Background

The 2030 Agenda for Sustainable Development places gender equality at its core to achieve the SDGs, with the elimination of violence against women and girls as a crucial component.  To that end, the European Union (EU) and the United Nations (UN) have embarked on a new multi-year programme, called the ‘Spotlight Initiative,’ which is focused on eliminating violence against women and girls (VAWG) and harmful practices (HP). The Spotlight Initiative will model a new way of working on the SDGs, in line with objectives of the United Nations development system reforms to enhance integrated delivery of results at the country level. The Spotlight Initiative also aligns with the EU Gender Action Plan, and the EU has committed an initial contribution of €500 million to the programme. The initiative will deploy targeted, large-scale investments in a focused number of countries aimed at achieving significant impact in the lives of women and girls. It comes with the highest level of commitment globally and the initiative will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission. The Spotlight Initiative is a flagship programme under the UN Reform, showing how the UN will work together towards a common goal, and a targeted investment in a usually underfunded SDG (SDG 5).

For the Caribbean, an initial contribution of €50 million has been committed benefitting five Caribbean Countries as well as a regional programme.  Grenada has been selected as one of the five Caribbean Countries to receive a share of the regional funding envelope.   

The Government of Grenada, Carriacou and Petite Martinique and Civil Society have made a number of systematic advances in legislation and policy frameworks and national action plans, as well as programmatic efforts to address gender inequality, and women and girls’ human rights. Despite these advances, however, violence against women and girls continues to be a pervasive problem throughout the country. The Spotlight Initiative (SI) in Grenada is designed to focus attention, coordinate human effort, and strategically apply resources to the implementation of a well-conceived comprehensive national programme to end family violence and all forms of violence against women and girls.

The Grenada Spotlight Initiative was developed in broad consultation with Government and Civil Society, and an integrated Technical Team from ILO, UNICEF, UNDP, UNFPA, UN Women and PAHO/WHO.  The programme is built on the six pillars of the SI:  Legislation and Policy Frameworks, Strengthening Institutions, Prevention and Social Norms, Delivery of High-Quality Essential Services, Data Availability and Capacities, and Supporting the Women’s Movement, with special emphasis on Prevention and Essential Services. 

The Spotlight Initiative in Grenada will contribute to the achievement of gender equality, peace, social inclusion and protection of human rights, which are catalytic for sustainable development (particularly SDGs 5 and 16) and inclusive growth, in accordance with Agenda 2030, as well as the priority areas of the UN Multi-Country Sustainable Development Framework. The Initiative will contribute to the full implementation of Grenada’s Gender Equality Policy and Action Plan (GEPAP), and Government’s Public Service Delivery Agreement (2019) to strengthen interventions to combat Family Violence, including Intimate Partner Violence and Child Sexual Abuse linked to Enhancing Social Capital and Citizen Wellbeing pillar of Government’s Medium-Term Agenda for 2019-2021. In addition, the outcomes of this initiative will be integrated into the National Sustainable Development Plan 2035, which is being developed, to take effect from 2020 to 2035.  

The Grenada Spotlight Initiative will build on lessons learned from former and existing programmes with its partners, including CSOs, development agencies such as UN agencies, EU and others to address bottlenecks hindering progress and to build on successes to ensure a successful and sustainable country programme achieving visible gains to End Violence Against Women and Girls (EVAWG) in Grenada. 

Under the overall supervision and guidance of the United Nations Resident Coordinator and with the technical guidance from UN Women in its capacity as lead Technical Coherence Agency and serving all UN Agencies in the implementation of the programme components, the Spotlight Programme Coordinator  will hold overall responsibility for operational guidance and coordination, strategic engagement with the Government counterparts, high-level programme oversight and monitoring, and quality assurance of the programme components, in coordination with the Civil Society Interim Group and the Government of Grenada, Petit Martinique and Carriacou.

Duties and Responsibilities

Guide, lead and manage the implementation of the Grenada Spotlight Initiative Country Programme

  • Manage the overall Grenada Spotlight Initiative Country Programme work plan development and implementation
  • In collaboration with the Technical Team from Recipient United Nations Organizations (RUNOs) [UNICEF, UNDP, UN Women and PAHO/WHO) and Associated Agencies (UNFPA),  develop the  specific annual programme delivery targets, allocate budget and coordinate its implementation;
  • Lead the implementation of a results-based management and accountability approach to programme management;
  • Provide o, quality assurance management in the implementation of the Country Programme;
  • Coordinate the development and production of progress and annual reports and expenditure status reports in coordination with RUNOs and AAs;
  • Liaise with the Programme Technical Specialist in the Spotlight Technical Unit, national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
  • Lead the preparation for the National Project Steering Committee and the National Civil Society Reference Group meetings, project review and or evaluation meetings with inputs from RUNOs and support from the UN Resident Coordinator’s Office.
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.
  • Oversee implementation, schedules, deliverables, and budgets as articulate in the country programme document;
  • Provide programme guidance, updates, and information to the Steering Committee, National Civil Society Reference Group, implementing partners, and other stakeholders
  • Liaise with the Spotlight Secretariat;
  • Provide support to inter-agency coordination-related activities, including by attending or participating in meetings, events, committees or groups;
  • Support UN agencies, government departments, donors and NGOs to ensure Spotlight programme is harmonized and aligned with other in-country efforts.  

Coordinate and Lead technical assistance and capacity development to  the Spotlight Initiative and Programme in Grenada’s

  • Provide guidance in the overall technical coherence of the Programme across pillars,
  • Manage the overall RUNO transfer of technical advice, assistance and guidance to  and engagement with, implementing partners to support programme implementation
  • Provide technical advice to RUNOs partners for purposes of ensuring programme coherence where required
  • Develop and implement technical tools, and initiatives in order to support and facilitate accurate and timely implementation
  • Provide a forum for exchanging experiences; consolidate lessons learned and key outcomes of workshops, webinars and other meetings/events
  • Build, manage, and expand relationships with partners to support implementation;
  • Analyze emerging needs; follow up on technical issues and challenges emerging
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the Spotlight Initiative, raise potential problems and provide solutions;
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.

Lead and Coordinate the monitoring and reporting on the Spotlight Initiative

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring visits;
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from Spotlight Initiative programme activities and results to Programme reporting.

Manage financial resources and supervise staff/provide administrative and logistical support

  • Supervise and manage a team of professional and administrative staff, review performance and mentor/ coach staff;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners
  • Work with RUNOs to ensure efficient and effective procurement strategies and activities Support preparation and organization of meetings, workshops.
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to Spotlight Secretariat
  • Engage directly and pro-actively with operational counterparts in other UN agencies

Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of Spotlight Programme, country needs and donors’ priorities and develop the relevant partnerships.
  • In collaboration with RUNOs, provides technical support to the development of proposal, relevant advocacy and policy documents;

Advocate and facilitate knowledge building, visibility and communication in respect of the Grenada Country Programme

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN rules, regulations, policies, and recording and reporting systems;
  • Represent RUNOs in meetings and policy dialogues on issues related to Spotlight Initiative as necessary;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Develop, Organize and implement in consultation with Communications Personnel in UNCTs, the UNCGs at country level, professional staff and stakeholders major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and Certification

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Ending Violence against Women and Girls;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.

Language Requirements:

  • Oral and written fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • Experience working in Grenada is an asset.
