Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women maintains a large presence throughout Europe and Central Asia region, covering 12 countries, with programme presence in Kosovo**, Serbia, Tajikistan and North Macedonia; and country offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Turkey and Ukraine. The ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) has created an opportunity to step up UN Women’s Europe and Central Asia Regional Office (ECA RO) capacity to bring a regional perspective to human rights-based programming in relation to national, regional and international agreements, related to gender equality discrimination, and in particular, on ending violence against women in Western Balkans and Turkey.
“Implementing norms, changing minds” is a UN Women regional programme, which aims to support a reduction in discrimination and violence against women and girls in the Western Balkans - Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia – and Turkey, anchored in the Convention on the Elimination of Discrimination against Women (CEDAW), the Istanbul Convention, and also in alignment with European Union accession standards. The programme is funded by the European Commission under IPA II. The programme supports the development of an enabling legislative and policy environment on eliminating violence against women and all forms of discrimination; promotes favorable social norms and attitudes to prevent gender discrimination and violence against women; and pursues empowering women and girls (including those from disadvantaged groups) who have experienced discrimination or violence to advocate for and use available, accessible, and quality services. The programme channels its interventions through and to women’s organizations, with an emphasis on those working with women from disadvantaged groups.
The programme’s component in Turkey is in line with UN Women’s Country Strategic Note (2019-2022) for Turkey, which works towards three overarching goals: 1) Women lead, participate in, and benefit equally from governance systems. 2) All women and girls live a life free from all forms of violence 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.
Within this context, UN Women is seeking to hire a Technical Project Analyst, who will be responsible for the implementation of the Turkey component of the UN Women programme "Implementing Norms, Changing Minds." Reporting to the Programme Management Specialist/Head of Programme of the Turkey CO, and under the overall guidance of the EVAW Regional Programme Manager, the Technical Project Analyst provides programme support to the effective management of the programme in Turkey by contributing in the programme design, formulation, implementation and evaluation. The Analyst supports the delivery of the programme by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Technical Project Analyst also supports the overall implementation of the regional programme, contributing to programmatic and operation tasks related to country and regional level complementarities, synergies and opportunities. The Technical Project Analyst works in close collaboration with the programme and operations teams of the Turkey Office, regional EVAW programme team, as well as with relevant staff of other UN Agencies, Government officials, civil society partners, media and donor representatives, ensuring successful UN Women programme implementation under the EVAW portfolio.

Duties and Responsibilities
1.Programme Implementation and Technical Support
- Ensure timely and adequate implementation of activities according to the programme activity plan for Turkey;
- Prepare a detailed work plan and performance monitoring plan to implement proposed activities in Turkey in coordination with the Regional Programme Manager, and ensure links with UN Women’s commitment under the UN Development Cooperation Strategy for Turkey 2016-2020 and UN Women Strategic Note for Turkey 2019-2022;
- Design, oversee, and coordinate the implementation of relevant programme activities with implementing partners, UN Women staff in Ankara, Turkey, and the regional programme team;
- Closely coordinate with the European Delegation (EU DEL) for the implementation of the programme activities, including communication and visibility initiatives, the selection of implementing partners, and ensuring synergies with EU portfolio in the country, as well as communication flow for the smooth running of the programme;
- Maintain close communication with UN agencies, national authorities, development actors, civil society organizations and other key stakeholders working on ending violence against women;
- Provide overall supervision of the work of implementing partners and external consultants to ensure the production of the expected outputs.
- Ensure proper identification of and follow up with civil society groups, national institutions and consultants who will be involved in the implementation of activities under the relevant programme outcome areas;
- Provide technical support and expert advice to implementing partners and key stakeholders on specific issues related to the programme scope;
- Hold consultations with the programme partners and other stakeholders in order to ensure timely information about the programme implementation;
- Organize and run effective Technical Coordination Group meetings and ensure communication flow among membership;
- Ensure timely implementation of all programme activities and monitor the proper use of funds according to signed agreements and work plans;
- Prepare complete documentation necessary for signing Project Cooperation Agreements (PCAs) with implementing partner civil society organizations, and contracts with individual and other service providers; and
- Provides support to responsible parties/implementing partners to manage activities; and
- Provide Programme Manager support on coordination activities as necessary.
2.Results based monitoring and reporting, knowledge building and communications
- He/she is responsible for monitoring and reporting at the country level, as well as for timely submission of quality progress reports and agreed-upon monitoring deliverables;
- Regularly review planned activities, and make necessary modifications/ratifications when needed in response to any emerging circumstances;
- Draft progress reports and provide inputs to programme related products, including updates;
- Provide evidence-based advocacy inputs to inform UN Women and the programme’s advocacy efforts, as well as its communications and partnership strategies in ending violence against women;
- Takes the lead in implementing the programme communications and visibility plan at country level, as well as the programme advocacy related activities, in close cooperation with the communications team of the Turkey office
- Provide inputs to the development of knowledge management products on ending violence against women
3.Operational oversight of Turkey Component of Project
- Provide Project Management oversight of financial resources in accordance with UN Women rules and regulations;
- Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
- Assume responsibility for the smooth functioning of all operational activities related to project implementation, in close cooperation with the operations unit of the Turkey office;
- Provide oversight of programme’s administrative personnel on operational requirements of the programme, as needed; and
- Provide backstopping for operational staff as and when needed
4.Other Support
- Contribute to the development of technical documents for projects, including those needed to initiate and generate momentum, such as project proposals, and clear action plans for each programme activity; prepare terms of reference, and project cooperation agreements with civil society organizations,
- Contribute to annual work planning and budgeting processes of the Regional and Turkey components of the programme “Implementing Norms, Changing Minds”;
- Support building partnerships at the country level, and in collaboration with the UN Women Office, coordinate with the relevant stakeholders as deemed necessary;
- Contribute to UN Women Quarterly Monitoring and Annual reporting on the programme; and
- Provide programmatic and operational support to the Regional Programme Manager as deemed necessary.
