Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the Ending Violence against Women Programme (EVAW), UN Women started the -Combating Gender Based Violence in Bangladesh (CGBV) – Project, funded by Global Affairs Canada. This initiative intends to create a holistic framework of integrated and mutually reinforcing interventions to address the underlying causes of violence against women and girls, improve their access to educational and economic opportunities, and promote their equal status in society. CGBV will enhance the capacity of civil society to design, implement and sustain primary prevention of gendered violence, while also strengthening government mechanisms and strategies identified under Bangladesh’s 7th Five Year Plan and the National Women Development Policy. The project will generate evidence to build knowledge on prevention strategies. The CGVB will engage and capacitate local stakeholders and high-level leadership of key institutions such as local government, civil society organizations, women’s organizations, education institutions and workplaces.

Against this background, UN Women Bangladesh is seeking to recruit a National Junior Consultant to provide the required programme support to Ending Violence against Women (EVAW) Programme Team in the development and implementation of the programme in line with UN Women rules and regulations. Further details of the expected roles and responsibilities for the consultant are found below.

 

Duties and Responsibilities

The Consultant will work under the direct supervision of Programme Specialist – EVAW, UN Women Bangladesh, in close consultation with the Programme team:

  • Provide overall support to the EVAW team for the CGBV Project implementation;
  • Support to initiatives and teams of the Innovators against GBV and integrate it under the GBV Programme;
  • Coordinate and support communication activities and the implementation of the CGBV communication strategy;
  • Monitor CGBV beneficiary reach through social media platforms;
  • Support in updating database and documentation of the GBV related Material;
  • Support in drafting end editing briefs, letters, reports and briefing papers;
  • Coordinate events and international campaigns through organization of media and events;
  • Support for the development and implementation of the knowledge management strategy;
  • Follow up with and support implementing partners for timely and effective implementation of programme activities under EVAW Program
  • Assist documentation on the procurement of goods and services, and support on contract tracking and management;
  • Support on mission and travel arrangement;
  • Provide administrative support to the programme team in the organization of events;
  • Create and organize hard and electronic files for easy access and retrieval;
  • Perform other duties as may be directed by the supervisor and other team members as and when required.

Translate and/or review translation of required key programme-related documents, and knowledge products from English to Bangla, and occasionally from Bangla to English

9.

Maintain database of projects-related documentation on the shared platforms

Perform any other tasks required by the supervisor(s)

Final Report submission on all deliverables

 

Duration of Assignment and Duty Station:

The consultant is expected to be based in UN Women Bangladesh in Dhaka for 230 working days from February 2020 – December 2020. The consultant may be required to travel on mission as assigned by hiring unit.

Supervision and performance evaluation 

National Junior consultant will be in direct contact with Programme Specialist–EVAW, UN Women Bangladesh. 

Travel:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station is requested by UNWOMEN, and upon prior agreement/approval, such travel shall be UNWOMEN expenses and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

In the case of unforeseen travel, payment of travel costs including tickets, and living expenses will be covered by UN Women travel policy.

Required Skills and Experience

Required Qualifications

  • Minimum Bachelor’s degree in Business, Economics or Public Administration or related field.
  • Minimum 01 year of relevant work experience in Programme management and administrative support;

Additional Capacity:

  • Experience in working for UN Women, and/or other UN Agencies is desirable;
  • Experience in research, drafting briefing notes, supporting project development;
  • Experience in assisting in EVAW projects is an advantage;
  • Excellent command of English (oral and written), other UN languages is an asset;
  • Knowledge of gender issues is an asset.

Language Requirements:

  • Fluency in written and spoken Bangla and English required.

Price Proposal and Schedule of Payments
Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if
any work is to be done outside the SSA's duty station) and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.
Technical Criteria for Evaluation (Maximum 70 points out of 100)


Criteria-01; Educational Qualification and diversification - Max Point 10
Criteria-02; Years of Experience and skills in coordination and organizing campaign, events, workshops and knowledge products-Max Point 20
Criteria-03; Experience on Translation of key program related documents from English to Bangla and vice versa- Max Point 10

Criteria-04; Language and report writing skills- Experience in supporting and coordinating development of communication materials, database and dissemination- Max Point 20

Criteria-05; Experience in working for UN Women, and/or other UN Agencies is an advantage- Max Point 10

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
