Background

 In September 2015, the world’s leaders signed off on the new Sustainable Development Goals (SDG), a global agreement identifying the world’s policy priorities for the next 15 years. As the governments of Asia and the Pacific and the UN look towards implementation of the SDGs, it is increasingly being realized that one of the greatest challenges facing policymakers in the region is how to engage the region’s large youth population in their own governance and development. Youth voices and participation were an important part of the consultations for the Post-2015 development framework, with national dialogues undertaken and the online “MY World” global survey eliciting a huge response from youth aged 16 to 30.

The young population of Thailand faces numerous challenges such as unemployment, multiple forms of inequalities and exclusion. In particular, for youth belonging to vulnerable groups, access to economic activities is limited, representation in decision making remains a challenge and multidimensional vulnerabilities further poverty.
UNDP Thailand realizes the tremendous opportunities for youth to engage and show their strengths as a strong self-organizing force and promote new and innovative tools and approaches to overcome development challenges. Also, it gives special attention to encourage participation of women, girls and young people from the marginalized communities so that they can contribute on an equal basis irrespective of caste, class, ethnicity, geography and religion. UNDP Thailand’s work on youth is guided by UNDP ’s Youth Strategy which emphasizes on deepening the youth focus across all areas of UNDP’s work. This includes:

  • Enhancing youth civic engagement, participation in decision making, political processes & institutions
  • Youth Economic empowerment through enabling environment and capacity-building programme
  • Empowering youth to become a change agent for SDGs in their local communities

UNDP Thailand is committed to systematically support youth to achieve their visions and objectives for sustainable human development and engage them not only as beneficiaries of interventions but as partners and actors in the development processes.

Duties and Responsibilities

The consultant is expected to assist the following activities in completing the assignment:

Outreach youth and related partners

  • Assist in raising awareness about SDGs among youth through activities and working with key stakeholders such as youth-related organization, youth network and academic sector etc.
  • Support in strengthening partnership with existing partners and exploring new potential partnership for Youth development;
  • Assist focal points of each project in Country Office to identify entry point to increase engagement with youth.

Program Design and Facilitation 

Assist focal points of each project in Country Office to design capacity building program for youth

  • Support in organize and facilitate for youth related activities such as Youth Co:Lab, Asia Pacific Youth Exchange, Thailand Youth Voices for Biodiversity etc.
  • Support in creating co-learning space between youth and local communities to strengthen youth contribution to drive SDGs in local level.

Social Innovation related activities

  • Assist focal points of each project in Country Office to bring in Social Innovation process for support project implementation
  • Support in coordinate for Social Innovation related activities
  • Support to maintain network and community of Thailand Social Innovation platform  

Expected Outputs and Deliverables

  • Create database of youth engagement mapping among projects in UNDP Thailand
  • New additional youth related activities among projects in UNDP Thailand
  • New additional innovative approach in implementation of existing projects in UNDP Thailand

Required Skills and Experience

Academic Qualification:

  • At least Bachelor Degree in social sciences, social innovation, international relation, Journalism, communications or other relevant disciplines with a demonstrated interest in using social media and social innovation for social change an asset.

Professional Experience

  • At least 3 years of experience in Social Innovation, Youth empowerment and Social development;
  • Experience in youth and innovation programmes or related work for a UN agency, a donor organization, or international NGO
  • Experience and knowledge of the Social development;
  • Familiarity with the innovation/social innovation/social enterprise in Thailand is desired;
  • Must be able to work collaboratively in a multi-cultural team;
  • Commitment to respecting deadlines and the delivery of outputs within the agreed time-frame

Language

  • Excellent command of English, both spoken and written.

Institutional Arrangements

  • Under the overall guidance and direct supervision of Deputy Resident Representative of UNDP Thailand, the consultant will be in-charge of coordinating the day-to-day management and operations of the project, ensuring high quality, efficient and effective project delivery and report directly to UNDP Deputy Resident Representative.

Duration of Assignment, Duty Station and Expected places of travel and Estimated cost

  • Duration: 1 January – 31 December 2020 (maximum up to 261 Working days)
  • Duty Station and expected place of Travel: Bangkok-based, Thailand with some in-country travels required as needed. A consultant may be required to travel to provinces in Thailand or attend the events relevant to the project within Thailand. Travels will be authorized by Deputy Resident Representative when required. Travel expenses (ticket, living allowance and local transport) shall be agreed prior to travel and reimbursed after trips completed.

Requirement of Consultant's presence  on Duty Station/UNDP Premises

  • The assignment is full time. The contractor’s presence required at UNDP Thailand premises is essential.

Payment Terms:

  • Consultant must send a financial proposal based on Daily Fee. Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.
  • In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources
  • In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed. Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.

Criteria for selection of Best Offer

Individual consultant will be evaluated based on the following methodology

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as

  • responsive/compliant/acceptable; and
  • having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)  

  •  A Degree in social sciences, social innovation, international relation, Journalism, communications or other relevant disciplines with a demonstrated interest in using social media and social innovation for social change an asset-15 Marks 
  • Experience in Social Innovation, Youth empowerment and  knowledge of the Social development- 25 Marks
  • Experience in youth and innovation/social innovation programmes or related work for a UN agency, a donor organization, or international NGO (in Thailand is desired)- 30 Marks
