Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security and it is aligned with the United Nations’ 2030  Sustainable Development Goals(SDGs).

 

UN Women’s office in Uganda works to advance implementation of the agency’s normative, operational and coordination mandate, in close partnership with the Government of Uganda, the United Nations Country Team, civil society organizations, private sector and other partners. The UN Women Uganda Country Office is committed to supporting the government’s priority of improving women’s economic empowerment as one of its core programmatic areas of focus.

 

UN Women is seeking services of a consultant to conduct a needs assessment and document viable options for economic empowerment for women in the Islands of Kalangala, Koome and Buvuma. The consultant will select a viable sample of respondents for interviews in the three highlands.  

Duties and Responsibilities

 

Assessment

  • Prepare data collection tools for the assessment
  • Conduct a desk review
  • Conduct a field assessment on the following islands: Kalangala, Buvuma and Koome:
  • Collect data on the field
  • Review and synthesis field report to generate a comprehensive assessment report
  • Conduct key informant interviews and focus group discussions as deemed necessary
  • Compile and present a draft report to the reference group and UN Women.

 

Program Development

  • Develop a full programme document including its strategy, partnerships & required resources. The outcome & outputs should be aligned to UN Women’s Strategic Plan to facilitate attribution and reporting.
  • Present the program to the Reference group after incorporating comments from the members of the group.

Required Skills and Experience

Education

Must have at least a Master’s degree in Economics, Statistics, Gender, Development Studies or any other related area in social sciences field.

 

Experience

  1. Must have at least a Master’s degree in Economics, Statistics, Gender, Development Studies or any other related area in social sciences field.
  2. Should possess at least 10 years of proven knowledge and experience in providing similar service particularly undertaking action research
  3. Must be able to conduct the assessment in a consultative manner taking keen care to understand and underscore the role and impact of culture and other social systems factors that may influence the assessment findings
  4. Must have demonstrable and practical experience conducting similar assessments using both qualitative and quantitative methodologies
  5. Must have experience working with local government, organizations representing vulnerable women, as well as teams of diverse background

Prior experience working or consulting with the United Nations (any agency) on Gender Equality & vulnerability will be an advantage

 

Language Requirements

  • Fluency in English required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Uganda and the Great Lakes region is an asset.
