Background

The Global Support Programme (GSP) is a jointly implemented programme by UNDP and UNEP that provides support to developing Parties in order to prepare National Communications (NCs) and Biennial Update Reports (BURs) that are submitted to the UNFCCC. 

Some of the major gaps faced by Latin American countries in updating their National Communications and their Biennial Update Reports are related to the development and maintenance of their national inventories of greenhouse gases (GHGs) over time. The main challenges have to do with the implementation of adequate institutional arrangements and the creation and maintenance of sustainable technical capacities to inform and support national policies on climate change, as well as to comply with international reporting requirements established by the United Nations Framework Convention on Climate Change (UNFCCC).

To overcome these deficiencies, since 2016 the GSP has been supporting the establishment and strengthening of a Latin American South-South regional mechanism known as “Red Latinoamericana de Inventarios Nacionales de Gases de Efecto Invernadero” (RedINGEI)

The main objective of the RedINGEI is to support cooperation among Spanish-speaking Latin American countries, in order to facilitate the sustainable development of technical and institutional capacities on greenhouse gas (GHG) inventories and climate transparency through the exchange of experiences and adoption of best practices, among others.

The RedINGEI in particular facilitates the exchange of knowledge through a diverse range of tools and mechanisms (eg virtual networks, webinars, thematic workshops, bilateral exchanges, etc.), providing technical support, among others in:

  • Analyzing the effectiveness of different models of institutional arrangements.
  • Sharing implementation strategies to operationalize the components of national GHG inventory systems.
  • Strengthening and capacity building in the use of the 2006 IPCC Guidelines.
  • Establishing sound MRV systems, processes and arrangements.
  • Addressing common barriers to data collection and the implementation of quality control and assurance systems.
  • Conducting expert evaluations and mocks exercises on the GHG inventories

The RedINGEI is financially and technically supported by the GSP. Other donors may wish to join the RedINGEI and provide their additional support in the future.

Duties and Responsibilities

In this regard, the RedINGEI requires a communication and awareness consultant to advise and propose strategic communication and marketing solutions tailored to the requirement and needs of the Network’s stakeholders. His/her responsibilities will be: 

  • Identify and characterize RedINGEI stakeholders (member countries, international donors, civil society, NGOs, academia, etc.).
  • Analyze the communication and awareness needs of interested parties and the relationship with the products generated by RedINGEI.
  • Carry out analysis of quantitative and qualitative data to improve or adapt existing communication and awareness strategies in the RedINGEI member countries.
  • Propose and implement innovative communication solutions adapted to the needs of RedINGEI stakeholders in relation to the following topics: activities and products of the Network, activities and products of member countries, communication between member countries, social networks, etc.
  • Propose and prepare reports or documents organized and structured in a way that is understandable to interested parties appropriate to their language and knowledge.
  • Propose and plan communication and awareness activities and manage their execution.
  • Participate and coordinate periodic coordination meetings through virtual calls.
  • Present the results/ findings in the annual meeting of the RedINGEI in Montevideo, Uruguay in October 2020 


Deliverables:

The expected products to be carried out by the consultant are:

 

  • 10% of payment upon completion of the Initial work plan for the execution of the consultancy by 28th February 2020
  • 40% of payment upon completion of Identification report and analysis of RedINGEI stakeholders and social networks and operational communication channels, including monthly statistical reports by 22nd May 2020
  • 25% of payment upon completion of Initial proposal of strategy and materials for communication and awareness of RedINGEI activities with its stakeholders and member countries by 21st August 2020
  • 25% of payment upon completion of Content proposal for RedINGEI awareness materials and Compendium of good practices for communication and awareness of inventories and presentation done in the annual meeting of the RedINGEI in Montevideo, Uruguay by 20th November 2020

Required Skills and Experience

Academic Qualifications/Education: 

  • Master’s degree in social studies, journalism, marketing, public relations, communications or a related discipline;

Experience: 

  • Proven and extensive experience of at least 10 years on communications and marketing is required;
  • Proven experience of at least 5 years on making dissemination and awareness of climate change issues is required;
  • Experience working with climate change and south- south cooperation is highly desirable;
  • Experience on social media platforms as (Facebook, LinkedIn, Twitter, etc.) is highly desirable;
  • Experience working with graphic design and web design tools (Photoshop, Illustrator, Dreamweaver) is highly desirable:

Language:

  • Fluency in Spanish is required;
  • Fluency in English is highly desirable;

Evaluation of Applicants:

Individual contract applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical (P11/CV desk reviews) and financial criteria specific to the solicitation. 

Only candidates who will get at least 70% in technical evaluation (Criteria A-F) will be considered for financial evaluation.

Technical Criteria: 70% of total evaluation (max. 70 points):

  • Criteria A:  Master’s degree in in social studies, journalism, marketing, public relations, communications or a related discipline from an accredited academic institution (maximum 10  points);
  • Criteria B: Experience of at least 10 years on communications and marketing (maximum 10 points);
  • Criteria C: Experience of at least 5  year on making dissemination and awareness of climate change issues (maximum 15 points);
  • Criteria D: Experience working on climate change and south-south cooperation (max: 10 points);
  • Criteria E: Experience on social media platforms as (Facebook, LinkedIn, Twitter, etc.) (maximum 5 points);
  • Criteria H: Working experience with graphic design and web design tools (Photoshop, Illustrator, Dreamweaver) (maximum 5 points);
  • Criteria I: Fluency in Spanish and English (maximum 5 points);
  • Criteria F: Quality of methodology on how the consultant see his/her role in supporting the RedINGEI (maximum 10 points).

Financial Criteria - 30% of total evaluation (max. 30 points).

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. 

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
