Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Nepal’s priority areas of work are based on national priorities, strategies, commitments and needs. The efforts of UN Women are envisaged to complement national efforts to advancing gender equality and women’s empowerment, in line with the Government of Nepal’s draft 15th Periodic Plan and its international commitments. In a Memorandum of Understanding (MoU) signed between the Ministry of Women, Children and Senior Citizen of the Government of Nepal and UN Women in April 2019, the parties agree to cooperate on areas listed in the UN Women Strategic Note Integrated Results and Resources Framework (IRRF) for 2018-2022.  In summary, they are as follows:

  • Advancing women’s empowerment and gender equality by engaging in mutually reinforcing and/or joint policy advocacy on existing and emerging women’s human rights issues

  • Accelerating women’s political and economic empowerment

  • End violence against women and provide essential services to survivors

  • Eliminate gender discriminatory social norms and harmful traditional practices

  • Increase women’s representation and leadership in governance

  • Strengthen the gender equality and social inclusion (GESI) perspective in development process

  • Strengthen the availability, accessibility and analysis of gender statistics to inform policymaking, advocacy and accountability for delivering gender equality and women’s empowerment.

To achieve the objectives outlined in the MoU and the Strategic Note 2018-2022, UN Women Nepal is implementing a wide range of programmes and projects with the support of responsible parties, including government agencies, international and national non-governmental organisations and private sector actors.

In the late 1990s, the United Nations initiated results-based management (RBM) systems to improve the organization’s effectiveness and accountability. The United Nations Development Group defines RBM as “a management strategy by which all actors, contributing directly or indirectly to achieving a set of results, ensure that their processes, products and services contribute to the achievement of desired results (outputs, outcomes and higher-level goals or impact). The actors in turn use information and evidence on actual results to inform decision making on the design, resourcing and delivery of programmes and activities as well as for accountability and reporting.

RBM is seen as taking a life-cycle approach to programme and project implementation. It involves concerted efforts in planning, monitoring and evaluation, the three core components of RBM which all feed into each other. Monitoring is an important task in the life of a programme or project. It involves regular and systematic assessment based on participation, reflection, feedback, data collection, analysis of actual performance (using indicators) and regular reporting.

Under the overall guidance and supervision of Programme Officer (Head of Programme Support Unit) and in close consultation with International Senior Programme Support Consultant and NCO Staffs, the consultant is responsible for providing support to and building skills and capacities of programme/project partners to produce high-quality, RBM-compliant and results oriented reports.

 

Duties and Responsibilities

Key Activities:

  • Provide support (including capacity development) to UN Women’s partners to produce high-quality, RBM-compliant and results oriented reports (including quarterly progress and final reports) using Human Rights Based Approach (HRBA);

  • Support the preparation and editing of NCO partners’ reports. Results based reporting must include progress on outcomes, outputs and indicators; where activities are reported, they are accompanied by strong result statements;

  • Develop and RBM Reporting Tool for NCO’s programme/project partners;

  • Deepen analysis where needed in consultation with NCO colleagues;

  • Support with appropriate use of language and terminologies;

  • Check for completeness of documents and annexes; and

  • Ensure consistency with previous reports submitted.

Deliverables:

  • RBM and HRBA capacity building training package for NCO programme/project partners (pre and post assessment, presentations and relevant resource material);

  • Evidence of support provided to NCO programme/project partners on RBM reporting (edited quarterly progress and final reports including a note summarizing the changes)

  • Revised RBM Reporting Tool for NCO programme/project partners based on existing RBM reporting tool for NCO staff.

Time frame:

  • This is a home-based assignment (with possible travel to Kathmandu) for one year (20 February 2020 – 19 February 2021) on retainer basis (as and when required).  

Payment schedule:

  • Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Travel and Accomodation Expenses:

  • UN Women will bear the full cost of travel and accommodations for official missions as per the UN Women standard guidelines.

Required Skills and Experience

Education

  • Master’s Degree in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum five years of relevant work experience on issues related to project design, monitoring and result-based reporting;

  • Proven expertise in the area of gender equality and the empowerment of women;

  • Experience in working with government civil society organisations, donors or the UN previously is an asset; and

  • Proven track record in development work in the area of gender equality and women’s empowerment.

Language skills

  • Excellent command of written and oral English.

Evaluation and Selection Creteria:

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  1. Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100 which will be later converted into 70 points out of total obtainable (technical and financial) score of 100 points. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  • Required degree and qualification (10 points);

  • Relevant years of experience on issues related to project design, monitoring and reporting (20 points);

  • Working knowledge and experience in the area of gender equality and the empowerment of women applying RBM approach (20 points);

  • Work experience in development work in the area of gender equality and women’s empowerment (20 points); and

  • Writing sample (30 points).

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

  1. Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points. In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
