Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To further support the consolidated efforts of the government, parliament, women’s groups and civil society organizations (CSOs) to meet state commitments on gender equality and women’s rights, including the Convention on Elimination of All Forms of Discrimination against Women (CEDAW), UN Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) and Sustainable Development Goals (SDGs) through reforms and peace and security processes, UN Women in partnership with the Office of the Vice-Prime Minister on European and Euro-Atlantic Integration launched the project “Enhancing accountability for gender equality and women’s empowerment in national reforms, peace and security”, funded by the Government of Sweden.

The project goal is to support the Government in achieving transformative results for gender equality and women’s empowerment in Ukraine by integrating gender equality and women’s human rights commitments into the national reforms and the peace and security processes, and by putting mechanisms in place for adequate financing, implementation, monitoring and evaluation. The project also aims to address harmful gender stereotypes and gender norms that continue to serve as obstacles to the realization of women’s human rights and gender equality in Ukraine. These gender stereotypes, roles and expectations are prevalent in Ukrainian society, both in the family and in public life, and serve to perpetuate gender discrimination and limit women’s participation and advancement in all decision-making spheres. Therefore, in order for the Government reforms process to succeed, and for the results to benefit all populations of Ukraine, harmful gender stereotypes will need to be addressed. This will require the mobilization of people from all areas of society, men, women, boys and girls. To achieve these objectives, the project includes a strong awareness-raising and communications component to increase understanding among both the State and society of gender equality and women’s human rights and their centrality for development and peace in Ukraine.

HeForShe is the global movement initiated by UN Women inviting men and people of all genders to stand in solidarity with the women to create a bold, visible, and united force for gender equality. Since its launch in 2015, the movement has now more than 1.3 billion men and women declaring their support from gender equality across the world. HeForShe aims to enable men to identify with the issues of gender equality and to recognize the crucial role that they can play to end the global inequality faced by women and girls, both in their own lives, and at more structural levels in their communities. The HeForShe campaign offers an innovative approach to achieving gender equality that recognizes men and boys as partners for women’s rights and acknowledges the ways in which they also benefit from gender equality.

Since its launch in March 2018, the HeForShe solidarity movement for gender equality has received overwhelming response of solidarity in Ukraine, including developing 25 strategic partnerships to ensure that the advocacy and impact of the campaign are extensive and collectively create sustainable social and systematic changes to achieve gender equality. Partners from the diplomatic corps, development partners, UN, development sector, civil society, private and public entities, and the media were all mobilized to support the HeForShe movement and to commit to act. Odessa International Film Festival, Kurazh Bazar, Urban Space 500, Docudays International Human Rights Documentary Film Festival, VII International Book Festival “Book Arsenal”, Ukrainian Fashion Week, National Art Museum, and many other platforms participated to mobilize men and boys towards gender equality commitments. The Ministry of Foreign Affairs has become the first state institution to join the HeForShe solidarity movement in Ukraine to take concrete action at the individual and organizational levels to comprehensively mainstream gender in the work of the ministry, thus contributing to advancement of gender equality in Ukraine. The implementation of HeForShe also engages leaders from diverse and influential fields in Ukraine, such as in academia, sports, the arts, the private sector, government and more, to serve as public champions for change and to commit to concrete progress towards gender equality within their own fields and institutions. The campaign in Ukraine also provides opportunities for a younger generation of activists, as well as marginalized groups, to get involved, and work closely with the media, social media and universities to help reach the target audiences.

The development of strategic partnerships is key to ensure that the advocacy and impact of the campaign is extensive and collectively creates sustainable social and systematic change to achieve equality. The development of strategic messaging and targeted advocacy will also be imperative to the success of the campaign. Therefore, UN Women seeks to hire a National Consultant to provide overall coordination for the development and implementation of the HeForShe campaign in Ukraine, as well as to lead the establishment of the new innovative partnerships and expansion of the existing ones.

Duties and Responsibilities

Under the overall guidance of the UN Women Representative, and direct supervision by the Programme Specialist and Advocacy and Communications Specialist, the National Consultant will be responsible for the technical support and coordination of a multifaceted national HeForShe campaign to include the following tasks:

  • Develop a strategic partnership framework and action plan that will ensure multistakeholder involvement and HeForShe commitments from business, media, government and academia in Ukraine;
  • Lead development of new partnerships and expansion of existing partnerships in private sector, including A Place Without Stereotypes initiative;
  • Ensure resources mobilization to contribute to the implementation of HeForShe commitments in Ukraine in 2020;
  • Develop the creative concept, mobilize partners from creative industries and coordinate the implementation of the HeForShe Arts Week 2020 in Ukraine;
  • Ensure opinion leaders and celebrity engagement into the HeForShe movement in Ukraine; coordinate their participation and visibility. Provide partnership relations activity plan to guarantee loyalty and retention of the current HeForShe advocates/supporters in 2019.

Develop a digital strategy to engage social media influencers and bloggers, map and ensure their involvement in HeForShe activities in Ukraine to expand online outreach and actively engage youth;

  • Develop media partnership relations to sustain long-term and effective visibility of UN Women, HeForShe advocates and supporters
  • Liaise with HQ and UN Women Ukraine Country Office communications team to ensure the campaign’s alignment with the global HeForShe Campaign approach;
  • Coordinate the work of vendors providing support services in the area of events/public relations/multimedia production; coordinate partner events;
  • Develop production schedules, including for social media and monitor activity;
  • Coordinate communications and information flow to stakeholders;
  • Contribute HeForShe campaign related content for UN Women social media channels, develop content plans and manage promotions;
  • Develop HeForShe publications, including the annual report; draft brief event reports.

Assignment Deliverables:

  1. Monthly time-sheets and brief progress reports about implemented activities and achieved results with supporting documents (information materials produced, event reports, etc.) submitted by the 5th of the following month. 
  2. Final progress report submitted – by 5 December 2020.

TOTAL – 230 days

  • The reports should be submitted in English language (supporting documents such as meeting minutes, agenda, etc. can be submitted in Ukrainian language). 
  • The Consultant is expected to work in the UN Women office during the assignment, using her/his own computer. 

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager, which will also be the basis for payment on a month-by-month basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed in monthly instalments upon receipt of the timesheets and progress reports and their certification by the UN Women Programme Specialist that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • MA/MSc (Masters or equivalent Advanced University Degree) in journalism, communications, International Relations, gender studies, marketing or other related field is required.

Experience:

  • At least five (5) years of work experience in managing campaigns, coordinating teams and partnership relations;
  • Proven track record in raising the visibility and influence of an organization or a cause through effective communications strategies;
  • Proven track record developing partnerships with private sector, arts and media;
  • Experience coordinating multiple and diverse stakeholders, including high-level individuals, in a campaign oriented, advocacy environment;
  • Understanding of gender equality and women’s human rights would be an asset;
  • Familiarity with UN Women and UN system would be an asset;

Languages and other skills: 

  • Fluent in Ukrainian, Russian, and English;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria 70% of total evaluation – max 70 points for technical criteria. Total max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on a desk review and the following technical qualification evaluation criteria:

Criterion A – Relevant education:

  • MA/MSc (Masters or equivalent Advanced University Degree) in journalism, communications, international Relations, gender studies, marketing or other related field is required. – 10 pts;

Criterion B – Language skills:

  • Fluent in Ukrainian, Russian, and English - 10 pts;

Criterion C – Relevant Experience with total for all of the following criterion (50 pts) including:

  •  At least five (5) years of work experience in managing campaigns, coordinating teams and partnership relations – 20 pts;
  • Proven track record in raising the visibility and influence of an organization or a cause through effective communications strategies – 10 pts;
  • Experience coordinating multiple and diverse stakeholders, including high-level individuals, in a campaign oriented, advocacy environment – 10 pts;
  • Advanced understanding of gender equality and women’s human rights – 10 pts.

Total Obtainable Score – 70 points.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).

  • Proposal. The financial proposal shall specify a total lump sum amount with a breakdown of a daily professional rate per number of anticipated working days to include all costs (telephone, etc.).
