Historique

Zimbabwe is grappling with many levels and dimensions of political, economic, human rights and humanitarian challenges with grave impacts on the most vulnerable, including women and children. These challenges include trust-building; economic crisis manifesting in high unemployment, high level of inflation, and weak local currency, lack of institutional finance; poor social safety nets; and reports of violations of rights and gender-based crimes.  Added to this are humanitarian crises, including adverse impacts of food insecurity, drought, cyclones and climate change, which are faced not only by Zimbabwe, but the entire Southern Africa region.

 

Justification

There are numerous analyses that have been produced to shed more light on the social, economic and political situation in Zimbabwe. While these reviews, papers and context analyses have been useful they have lacked a specific gender analysis that would give more information or evidence-based data about the plight of women, coping mechanisms and recommendations to address gender specific challenges which UN Women can proffer to the mission.

 

UN Women is seeking the services of a consulting team, led by a team leader with at least 10 years  expertise in Gender  for 15 working days to produce a paper that provides a comprehensive gender country context analysis with feasible recommendations that contribute to an engendered response to the current Zimbabwean situation.

 

Submission of Concept note

The team leader shall submit a brief concept note outlining the planned approach to the assignment. The concept shall include information on the role of team members, brief profiles and CVs. An indicative budget , outlining the activities and costs, shall be included in the concept note.

Devoirs et responsabilités

Under the overall supervision of the UN Women Country Representative, the consulting team, through the team leader, shall undertake the following tasks and responsibilities:

  • Conduct a context analysis and develop a paper which will outline how women have fared in the different sectors and what feasible actions can be taken in the short, medium and long term by UN Women and the UN at large drawing knowledge from different institutions and individuals;
  • Desk review of political and economic and social analyses and other evidence-based reports that exist and produce a meta-analysis;
  • Give an overview of current efforts to address the gendered impact of the economic, social, humanitarian and political challenges Zimbabwe;
  • Provide an analysis of the role that UN Women should play considering its special mandate and the prevailing context; learning from best practices around the globe, to promote gender equality by proposing key interventions, activities and initiatives.

Outputs

The key output is a comprehensive position paper which should provide UN Women with a contextual background of the situation of women in Zimbabwe.

 

Deliverables

The consultant/s shall deliver the following:

  • An inception report detailing the proposed approach to the assignment;
  • A final knowledge product detailing the following: -
  1. A gender analysis of the prevailing situation in the country focused on the political, social and economic issues;
  2. A mapping of existing gender focused initiatives and interventions engaged in by the various institutions including private, government, and development partners;
  3. Identify opportunities, challenges and entry points that could be capitalized upon by the UN Women and the UN in designing gendered  interventions.

  • Strong and sound knowledge of national, regional and international human rights and governance frameworks;
  • Strong analytical, writing skills and understanding of gender equality and rights-based programming of UN agencies and government;
  • Extensive knowledge of human rights, international law and Zimbabwean law, the Constitution of Zimbabwe;
  • Results oriented, exhibiting high levels of enthusiasm, tact, diplomacy and integrity; and able to work with minimal supervision;
  • Excellent communication (spoken, written and presentation) skills/fluency in English, including the ability to draft/edit reports, studies and other communications and to articulate ideas in a clear, concise manner.

Qualifications et expériences requises

Education:

  • At least a Master’s degree in social sciences e.g. Law, Gender Studies, politics, Development Studies, Economics and any other related discipline.

Experience:

  •  The assignment requires a consulting team with expertise in gender analysis across socio-economic and political sectors within a humanitarian and development context, led by a team leader

The team leader, who shall constitute the team of not more than 4 experts (inclusive of the team leader), should have at least 10 years’ experience in gender equality and women’s empowerment  

Each team member should have at least;

  • 7 years of relevant professional experience working on either governance, human rights, economics, gender or social development.
  • Experience of working on gender equality and women’s empowerment within their expert sector is an added advantage.

Language:

  • Excellent written and verbal command of English;
