Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In line with UN Women’s Strategic Plan 2018-2021, the UN Women Egypt office is contributing to three interdependent and interconnected outcomes:

•   Women have income security, decent work and economic autonomy

•   All women and girls live a life free from all forms of violence

UN Women is the organization mandated to support national efforts to achieve gender equality and the empowerment of women, and therefore supports women’s full and equal representation and participation in all levels of peace and security processes. UN Women coordinates the implementation of the WPS agenda, as called for under UN SCR 2242, and in this function supports initiatives, learning exchanges, and documentation of good practices – including on NAP development processes - to inform policy and programming.

UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women empowerment. The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under Peace and Security is to facilitate Women’s contribution to sustainable peace and see to it that Women benefit from prevention of conflict and disaster. The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security.

Women, Peace and Security is central to realizing women’s rights and gender equality. In this context, UN Women in Egypt will support Egypt’s efforts to translate the WPS agenda from policy to practice and will work to support relevant institutions to build capacities and increase opportunities for women at the local, national, and regional levels for a peaceful and prosperous country, as a leading example for the Arab region and the entire African continent.

Duties and Responsibilities

The consultant will be expected to support the Women, Peace and Security Project by providing strategic advice and technical support to project stakeholders for the development of Egypt’s first-ever National Action Plan (NAP), with the expectation to perform the following functions:

  1. Conduct an Inception phase to assess the context and articulate the strategic vision and planning of the project;
  2. Conduct a comprehensive literature review to summarize most relevant research done in relation to WPS agenda and NAPs;
  3.  Strategically introduce the international and regional best practices that could be applied to Egypt to support the development of its NAP;
  4.  Support the development of a NAP logical framework that outlines outcomes aligning with WPS agenda and existing strategies and policies;
  5. Perform other duties as deemed necessary.

Key performance indicators:

All deliverables and related documents will have to be reviewed and accepted by the Ministry of Foreign Affairs in Egypt and the National Council for Women.

  • Deliverable 1: Inception report detailing the strategic vision and planning of the NAP; 
  • Deliverable 2: Literature and desk review report detailing the latest of the art approaches to women, peace and security, as well as the most relevant NAPs to the Egypt context;
  • Deliverable 3: Report highlighting best global, regional and country practices in developing NAPs which should be highly considered for the Egypt context;
  • Deliverable 4: Deliver the logical framework for the Egypt NAP;

Required Skills and Experience

Education and Certification:

  • Master’s Degree or equivalent in International Relations, Political Science, Public Policy, Public Administration, Law, Gender Studies, or a related field in Social Sciences. .

Experience:

  • At least 10 years of progressively responsible work experience in the field of Gender, Women, Peace and Security, women’s Political Empowerment and Leadership is a must.
  • Prior experience in supporting the development of programmes is required.
  • Prior experience in policy development is an asset.

Language Requirenments:

  • Fluency in Arabic and English is required (written and oral).

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical criteria.

Technical Criteria weight: 70%

Financial Criteria Weight: 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation. 

Criteria Weight Technical: 70%

  • Education: 20%;
  • Professional Experience & background: 30%; should detail work experience, specifically experience which is relevant to the consultancy requirements indicated above;
  • Cover note: 20%; cover note should clearly state the availability and method of engagement to deliver on key outputs, while clearly explaining how the candidate meets the requirements and their ability to deliver in due time.

Financial: Lowest financial proposal (30%) The Financial officer must be a Lumpsum all-inclusive; (all costs including any travel or transportation related expenses ...etc.).

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

 (Lowest Bid Offered*)/ (Bid of the Consultant) x 30

*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
