Background

This project offers a comprehensive strategy to scale-up private sector engagement in energy access by improving the risk-return profile of private investment in energy access products and services. The project will focus on introducing new technologies and energy services in selected villages through the following three interlinked components: 

  • Enabling policy framework and capacity development for green energy SMEs, 
  • Improved access to finance and piloted business models for green energy SMEs and energy service users, and 
  • Improved access to sustainable energy services in remote rural areas — on a household, public buildings and village level.

Duties and Responsibilities

The main objective of the assignment is to support IRH CDT team, Tajikistan and Kyrgyzstan COs with implementation of Energy access SME project, and provide technical assistance to the project team.  

Specific tasks are as follows: 

  • Provide regular review and financial analysis of project implementation to CDT team and COs within the Energy Access SME project and coordinate the financial flows and funds allocation with the Energy Access SMEs project and support the implementation of the AWP by COs; 
  • In consultation with Tajikistan and Kyrgyzstan COs and under coordination of IRH drafting of project’s reports (mid- year progress, annual, financial).
  • Development of financial sections for pipeline projects, thematically close to OFID funded Energy Access SME project and other CDT initiatives;
  • Drafting agenda and other substantive documents for the organization of project events: project board meetings, project meetings, workshops, trainings, cross- country exchanges etc.
  • Collect and initial re processing of information to update the database with financial and project status entries.
  • Support the IRH team with drafting Quality Assurance and other mandatory documents for OFID/Energy Access SMEs Regional Project in line with the UNDP guidelines.
  • Perform other project related duties as directed by the Supervisor.

Deliverables and preliminary payment schedule:

Payment 1 (50%) : by 31 March 2020

  • Detail financial analysis of project expenditures for IRH CDT to access project implementation progress and draft supporting materials for initial work planing process.
  • Draft cumulative annual financial and narrative report for the period 2018-2019.
  • Information collected from COs to support IRH CDT in quarterly update of mandatory sections. 
  • Draft document for annual results reporting and 2020 target setting.
  • Report on expert technical advice provided to COs, including support in organization of procurements of goods and services for COs. 
  • Information collected from COs to support IRH CDT in quarterly of update mandatory sections. 

Payment 2 (50%) : 30 June 2020 

  • In coordination with COs support IRH CDT to draft final report to donor.
  • Collect materials from COs to support CDT with conducting annual project management board meeting 
  • Information collected from COs to support IRH CDT in quarterly update of mandatory sections.
  • Draft final Quality Assurance documents in coordination with COs to support IRH CDT.

The consultant will work under guidance and technical supervision of DRR Team Leader of UNDP for ECIS. He/she will also work closely with the five UNDP Country Offices and other partners.

Required Skills and Experience

Education:

  • Minimum BA degree in environmental science, economy, information systems or another relevant field;

Experience:

  • At least 5 years of relevant professional experience in environment;
  • Professional experience in ECIS region (Central Asia) in environment and security area;
  • Experience of organizing of environmental events required;

Language skills:

  • Fluency in written and spoken English is required for this assignment, 
  • Working knowledge of Russian. 

 

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (relevant education) – max points: 5
  • Criteria B (years of professional experience in environment area) – max points: 15
  • Criteria C (professional experience in ECIS region (Central Asia) in environment and security area) – max points: 10
  • Criteria D (fluency in written and spoken English and knowledge of Russian) – max points: 5

Financial Criteria - 30% of total evaluation – max. 15 points.
