of an environmental data management system. A feasibility study on the implementation of EMIS and an integrated plan for the practice of EMIS will also be carried out.

Duties and Responsibilities

Under the direct supervision of the environmental and climate change specialist, the main consultant will be responsible for setting up an information system on environmental management.

  • Mapping and analyzing the optimal data and information management system
  • Undertake a SWOT and gap analysis of the institutional requirements to use data, information and knowledge
  • Carry out an assessment of absorptive capacities to manage and monitor environmental information
  • Convene technical meetings for collecting and managing environmental data, information, and knowledge
  • Design an integrated environmental data and information management system
  • Convene workshops on the management of information and knowledge for planning and policy-making
  • Design the technological requirements for collecting, storing, and sharing data and information.
  • Undertake an independent peer review of the EMIS feasibility study and secure validation and approval.
  • Conduct training to interpret global environmental trends and develop integrated plans
  • Undertake a comprehensive assessment of training needs to manage data and information. 
  • Prepare a training programme and curriculum that builds on the earlier analyses.
  • Carry out training workshops on the management of existing and new data and information through the EMIS.

All the materials and reports elaborated within the contract should be submitted in French.

Key Deliverables and Timeline for Implementation

  • Methodological note of the consultation
  • An analysis of gaps and institutional requirements as requested in Result 1
  • An EMIS feasibility study
  • Report of the EMIS Validation Workshop
  • Integrated plans for setting up the EMIS
  • A detailed report of each workshop and report of meetings with stakeholders

Required Skills and Experience

  • ·Masters degree in environmental sciences/policy/management or related field
  • ·The consultant must have experience in the environmental field, facilitation of training workshops and increased capacity in case analysis.
  • At least 5year’s experience in the field of the environment;
  • Minimum of  5 year’s experience in environmental data management;
  • Ability to conduct training and facilitation workshops;
  • Ability to conduct analysis and feasibility studies;
  • Previous experience in collaboration with UN and other international development agencies;
  • Advanced knowledge and skills in MSOffice including Word, Excel and PowerPoint.

Criteria for Selection of Best Offer

The consultant will be evaluated based on a cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation criteria would be considered for the Financial Evaluation
