Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral mechanism supporting national efforts to end violence against women, one of the most widespread human rights violations in the world. The UN Trust Fund awards grants to civil society organizations and government entities and provides technical assistance and funding to its partners to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. To date, the UN Trust Fund has awarded US $174 million to 572 initiatives in 140 countries and territories.

Reporting to the UN Trust Fund Chief, the Capacity Development and Grants Operations Manager is responsible for the smooth functioning and results oriented management of grants-related operations in the UN Trust Fund and to facilitate programme implementation and delivery of the overall Fund. The Capacity Development and Grants Operations Manager will also ensure and facilitate the coordination with the Regional Office (ROs), Country Offices (COs) & Multi-Country Offices (MCOs) (specifically with UN Trust Fund Service Level focal points) supporting their needs and queries associated to grants-related management. The Capacity Development and Grants Operations Manager will provide feedback to the UNTF Chief on all aspects related to UNTF grants and corporate operational procedures.

Duties and Responsibilities

Lead on grantee operations monitoring and reporting and provide advice to the UN Trust Fund Chief on grant-giving approach:

  • Provide technical advice on the design of the annual Call for Proposals and grants management processes to ensure that UN-Women financial and operational requirements are appropriately reflected;
  • Provide strategic advice on the project management capacities and budget allocations of shortlisted applicants - based on an analysis of implementing partner assessment forms – to feed into annual grant selection recommendations;
  • Oversee provision of written feedback on the management sections of those grantee proposals which are selected for approval to ensure each grant has a solid operational and financial foundations to begin project management;
  • Ensure that UNTF procedures and guidance on financial and operational management are up-to-date and informed by best practice and any changes in UN-Women standards;
  • Produce data from grantee financial reporting which can be used effectively for donor reporting and to inform future grant-making.

Lead and manage the UN Trust Fund’s approach to operational capacity development for grantees to ensure that organizations funded have the skills and resources necessary to manage and deliver projects:

  • Coordinate the development of the UN Trust Fund strategy for overall capacity development of grants;
  • Lead the adaptation of the Capacity Development training package into an online, self-paced training;
  • Lead the delivery of mandatory grantee trainings related to financial and operations management and audits;
  • Monitor the grantees performance and satisfaction with operational capacity development efforts and ensure any lessons learned lead to improvements;
  • Provide operational support to Portfolio Managers to identify grantees that may need additional operational capacity development support or advice and provide one-on-one coaching or undertake monitoring mission as necessary;
  • Lead the assessment of procurement capacities of grantees and develop tailored training plans for specific grants, if necessary.

Manage and oversee all grants-related operations for the UN Trust Fund:

  • Advise Grants Portfolio Managers and Finance team on all project-related operations matters for UNTF grantees;
  • Oversee grant payments, vendor payments, and other expenses by category, report against budget projections on a monthly and annual basis, and share information with auditors and UNTF Chief as needed;
  • Ensure that UNTF grantees comply with the mandatory requirements for effective financial management and operations;
  • Determine optimal techniques and business processes related to grants operational management, including overseeing the Service Level Procedure and Agreement on the financial management of UNTF grants by UN Women Offices;
  • Ensure knowledge is shared and adequately applied between the UN Trust Fund and UN Women Regional, Country and Multi-Country Offices in the financial and operational management of UNTF grants;
  • Work closely with the Global Audit Firm, UNTF team, RO/CO and grantees on grant-related audit processes, including preparation and follow up and take corrective action as appropriate on audit findings and recommendations;
  • Lead the development of the new Grants Monitoring and Reporting System, including the design of grantee’s financial reporting templates.

Manage and oversee overall operations for the UNTF:

  • Monitor implementation of corporate, budget, financial, procurement, and HR policies and systems and ensure adequate training of staff and project personnel on these issues;
  • Lead business process mapping and establish internal standard operating procedures in all areas of the Grants Operations Team’s functions;
  • Perform Manager Level 3 role in ATLAS for voucher and PO approvals;
  • Manage the preparation of UN Trust Fund inputs for the UN Women Financial Statements as well as other financial reports to donors;
  • Serve as primary liaison between UN Trust Fund and the UN Board of Auditors (UNBoA) and the Internal Audit (IAS) for the annual audit exercise. Facilitate information and provide comments during the UN Board of Auditors field exercise in coordination with UN Women Regional, Country and Multi-Country Offices;
  • Oversee procurement and Human Resources processes in close collaboration with Administrative Associate;
  • Manage planning, expenditure tracking and auditing of financial resources;
  • Ensure UNTF compliance with Internal Control Framework, Delegation of Authority, and segregation of duties and responsibilities.

Manage the Grants Operations team and ensure its effective functioning:

  • Provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to staff under supervision;
  • Develop team work plan and budget; and oversee its implementation, including providing direction, guidance and technical support.

Required Skills and Experience

Education: 

  • Advanced university degree in International Development, Business Administration or in the field of social sciences or other relevant field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • At least 7 years of progressively responsible experience at the national or international level in project or operations management;
  • Proven experience in directly supporting Civil Society Organizations with institutional strengthening and/or project management;
  • Experience in grant making and grants management, especially in the areas of women’s rights and empowerment and gender equality  Experience in developing or facilitating capacity development activities, learning materials and programs related to project management and/or civil society strengthening, preferably in the areas of gender equality, women’s empowerment and/or ending violence against women;
  • Experience in leading a team;
  • Experience in programming/ projects management;
  • Experience coordinating with partners and stakeholders;
  • Experience with databases and data management will be considered an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of French or Spanish is highly desirable.
