Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations (UN), works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, as well as peace and security. Indeed, placing women's rights at the center of all its work, UN Women leads the organization’s system-efforts to ensure that commitments on gender equality, women’s empowerment and gender mainstreaming translate into action worldwide.

In Ethiopia, UN Women is working with national governments, UN agencies, local authorities and non-governmental organizations to certify that women and girls enjoy equal access to rights, resources and services. As such, the objective of UN Women Ethiopia Country Office (ECO) is to make certain that women and girls are fully able to enjoy their human rights, with zero tolerance to any form of discriminationUN Women ECO seeks to reach this goal through national programming that (1) supports women’s leadership and participation, (2) encourages gender responsive governance and budgeting, (3) ends violence against women and children, and (4) contributes to the empowerment and co-existence of internally displaced persons, refugees and host community women in Ethiopia.

As a part of this mandate, the Humanitarian Team of UN Women Ethiopia ECO co-leads the Gender Technical Working Group (GTWG) as well as the PSEA Network (i.e. the national working group for prevention of sexual exploitation and abuse in humanitarian context). This role has been assumed with the aim of facilitating, coordinating and advocating for gender mainstreaming throughout humanitarian operations in Ethiopia. Moreover, through the working groups, the UN Women ECO Humanitarian Team supports the integration of gender mainstreaming and women’s empowerment in the overall strategic planning of clusters and sector task forces in Ethiopia by offering capacity building nationally.

Thus, on behalf of the GTWG and the PSEA Network, UN Women ECO Humanitarian Team will conduct capacity training amongst group members, focal points, cluster/sector task forces, regional leads, as well as the other gender-related working groups. For the PSEA Network, curriculum for three (3) individual trainings on protection against sexual exploitation and abuse will be developed (i.e. 1-day and 2-day introduction, as well as 3-day ToT). Similarly, for the GTWG, curriculum for a 3-day training on Sex and Age Disaggregated Data (SADD) and Gender Analysis will be developed, including one day on M&E training. UN Women ECO is therefore seeking an international consultant to develop the curriculum and facilitate the trainings in Ethiopia. As such, the curriculums and trainings will be developed and conducted in close cooperation with the working groups.

OBJECTIVE OF THE CONSULTANCY:  

The consultant will be assigned to develop training materials and curricula on prevention of sexual exploitation and abuse (1-day and 2-day introductory training, as well as 3-day ToT) and on SADD & Gender Analysis (3-day training, including 1-day M&E) for the PSEA Network and for the GTWG, co-chaired by UN Women ECO Humanitarian Team. The materials and curricula developed will include development, writing and design of trainer manuals and trainee manuals, with the intent of providing practical direction in issues related to SEA and SADD. The curriculums shall be in English with appropriate design and illustrations for easy referencing, putting into consideration its target users. Moreover, the consultant shall facilitate trainings on PSEA and on SADD, using the developed curriculums and materials.

Duties and Responsibilities

The key deliverables of the consultancy are described below:

  1. Writing, and design of curricula materials ready for print.
    The curriculums will focus on developing knowledge and skills amongst the participants to design, to lead, to monitor and to evaluate advocacy initiatives on the subject matter.

PSEA

  • Raise awareness on Sexual Exploitation and Abuse (SEA) in humanitarian context;
  • Introduce measures to combat Sexual Exploitation and Abuse;
  • Increase knowledge on impact of SEA on victims/consequences for those who commit SEA;
  • Highlight the importance of gender mainstreaming within PSEA programming;

SADD & Gender Analysis

  • Introduce the concept of SADD and gender analysis;
  • Refresh knowledge of gender-mainstreaming in programming;
  • Ensure awareness on management, mapping, storage and dissemination of SADD;

Certify understanding of power dynamics and its connection to gender roles, access to resources and intersectional constraints in humanitarian response.


2.   Design of Handbooks and PowerPoints.

Handbooks for trainers and trainees, as well as PowerPoint, to support participation during and after the training/workshops/information sessions. The design and graphics should be user-friendly, covering the following:

  • Summary of key information;
  • Overview of curriculum;
  • Additional tips, information and guidance;

3. Workshops and ToT.

Trainings and ToTs to orient group focal points, cluster/sector task forces, regional leads, as well as the other gender-related working groups on the new curriculum. The trainings will include the following:

  • 1-day and 2-day introductory training, as well as 3-day ToT on PSEA
  • 3-day SADD & Gender Analysis (incl. 1-day add on M&E) training

Required Skills and Experience

Education

  • University degree in communications and social sciences/development studies.

Experience

  • Minimum 5 years of experience in curriculum design;
  • Previous experience in developing trainee and trainer manuals;
  • Experience in gender mainstreaming;
  • Demonstrated experience in conducting workshops and training of trainers (ToT);
  • Experience of interactive/innovative training approaches engaging humanitarian workers.

Language 

  • Fluent in and excellent knowledge of written and oral communication in English;
  • Excellent graphic design skills and proven first-rate editing skills;
  • Demonstrated qualitative research skills.
