Background

 

The Province of Lanao del Sur is a province in the Philippines located in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The capital is the city of Marawi, and it borders Lanao del Norte to the north, Bukidnon to the east, and Maguindanao and Cotabato to the south. To the southwest lies Illana Bay, an arm of the Moro Gulf. Lanao del Sur is composed of 39 municipalities and Marawi City. The Province is currently composed of 1,159 barangays and is divided into two congressional districts. The siege of Marawi City by the combined forces of the Maute Group, Abu Sayyaf Group led by Isnilon Hapilon, and supported by foreign jihadists is part of a prolonged conflict that has exacerbated the socio-economic conditions in the conflict-affected areas. While Marawi was the epicenter for the recent armed conflict, the province of Lanao del Sur has long been the epicenter of conflict between multiple groups and clans, often resulting from competition over access to and control of land and resources. Lanao del Sur has the highest incidence of poverty among all provinces in the Philippines, with 71.9% of the population living below the annual per capita poverty threshold of about $442.8 (P22,802) in 2015 compared with 53.7% for the entire region of ARMM and 21.6% nationally. This extreme poverty combined with land dispossession, social exclusion, and constrained access to basic services as exacerbated the long-standing conflicts in the region, including the Bangsamoro struggle for self-determination, led by the Moro Islamic Liberation Front and the Moro National Liberation Front, and the struggle of the Communist Party of the Philippines

 

Most of the assistance agencies or organizations partakes helping the Lanao Sur Province in recovering from the difficult challenges that they are facing after the Marawi Siege yet there is a need for its government also to recover the data systems and to update its provincial physical development framework plan in order to sustain its services to its people and be approved by the SP.

 

To assist the Province of Lanao del Sur in its recovery and reconstruction under the BARMM as the new structure of government in the autonomous Mindanao, the UNDP has been supporting the Lanao del Sur Province by providing technical assistance for the updating of the province’s Provincial Development and Physical Framework Plan (PDPFP). 

 

The preparation of the PDPFP, a comprehensive multi-sectoral development plan, is a mandate given to local government units under Republic Act 7160. The Governor as well as the Provincial Development Council (PDC) provides overall policy direction in the preparation of the PDPFP. It is a thirty- year development plan that contains the long-term vision of the province and identifies development goals, strategies, objectives/ targets and corresponding PPAs which serve as primary inputs to provincial investment programming and subsequent budgeting and plan implementation.

 

  1. Institutional Arrangement

 

The Climate Action Outcome Lead and BARMM Coordinator shall directly supervise the Consultant. The Consultant is expected to work closely with the UNDP team and the Provincial Government of Lanao del Sur and team experts. 

 

Duration of Work

The expected duration of work is estimated to be 16 working days spread over 2 months.

 

Duty Station

The Consultant is not expected to report on a daily basis to UNDP Philippines office based in Mandaluyong City but shall be available on an on-call basis. The assignment will require travels to Mindanao area, including Lanao del Sur and/or Cagayan de Oro City. UNDP Project will shoulder the travel cost.

Duties and Responsibilities

Under the direct supervision of the Climate Action Outcome Lead and Coordinator for BARMM, the Consultant shall provide technical advice in the Lanao del Sur PDPFP updating, particularly providing environmental and natural resource management, climate action and disaster risk reduction lens. This will include defining the spatial framework to guide the sustainable use of province’s natural resources and the comprehensive development of its social, economic, infrastructure, environment, and institutional sectors. The technical consultant will work in collaboration with Provincial Government of Lanao del Sur and team of experts and UNDP team.

Applicants who will only receive 70 points  from the assessment of the CV and Brief description of why the individual considers him/herself as the most suitable for the assignment will be qualified for the assessment of the Financial Proposal.
