Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In September 2019 UN Women Georgia with the generous support of the Government of Norway launched a three-year project “Good Governance for Gender Equality in Georgia (GG4GEG). The overarching goal/impact of the project is to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. In order to contribute to the achievement of this goal, the project delivers around following three key objectives: Objective 1: Gender equality and gender mainstreaming are institutionalized at the national and local levels; Objective 2: Gender mainstreaming capacities are developed and sustained at the national and local levels; Objective 3: More and better-quality data and analysis are available to promote and track the progress of gender equality and women’s empowerment.

To strengthen production and use of gender statistics in Georgia in line with Georgia’s international and national commitments on gender equality and women’s empowerment, UN Women, within the framework of GG4GEG project is supporting the National Statistics Office of Georgia (GEOSTAT) in the development of National Strategy for Gender Statistics. The National Strategy for Gender Statistics shall be aligned with Georgia’s national and international commitments on gender, such as the SDGs, the Istanbul Convention, CEDAW and the Beijing Platform for Action and will complement the 2020-2023 National Statistics Development Strategy (NSDS) and its action plan adopted by the Government of Georgia in 2019.

The document will further be informed by the findings and recommendations of the Gender Assessment on the National Statistical System conducted by UN Women and GEOSTAT within the framework of the UN Women’s global flagship programme on gender data “Making Every Woman and Girl Count” in 2018 and the GEOSTAT User Satisfaction Survey conducted with UN Women support in 2019.   

UN Women is seeking to contract an international consultant who will support GEOSTAT in the development of the National Strategy for Gender Statistics. The international consultant will work in close partnership with GEOSTAT and under the overall coordination from UN Women.

The work of the consultancy is expected to start in March 2020 and end in May 2020.

Duties and Responsibilities

The duties and responsibilities of the international consultant are:

  • To conduct desk review of relevant studies, assessments, reports, policy papers/strategies and action plans, inter alia, the 2020-2023 National Statistics Development Strategy (NSDS), the Gender Assessment on the National Statistical System, GEOSTAT User-Satisfaction Survey Report, National Action Plan on Gender Equality, National Action Plan on Ending Violence against Women and Domestic Violence, National Action Plans on UNSCR1325 and alike;
  • To conduct stakeholder consultations (bilateral and multilateral meetings), engaging development partners, administrative data producers, GEOSTAT, civil society representatives, research and training institutions, among others, to gain first-hand information on gender data demands/needs and user satisfaction, capacity, and statistical outputs, including those identified from previous assessments on the gender statistical system.
  • To conduct a workshop to validate findings of the desk review and draft strategic goals and objectives together with GEOSTAT staff and other relevant stakeholders.
  • Integrating results of the desk review, stakeholder consultations, strategy drafting workshop, and comments/feedback from UN Women, finalize the National Strategy for Gender Statistics including situation analysis, strategic goals and objectives, logical framework and monitoring and evaluation plan.

Deliverables

  • Desk review completed and preliminary situation analysis draft submitted to UN Women by March 23, 2020 (5 working days);
  • Consultation meetings with Stakeholders conducted by April 20, 2020. Requires travel to Georgia (3 working days);
  • Strategy drafting workshop in conducted  by April 20, 2020. Requires travel to Georgia, (2 working days);
  • Draft National Strategy for Gender Statistics including logical framework and monitoring, and evaluation plan submitted to UN Women by May 18, 2020; (5 working days).
  • National Strategy for Gender Statistics finalized in line with UN Women and GEOSTAT feedback and submitted to UN Women by May 25, 2020 (2 working days);

Required Skills and Experience

Education:

University degree (Masters) in Statistics, Economics, Gender, Sociology or similar fields.

Experience:

  • At least 7 years of experience in development data and statistics, with an emphasis on gender statistics;
  • At least 3 years of experience with use of gender analysis in statistical production processes and/or data collection and analysis;
  • Proven experience in working on strategies, action plans and/or Monitoring and Evaluation system from a gender data perspective; 
  • Previous professional experience with data and statistics for MDGs and/or SDGs is an asset;
  • Previous professional experience with development agencies and/or the United Nations is an asset.
  • Familiarity with Georgian context is a strong asset.

Language:

  • Excellent command of written and spoken English.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (Masters) in Statistics, Economics, Gender, Sociology or similar fields. (max 30 points);
  • At least 7 years of experience in development data and statistics, with an emphasis on gender statistics (max 80 points);
  • At least 3 years of experience with use of gender analysis in statistical production processes and/or data collection and analysis (max 70 points);
  • Proven experience in working on strategies, action plans and/or Monitoring and Evaluation system from a gender data perspective (max 50 points);
  • Previous professional experience with data and statistics for MDGs and/or SDGs (max 50 points);
  • Previous professional experience with development agencies and/or the United Nations (max 20 points);
  • Familiarity with Georgian context (max 20 points);
  • Excellent command of written and spoken English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Governance Programme Analyst and UN Women Gender Data Specialist

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1, (5 days) 30%
  • Deliverable 2,3,4,5 (12 days) 70%
