Background

National Human Development Report (NHDR) represents the most important instrument of UNDP for policy analysis and advocating positions on human development. As an independent and objective analysis where the perspective of human development is applied to the priorities of national interests, NHDR aims to offer focused perspectives on and analysis of national circumstances and strategies for economic growth advancing human development. In the recent years, UNDP Montenegro through its Human Development Reports has been drawing attention of country’s policy-makers and civil society to the of Montenegro’s socio-economic development. Human development is about people and therefore the aim of the reports is to bring together the human development facts, influence national policy and mobilize various sectors of economy and segments of society. These reports represent the culmination of inclusive consultations that help to build consensus among the representatives of different groups.

The purpose of the NHDR 2019 is to suggest for Montenegro policies how the digital transformation of the society can be harnessed to improve by 2030 the quality of life of all citizens of Montenegro with due consideration of the Sustainable Development Goals by the United Nations. Globalization trends followed by digital transformation bring the most apparent changes in our current lives and it is seen as both a threat and an opportunity for the Western Balkan region. The biggest challenges of this process to human development include job losses due to automation, rising inequalities within and between countries, inequal human rights and economic instability. On the other hand, with application in all sectors of the economy, new interconnected and interoperable technologies lead to creation of new jobs and ways to work, expand access to information and participation, create new business models and promote capacity building.

The NHDR 2019 is prepared on concept based on the development of the people through the building of human resources, for the people through the translation of development benefits in their lives and by the people through active participation in the processes that influence and shape their lives. It opens discussion on the ways in which technology can be used for progress towards sustainable human development and identifies different ways of using technology in specific areas of human development and evaluates its potential as a tool for breaking barriers to create and spread knowledge, citizen participation and the creation of new economic value for the society. In the heart of the digital transformation is ICT development which needs more attention and understanding within the country's development policies because it is one of the key issues for Montenegro to become friendly and attractive destination for investment and business operation in digital era.

NHDR will provide the Country with the ways towards further digitalization of economy. The draft report first provides an overview of the worldwide trends of globalization and digitization of work and their impacts. Thereafter the concept of digital transformation is introduced, and threats and opportunities incurred by it are presented. Additionally, capitalizing on Smart specialisation and Information Society Development strategies of Montenegro, the ICT and software engineering industries of Montenegro are overviewed. The central part of the report proposes a roadmap for digital transformation in Montenegro across three pillars: next generation economy, next generation governance, and next generation education and learning, with incorporated risks and opportunities for digital transformation in Montenegro and possible future scenarios. Also, the report provides policy recommendations and conclusions, identifying themes for further analysis that embrace the opportunities afforded by technological change and manage its possible negative consequences.

Following development and changes within three main identified pillars, the report should contain strong human development storyline considering the `leave no one behind` principle. NHDR needs to point to key policy areas where government can begin assessing and adapting its current approaches, institutions, and policies and it should results with recommendations and options for the digital transformation of Montenegro by 2030. Therefore, in order to be effective and provide guidance on further adaptation on global digital trends, the report should be mainstreamed specially in accordance with minimum standards and principles of human development.

Duties and Responsibilities

Objectives of the assignment: 

The objective of the assignment is to contribute to the finalization of the NHDR 2019 by rewriting chapters in accordance with human development principles and standards and to consolidate the report’s draft, following the human development aspects in digital transformation era.

Job content:

Under the guidance of UNDP RR and supervision of UNDP Team Leader, the expert will consolidate the current draft of the NHDR 2019, performing the following tasks:

  • Give justified recommendations for the improvement of current structure of the report;
  • Give justified recommendations for the improvement of text by mainstreaming the human development component;
  • Re-write the report in accordance with the digital trends and their impact on human development;
  • Ensure proper deployment of data visualisation to support the narrative analysis and the report’s messages, including text boxes, graphs, tables, etc.;
  • Ensure the language of the report is understandable to the widest audience, in line with HDRs’ language requirements;
  • Consider the recommendations provided by local consultants for economy, education and governance, and analyze it to inspect the local aspect while consolidating the report;
  • Consider the recommendations provided by UNDP Human Development Report Office and UNDP Montenegro and incorporate them while consolidating the report;
  • Contribute substantively to the finalization of the report’s findings and recommendations.

The expected results:

It is expected from the expert to deliver the above-mentioned tasks, in order to bring the draft NHDR 2019 to the stage of its readiness for language editing and final layout.

Timing and reporting: The expert will work under direct supervision of UNDP Team Leader.    

Time duration and travel: The expert will be engaged 30 days in the period from January 15, 2020 to February 28, 2020 with at least one three-day in-country mission. All travel costs and Daily Living Allowance costs should be included in the lump sum figure.

Required Skills and Experience

Education:

  • Master’s degree in social sciences;

Experience:

  • At least 10 years of experience in policy development and analysis, including data and statistical analysis;
  • Prior experience with leading production of at least 3-4 complex knowledge products - preferably with UN, EU or the Government;
  • Prior experience with human development concept and Human Development Reports as a knowledge product;
  • Prior experience in leading formulation of Human Development Reports preparation is an asset; 

Language:

  • Fluency in English;

Other:

  • Excellent writing skills.

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
