Background

UNDP works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus.

UNDP in Cyprus works in support different projects for the implementation of their confidence building measures. Our main partners are: The Technical Committee on Cultural Heritage (TCCH), the Committee on Missing Persons in Cyprus (CMP) and the Technical Committees (TCs).  Projects are mainly funded by the European Union.

UNDP in Cyprus seeks to contract Project Engineer for the supervision of designated works contract/s for several Cultural Heritage projects located in the northern part of Cyprus.

Under the overall guidance of the UNDP Senior Programme Manager and the direct supervision of the Project Manager, he/she shall support the Project Manager in monitoring the functions of the Project Engineer as per the UNDP conditions of contract. He/she will also act as site engineer for the projects to be assigned. He/she will also be required to assist the office works.

Duties and Responsibilities

Under the overall supervision of the UNDP Senior Programme Manager and the direct supervision of the UNDP Project Manager he/she shall be the ‘Project Engineer’ of the contract as will be delegated to her/him in line with the ‘General Duties/Powers of Engineer’ which are defined under Article 5 of the UNDP General Conditions of Contract for Civil Works

More specifically the Project Engineer will:

  • Provide administration of Contract as described in the Contract Documents
  • Carry out as appointed `Engineer` for designated of the work contracts as per the General Conditions of Contract for Works with all the duties and responsibilities stipulated in the contract conditions. The Engineer shall advise and consult with the Employer
  • Study each project at the onset and draft an outline of items that may need attention.
  • Supervise the works in accordance with the contract documents and the procedures established by UNDP
  • Supervise the works and ensure the correct implementation in accordance with the drawings, technical specifications and bills of quantities
  • Supervise implementation of projects activities ensuring compliance to standards, rules and procedures in accordance with Project Document and UNDP processes and regulations
  • Supervise site team assigned for the construction works, including technical reports, variations, snag list etc.
  • Supervise the design and site technical team assigned for the works of the projects and ensure the timely readjustment of the activities where needed
  • Review and advice to the Project Manager for the materials documentation, method statements, health and safety documentation, etc. submitted by contractors.
  • Undertake visits to projects to monitor progress, evaluate status, resolve issues and/or prompt problems,
  • Ensure that correct/approved materials are delivered to the site; taking samples from delivered materials and review the materials submitted for approval,
  • Be responsible to monitor progress of works according to the workplan, evaluate status, resolve issues and/or pre-empt problems,
  • Prepare the weekly and monthly progress report to the supervisor/s,
  • Meet with the project beneficiaries, technical advisers and stakeholders if needed,
  • Informing the supervisor/s of any problem which may arise on project implementation in a timely manner,
  • Ensure appropriate filing of projects and supporting documentation as per UNDP requirement and maintain library of project information for future analysis and dissemination,
  • Provide an assessment of any variation for approval of the Engineer,
  • Provide administrative and technical advice on projects,
  • Check the completed works before they are covered by the contractor, taking photos and measuring/sketching,
  • Study and verify quantities of works done and provide a report to the office,
  • Prepare list of materials for which the procedures for acceptance will be done,
  • Prepare list of tests that may be required and following these tests to be carried out and approved,
  • Check and test the completed works before they are covered by the contractor, taking photos,
  • Check and ensure that the site is arranged as per the site management plan and that all measures are taken for site safety and the safety of the third parties in the vicinity of the site,
  • Ensure that the site is kept clean and tidy that all measures are taken for site safety,
  • Ensure health & safety measures are implemented at all times and followed to the full extent and with no deviation and if needed instruct additional safety measures,
  • Review method statements and shop drawings submitted by the Contractor,
  • Take pictures and collate them in digital formats for the records,
  • Maintain an electronic library of photos of the chronological progress of the works,
  • Check, record and verify quantities of works done and collate a photo note of every works items completed (before and after),
  • Report on the quantities of works prepared by the contractor – review each payment certificate of the contractor and verify quantities,
  • Check and verify quantities of works done and provide a report to UNDP for each payment certificate,
  • Review and check supporting documentation submitted with payment requests (interim and final),
  • Monitor the workplans progress and inform the supervisor/s for any deviation,
  • Maintain a filing system for all site memos and instructions, measured quantities of work and materials on site, reports and other documents and correspondence pertaining to the construction activities,
  • Collate the contract, quality and operational documents in digital formats for the contract records and maintain an electronic library of the progress of the work. The electronic library to be updated weekly basis,
  • Co-ordination and attend weekly site meetings and biweekly office/site meetings and take minutes of meetings,
  • Ensure that the daily records are kept on the site workbook; sign on the site workbook,
  • Inform the supervisor/s of any problem which may arise with the Contractor and on site,
  • Manage in the preparation of inspection for the substantial completion and snag list,
  • Assess consultants' performance to ensure service requirements met,
  • Follow up that the remedies are carried out properly and with quality,
  • Manage the contract closure process, 
  • Carry out any other tasks related to the works and the project given by the Programme Manager,
  • The Engineer’s Representative may be assigned to more than one project site concurrently,

Deliverables

The Project Engineer shall submit to the supervisor/s:

  • Weekly site progress reports
  • Monthly site progress reports
  • Site meeting minutes
  • Report on the contractor deliverables 
  • An electronic library
  • Ad-hoc reports on the findings of specific works or any other request.
  • Final report of the completed project
  • Assessment of any site, prior to start the works

The format and content of the reporting will be agreed in advance with the supervisor/s. Reporting should be conducted in English and writing should be concise, clear and fluent. Narrative parts of the reports must be written in good English and must be proof-read before submission.

Required Skills and Experience

Education requirements:

  • University degree in Architecture and/or Civil Engineering.
  • Master’s degree in issues related to conservation is considered an asset.

Professional experience requirements:

  • 8 years of post-university experience in design and construction.
  • 2 years of site supervision experiences of construction works as Project Engineer of the contract.
  • At least ONE site supervision experiences of projects similar to restoration/conservation/repair of stone buildings and similar architectural/cultural heritage buildings/structures is a strong asset.
  • Knowledge of UNDP rules and regulations context is considered an asset.
  • Familiarity and knowledge of various civil works modalities and conditions.
  • Familiarity with the bi-communal / multi-cultural working environment is an asset.

Language requirements:

  • Fluency in English and Turkish.
  • Knowledge of Greek is an asset.

Other requirements:

  • Valid registration/membership with the relevant local technical/professional association.
  • Ability to travel to the project sites.

  • Financial Proposal: Interested candidates must submit daily fee in Euro considering the below criteria:
    • A financial daily fee for the assignment defined in this ToR deliverables for up to 126 working days (up to 21 working days per month). It shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office/site and office/site to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.
    • The daily financial proposal should be given considering that the consultant will be working from a site or sites within 100km distance from Nicosia, Cyprus.
    • The consultant will work at the designated project sites and periodically at UNDP office upon request of the supervisor/s. The consultant will need to attend the office meetings (UNDP office in Nicosia) on a regular basis.
    • Working days should be arranged with the progress of the works and in consultation with the Project Manager; the working days of the consultant will be determined by the supervisor and subject to change from month to month in accordance with the requirements of the projects.
    • Daily presence on site is required for this contract, except if approved in prior by the supervisor/s.
    • Working hours:
  • A working day will be calculated as 7.5 hours of work and half an hour lunch break for a of total 8 hours.
  • Site(s): As of 8:30 am until the end of the duties required (up to 4:30 pm).
  • Office: As of 9:00 am until the end of the duties required (up to 5:00 pm).
  • Traveling to and from the site will not be calculated as working hour.
  • A day could be prorated with the hours worked and recorded.
    • Time-sheets will be kept for the time worked on site and/or at the UNDP office.
    • The consultant shall use her/his own transportation (vehicle), computer, telephone and camera for the services s/he will provide.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interview/desk review) – 70% of total evaluation – max. 70 points

CV review - 30 points:

  • Compliance with minimum education requirements (15 points)
  • Compliance with minimum professional experience requirements (15 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be eligible to be invited for an interview/desk review.

Interview/Desk review - 40 points:

  • Demonstration of technical competencies regarding the nature of the works based on his/her prior experiences in designs and construction (10 points)
  • Demonstration of technical competencies regarding the nature of the works based on his/her prior site supervision experiences of construction works (10 points)
  • Demonstration of technical competencies regarding the nature of the works based on his/her prior site supervision experiences of projects of similar nature; restoration/conservation/repair of stone buildings and similar architectural/cultural heritage buildings/structures (10 points)
  • Demonstration of personal competencies; language, and communication skills (10 points)

Only those individual consultants who obtained at least 70% of points from the desk review/interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Upon submission and approval (by UNDP) of the  Certification of payment form, monthly timesheet and monthly activity report in addition to the deliverables as per the ToR upon the approval of UNDP.
