Background

In 2015, the 193 United Nations (UN) the Member States adopted 17 global Sustainable Development Goals (SDGs) as a universal call to action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity. The SDGs cover a broad set of challenges such as economic inclusion, diminishing natural resources, geopolitical instability, environmental degradation and the multi-faceted impacts of climate change. Each goal has specific targets to be achieved over the next 15 years and they define the agenda for inclusive economic growth through to 2030.

 

The rapid advancement of technology in the past decade has changed the way organizations operate. UN General Assembly in its resolution 68/220[1] recognizes the vital role that science, technology, and innovation, including environmentally sound technologies, can play in the development and in facilitating efforts to address global challenges. To improve on the delivery of UN mandates to create meaningful impact, a programme was designed to leverage on the latest technology and harness global expertise and effort for the development of open source solutions, tools and services to achieve the SDGs. This unified innovation programme is being piloted in the form of United Nations Technology Innovation Labs (UNTIL), championed by the United Nations Office for Information and Communication and Technologies (UN-OICT).

 

The mission of UNTIL is to build solutions to needs related to UN mandates, namely in SDGs, for several thematic areas. UNTIL aims to bring the right project interventions, global technology, expertise, and network through which and entrepreneurs to work on meaningful development of sustainable solutions. All solutions will be based on open-source standards, will use open data and will eventually be available to all UN Member States.

 

This specific assignment of Junior partnership consultant is to engage a consultant who will help UNTIL remotely to assist in building a partner ecosystem in the country and in the region who will support and champion the UNTIL program and the upcoming projects under the agreed thematic areas.

 

Duties and Responsibilities

SCOPE OF WORK

Within delegated authority, the Junior Partnership Consultant will be responsible for the following duties:

  1. Assist in working on new partnerships and enhance existing partnerships between UNTIL and other stakeholders to strengthen the effectiveness and efficiency of the programme deliverables.
  2. Prepare regular reports on the initiation activities of UNTIL to OICT.
  3. Help in overseeing UNTIL’s communication strategy. Assist to prepare, update and develop communication material.
  4. Conduct activities around building up the lab ecosystem in the region.
  5. Preparing project briefs and other programme documentation around programme initiation.
  6. Prepare weekly progress reports with all the accomplished tasks and outcomes.

 

DURATION

4 months assignment, with a possibility of extension. Start date 1st Jan 2020.

 

TERMS OF PAYMENT

Monthly payments    100%

  • Submission and approval of timesheets
  • Submission and approval of 4/5 weekly reports every month.

  • Delivery of partnership proposal.
  • Project proposal and scoping – Signoff
  • Planning and execution of Project workshops
  • Partnership and Funding documentations

Month 2:-

  • Advisory board meeting planning and organising
  • Planning and execution of Project workshops.
  • Organising Technovation Talk
  • Deliver Private / Public partnership agreements.

Month 3:-

  • Project proposal and scoping – Signoff
  • Planning and execution of Project workshops
  • Receive private partnership funding.
  • Signing government partnership agreements.

 

Month 4:-

  • Planning and execution of Project workshops
  • Delivery of Project Branding strategy
  • Organising Technovation Talks

Technical Proposal:

  • Explain in a cover page (maximum 2 pages) how candidate’s qualification and experience in research makes them suitable for the work and can lead towards the successful deliverable of the two objectives of this consultancy within the required timeframe.
  • Please provide latest CV with 3 referee's name and email address that is related to work. 

Financial proposal:

Specify a daily fee amount which is all inclusive and take into account various expenses the candidate expects to incur during the contract.

UNDP makes payments based on the actual number of days worked. Payments must be supported by duly completed time sheet

Required Skills and Experience

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, partnership management, international business administration, innovation management or related field.

A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of two years of progressively responsible experience in planning, managing and implementation of Partnership project / program is required;
  • Experience in running partnership programs with Startups is desirable; 
  • Experience at international level is desirable;
  • Experience in working with medium to large size heterogeneous business development teams is also desirable.

Evaluation:

Individuals will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individuals whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
