Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and implementation of the national and international commitments on gender equality and women’s empowerment. Since 2015, UN Women has been focusing its interventions toward the realization of following strategic goals: women’s leadership and participation; implementation of women, peace and security agenda, including a humanitarian response, and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work. UN Women contributes to the gender-responsive implementation of the 2030 Agenda for Sustainable development.

Ukraine has taken the key international commitments on gender equality. The country adopted the Sustainable Development Goals (SDGs), joined the Beijing Declaration and the Platform for Action (BPfA) of the 4th World Conference for Women (1995) and ratified key human rights treaties, including Convention on the Elimination of All Forms of Discrimination against Women (CEDAW, 1980) and its Optional Protocol. The Ukraine-EU Association Agreement, signed in 2014, entails a commitment to ensure equal opportunities for women and men in employment, education, training, the economy, and in society and decision-making. Gender equality is enshrined in the Ukrainian Constitution. The new State Social Programme on Equal Rights and Opportunities of Women and Men for the period up to 2021 looks to strengthen the institutional mechanism for gender equality with an integrated approach to addressing the institutional barriers to gender equality. Ukraine’s policy and legislative framework on gender equality also includes the Human Rights Strategy and Action Plan adopted in 2015, which aims to ensure equal rights and opportunities for women and men in all areas of public life.

Notably, the adoption by the Government of the National Action Plan for Implementation of UN Security Council Resolution 1325 is seen as a commendable step towards implementation of the women, peace and security (WPS) agenda in Ukraine.

In 2017, UN Women started implementation of the project “Building democratic, peaceful and gender equal society in Ukraine”. The project, supported by the Norwegian Ministry of Foreign Affairs, is aimed to ensure that women and girls, especially the most vulnerable to the effects of the conflict, will participate and equally benefit from recovery, peace and community security planning in eastern Ukraine.

UN Women seeks to hire the National Consultant for the period up to 6 months to provide support to project with conduction of largescale events and programmatic interventions with the field activities.

Duties and Responsibilities

Under the overall supervision of the UN Women Project Manager/Coordinator, and with direct supervision and guidance of the Programme Associate, the Consultant will implement a set of tasks, including, but not limited to:

Task 1. Provide support to the project implementation in:

  • Maintenance of accurate electronic and paper-based filing system of project-related documents and updating on-line calendars
  • Supporting travel arrangements of partners and meeting participants
  • Written translation of the project-related documents and interpretation during internal and external meetings
  • Gathering project-related data for monitoring and reporting purposes
  • Drafting letters or other related project documents
  • Draft minutes of meetings with stakeholders, partner organizations, donors.

Task 2. Provide organizational and logistics support to the project-related meetings, events and missions with:

  • Preparing and following up on the lists of participants of the project-related events, logistics notes, handout materials
  • Coordinating a work of the conference service companies, implementing partners or other stakeholders on the logistics in preparation of the project-related events
  • Drafting the meeting minutes/event reports

Task 3. Provide support on knowledge management and communications.

  • Assist with the development of project promotion and information materials, including brochures, leaflets, knowledge products, by checking and verifying the products sent by designers, publishing houses, proofreaders against the instructions and/or comments provided to them.
  • Support effective knowledge management within the project and the office overall.

Task 4. Perform any other job-related duties in the area of events management and logistics assigned by supervisor as required

  • All reports should be submitted according to the provided format in English.
  • The Consultant is expected to work based in the office of UN Women Ukraine in Kyiv using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager after receiving and accepting deliverables reports which will also be the basis for payment on a monthly basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed by monthly instalments based on time-sheets and brief monthly progress reports and at the end based on submitted final report certified by the UN Women Programme Specialist, UN Women Project Manager/Coordinator, Programme Associate that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in Social Sciences or related field.

Experience:

  • At least 2 years of relevant experience in development, gender, project administration or another relevant field;
  • Experience in organizing of trainings, workshops, conferences, forums etc.;
  • Experience with translation/interpretation;
  • Previous professional experience with development agencies and the United Nations would be considered an asset.

Languages and other skills: 

  • Fluent Ukrainian and English;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria 70% of total evaluation – max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Total Obtainable Score for technical criteria - – max. 70 points;

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
