Background

The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) will conduct an Independent Country Programme Review (ICPR) in Albania in 2020. The ICPR will provide a rapid independent assessment of the implementation experience of the CPD to inform the strategic positioning, design and implementation of the next CPD; and provide UNDP’s Executive Board with a complete and credible picture of UNDP’s progress towards the outputs in agreed country level results and resources frameworks and contributions to agreed UNDP/UNSDCF outcomes. This is IEO’s third country programme evaluation conducted for Albania. The ICPR will cover work undertaken in the current programme cycle (2017 -2021) and focus on capturing the country office’s contribution to UNSCDF outcomes, and progress towards agreed outputs and output indicators in the country office’s results framework.

Duties and Responsibilities

Under the direct supervision of the IEO lead evaluator (LE) and Associate lead evaluator (ALE), the consultant will contribute to the analysis of the country programme. The responsibilities will include:

  • Conduct preliminary research and desk review of relevant documents provided by the IEO;
  • Develop a draft report based on findings of the desk review;
  • Participate in data collection activities prior to and during the in-country mission, which will include interviews and meetings with relevant stakeholders (virtual, Skype/telephone, and in person);
  • Revise draft report triangulating desk review data with data from field mission; 
  • contribute to the preparation of the final ICPR report, as well as the following revisions based on comments received by relevant stakeholder;
  • contribute and participate in the presentation of evaluation results to main national stakeholders via videoconference, as required.

  • Strong analytical skills, including ability to quickly assess a diverse range of information with a discerning sense for quality of data; and
  • Good mastery of information technology required for organized presentation of information.

  • Ability to work under pressure, multi-tasking skills;
  • Available to travel and conduct required analysis within the agreed timelines.

Required Skills and Experience

Education

  • Master’s degree or higher in interested thematic area(s) indicated above, Social Sciences, Public Policy, International Relations, or other relevant fields.

Experience

  • A minimum of seven (7) years of work experience in one or more of the thematic areas under review (e.g. democratic governance and rule of law, social inclusion, equal opportunities, environment and climate change)
  • Experience in program evaluation/research and mastery of techniques and methods of data collection, interviews and quantitative and qualitative analysis;
  • Experience in conducting evaluations of UNDP country programmes will be an asset.

Language and other knowledge and skills:

  • Excellent proven oral and drafting skills in English, with excellent analysis and synthesis skills.
  • Knowledge of Albanian is an advantage.
