Background

The purpose of the project revision is to include below new specific project objectives: Evolving of High Technologies via Artificial Intelligence, Cloud Technologies, Robopark and human capital by envisioning potential opportunities in the National Strategy on High Technologies of Azerbaijan for 2020-2025;  Convening of the 7th Regional Internet Governance Forum in Azerbaijan; Further expansion of the Idea to Business (I2B) initiative; Expand support to the MTCHT in establishment of the Reserve Data Center in Yevlakh, Azerbaijan by procurement of Performance Optimized Data Center Containers; and Establishment of the SHA2 Certificate Services Center in the Data Processing Center (DPC) within MTCHT.

The project will contribute to the Sustainable Development Goal 9: “Upgrade infrastructure and retrofit industries to make them sustainable, with increased resource-use efficiency and greater adoption of clean and environmentally sound technologies and industrial processes”; Target 9.C “Significantly increase access to information and communications technology and strive to provide universal and affordable access to the Internet”.

 

Duties and Responsibilities

The Project Expert under the direct supervision of the Project Manager and the overall supervision of the UNDP Program Adviser provides programmatic, administrative, operational and logistical support in implementing project activities related to the Output 5: Developing Smart City Road Map for Baku, Azerbaijan. The purpose of the assignment is to is to combine all the city's services and facilities into a single computerized system. Within intelligent city system, regular monitoring and data gathering is performed on all facilities, where information is analysed and the system improves and becomes more efficient.  

The main objective of this assignment is preparation of the Roadmap that will give a clear overview of what is expected to process at certain times during the Smart City project life cycle. The first step in order to enhance this project in Azerbaijan is to develop a Roadmap on the Building of Smart City according to case studies in the world. Solutions that are provided by the project are: 1) Internet of Things (IoT) applications that allow power and energy utilities to succeed with digital transformation initiatives; 2) Transportation services that alleviate congestion and reduce emissions into the air; 3) Water and waste management solutions; 4) Citizen information sharing; 5) Analytics capabilities that allow cities to use data generated from IoT.

The Project Expert should work in consultation with and under the guidance and supervision of the Project Manager and the main responsibilities of the Project Expert will include:

  • Conduct detailed assessment on current situation and case studies
  • Analyze the best international practices regarding smart city building
  • Conduct monitoring in the regions and related areas where the Smart City is intended to be established and report data on current situation of the internet services of the relevant areas
  • Submitting comprehensive Road Map within the deadline period

  • Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation software packages.

Required Skills and Experience

Education:

  • Advanced University Degree in the social sciences/humanities, political communications, innovations, digital economy, extensive research, public administration, political science and international relations. Postgraduate degree in economics, quantitative methods in economics or other related field.

Experience: 

  • social research, especially based on ICT analysis, modern technologies, innovations and development economics;
  • experience with the developing countries, (UN agencies) especially associated with local governments;
  • preparing best practice and knowledge exchange products and guidelines (supported by a track record of published/edited books);
  • dealing and communicating with high-level government officials;
  • report drafting.

Language:

  • Excellent command of English  

Project Expert will be evaluated based on the following methodologies:

The minimum threshold for technical part of the offers is 70%(69 points)
